Teachers at the Instituto Nacional General Francisco Menéndez (INFRAMEN) denounced alleged practices of intimidation and surveillance that, according to their testimonies, affect the work environment and student coexistence with the current administration of the school.

For fear of possible reprisals, the sources asked that their identities be kept confidential. Among the situations they describe are the installation of cameras at various points in the institute, the use of a megaphone to reprimand teachers and students, as well as the sending of messages and the calling of meetings outside working hours.

One of the teachers states that the administration demands that staff be available at all times. “They told us that we are 24/7,” the teacher said. According to the teacher’s testimony, there are also warnings about possible consequences for those who do not respond to the director’s communications. The teacher added that some meetings are held on Saturdays and that messages can arrive as late as 11 at night.

Approximately five months ago, according to the testimony, José Tránsito García Gómez took over as interim director of the institute. The teacher questioned the procedure for his appointment because, according to the teacher’s account, it was carried out without the participation of the teachers’ council.

In addition, the teacher said that the director had allegedly introduced himself to the staff, stating that he had the backing of the Minister of Education and the departmental director.

Since his arrival, according to the complaint, staff must notify him of various activities, even when they need to step away momentarily from the supervision area. “To go to the bathroom, you have to notify him so that he is aware that we are not in the supervision area,” the source recounted.

The complaints also extend to the control measures applied to the student body. According to the teacher, officers of the National Civil Police (PNC) have entered the school on various occasions to carry out inspections and confiscate objects they consider unrelated to academic activities. “The young people are constantly hounded by the police,” the teacher added.

The teacher believes that these practices have created an atmosphere of fear among students and workers. As an example, the teacher noted that there are sections that have gone from having 38 students to 18. In the teacher’s view, this reduction reflects the harassment that, as the teacher alleges, the student body faces.

The teacher also maintains that the control measures have affected coexistence within the institution and make relations among co-workers difficult. According to the complaint, some teachers have stated that they end up obeying the directives for fear of losing their jobs, since they need to maintain their income.

“We are an educational institution, we are not a correctional facility, we are not a prison,” the teacher said, questioning the course that, in the teacher’s view, the school has taken.

Radio YSUCA requested, by email, a response from the director of INFRAMEN and from the Ministry of Education regarding the complaints related to working conditions, surveillance measures, the entry of police officers and the procedure for appointing the school’s leadership.

As of the close of this report, a response from both institutions was still awaited.
