The former mayor of San Miguel, Wilfredo Salgado, on Monday rejected the deficiencies the Court of Accounts pointed out in the handling of $2.2 million for the municipality’s patron saint festivities from May 1, 2021, through April 30, 2024. The Fifth Chamber of First Instance of the Court of Accounts of the Republic (CCR) upheld the deficiencies in resolution CAM-V-JC-001-2026, issued this year.
Salgado stated that the funds were allocated to the hiring of musical groups for the San Miguel carnivals, asserted that what was upheld in the resolution of the first-instance chamber, published by El Mundo, is false, and that for that reason he is sure he will get his clearance to be able to register for a lawmaker’s seat for the National Concertation Party (PCN).
“The Court of Accounts has always been a weapon to extort officials and to defame officials; I thought the extortions had already ended, but I see that they have only changed institutions,” he said in statements to the media.
The former official objected that the figure questioned in the resolution of the CCR Chamber matches the cost of the San Miguel carnivals and that, if the allegations were true, there would not have been any carnivals. “And if it says that $2,200,000 is missing, that means there was no carnival for the three years; you know, everybody knows there was indeed a carnival,” he argued.
Salgado mentioned the artistic groups they hired for the carnival during the last year: “Luis Ángel El Flaco, Grupo Niche, Grupo Exterminador, Conjunto Primavera, Guardianes del Amor, Toño Rosario, Grupo Miramar, Los Ángeles Negros, Los Sabaneros de Johnny Molina, only in the last carnival; we have spent the money that has been spent; there isn’t even one that doesn’t have supporting documentation or payment by check,” he stated.
The former mayor mentioned that he is considering filing a defamation lawsuit against Diario El Mundo, whose publication asserts that the Fifth Chamber of First Instance of the Court of Accounts ruled that there were “payments that lacked documentation and authorizations, contracts without sufficient evidence of free competition, and remunerations made without the corresponding work attendance controls” and that the allegations “do not represent a final judgment nor do they prove that the officials involved committed crimes or misappropriated the flagged funds.”
“We are going to discuss that thoroughly with my lawyers, because they have indeed sullied my name and that of Licenciada Margarita Moreno, who is the one who administered the Festivities Committee. They have defamed both of us, and that is not fair,” he said.
“Supposedly, with that they shouldn’t give me clearance if that were true, but since it isn’t true, it’s false. Eighty orchestras were hired for one carnival and 60 for the other. And what, did all those groups that played not get paid? I don’t know if the president of the Court of Accounts was high when they made this decision… I have already submitted the evidence to them. I’m still going to register, and I’m going to get my clearance from the Court of Accounts.” Wilfredo Salgado, former mayor of San Miguel and candidate for lawmaker for the PCN.
According to the former mayor, the administrator of the Festivities Committee “would not give a check until the artists had their contract signed and completed.” He maintained that many artists would complain to him because she “was too bureaucratic and too strict,” and he would tell them those were orders she had.
“Because when you’re given the money, you don’t even want to bring the invoice afterward; you have to hand in your invoice with VAT and sign your contract; if not, there’s no payment,” he recalls telling the artists. “So, they would get angry, but they would comply,” he recounted.
“Gentlemen of the Court of Accounts, don’t be so dumb about cooking up schemes; you’re idiots at cooking up schemes,” he said about the matter on the program Diálogo 21.
Salgado, who announced in June 2026 his interest in a lawmaker’s seat in the Legislative Assembly under the PCN banner, was mayor of San Miguel for 18 years, is a military man and has belonged to the parties Gana, Christian Democratic Party (PDC), PCN and Nationalist Republican Alliance (Arena).
