Living without water: the daily struggle of Valle Verde families
The Legislative Assembly did not vote for two pieces of correspondence submitted by Claudia Ortiz about the lack of water in Valle Verde.

Leaders of the “Unidos por el agua” movement from the Valle Verde I and II housing developments, in Apopa, went to the Legislative Assembly this Wednesday seeking information or the arrangement of a feasibility study at the National Administration of Aqueducts and Sewers (ANDA).

“We don’t even have enough for daily use, for drinking; the children are living through the same situation; they have told us that they don’t bathe or that they have to recycle the water,” Abigail Hernández, representative of the movement, told a group of journalists, according to a video shared by the Vamos legislative caucus.

According to the representative, 2,556 families are affected.

The movement held a march on June 22 and has gone to several government entities without having received any response, according to Hernández, who this time said that she delivered to the lawmakers a letter calling on President Nayib Bukele and the president of the National Administration of Aqueducts and Sewers (ANDA), Dagoberto Arévalo.

She detailed that they currently get their supply through water trucks that sell water at $1.50 per barrel.

The supplier company was Administradora de Pozos, S.A. de C.V., AMPO, S.A. de C.V., which, according to Hernández, reported on July 25, 2026, that it had discontinued the service. “We don’t know what the situation is,” she said.

“You are saying no to more than 2,000 families”: Ortiz

In the plenary, lawmaker Claudia Ortiz asked to place on the agenda two pieces of correspondence about the problem of the residents of Valle Verde.

One sought to request a report from the Salvadoran Water Authority (ASA) to have information on the change of water provider in the area, what the legal status is of the sworn-in water board that would be providing the service, and what actions they are carrying out, including the power to decree zonal emergencies due to lack of water.

The lawmaker warned that this problem “has already been going on for more than 20 years.” “They have never in their entire lives known a proper potable water service. I invite you to vote so that you can basically request information from the institutions,” she stated.

The second piece of correspondence sought to issue a recommendatory opinion to the National Administration of Aqueducts and Sewers (ANDA) for it to carry out a technical feasibility study to provide the service to these neighborhoods.

Nuevas Ideas did not support the introduction of the pieces into the Legislative Assembly, something that Ortiz said was a “lack of humanity and political maturity.”

“Once, the president of this Legislative Assembly told me that he was not going to agree with anything I propose. Today many of us are here very comfortably drinking bottled water; imagine not having access to that. Today we have the opportunity to do something for these families,” she told them.

The opposition lawmaker stated that at the site one can see “the water trucks with the mayor’s name, the ASA water trucks are there,” but that one cannot get by with “water trucks for a lifetime.”

She asked the lawmakers whether they know what it is to collect rainwater to wash the dishes or to give them water in plastic bags every day, with the contamination in the body that this entails. “You are saying no to more than two thousand families,” she stated.

Lawmaker Ernesto Castro, president of the Legislative Assembly, continued with the plenary session agenda and moved on to the 56th extension of the state of exception.

In July 2026, lawmaker Marcela Villatoro (Arena) presented an initiative to seek State intervention in the face of the lack of water in Valle Verde. “They need help; they were telling us that what is happening to us is a desperate situation. They wanted to be given an immediate solution by the ASA and ANDA,” she stated at the time.

Villatoro, on that occasion, asked to recommend that ANDA and the ASA “give the water back” to the families of the Valle Verde housing development. “You have the Presidency, the municipal government, you have lawmakers, you have ANDA and you also have the ASA; how is it possible that you don’t help these people?” Villatoro questioned. On that occasion, the request ended in an argument with lawmaker Reynaldo López Cardoza, who brought them barrels of water to the housing development together with the National Concertation Party (PCN) mayoral candidate.
