The Finance and Special Budget Committee of the Legislative Assembly received the Minister of Security, Gustavo Villatoro, so that he could explain the institution’s 2027 Draft Budget, which would be $682.59 million, $20 million less than what was allocated for 2026, since it is being redirected to Education.

According to the official, among the strategic projects that Security will implement is technological expansion in the police institution, setting the main goal of going from 17 to 50 digital agents within the police, the Policía Nacional Civil (PNC); these digital agents are artificial intelligence assistants that act as advanced computer programs to help carry out different tasks automatically.

He said that the process of modernizing and equipping the police facilities would continue, which would include the relocation of the Santa Tecla Delegation to the former premises of the National Public Security Academy (ANSP), as well as the move of the Sonsonate Delegation to a new property.

Of the total budget, the largest share would be allocated to the police (PNC), which would have $446,285,344, an amount that would represent a decrease of $25.63 million compared with 2026, when it was allocated $471,919,794.

In this regard, the minister explained that this readjustment will direct greater resources toward education. However, the Ministry’s own reduction is $20 million. Therefore, when the budgets are compared in detail, adjustments are made in different budget units.

Villatoro clarified that the reduction in funds to the PNC will not affect the institution’s operations, since full coverage of the service will be guaranteed, as well as the timely payment of salaries, benefits and bonuses for all personnel.

The Directorate of Penal Centers would have $128.63 million; the Secretariat of State, that is, the Ministry itself, would have $42.09 million; and the Cybersecurity Agency would have $22.01 million.

The National Registry of Natural Persons (RNPN) would manage $13.04 million, an increase of $6.5 million over the 2026 budget to cover the free renewal of the DUI. The Police Academy (ANSP) would have $9.76 million; the Directorate of Migration would have $7.86 million.

As Villatoro announced, in 2027 the Ministry would invest $15 million in modernizing police work through new technologies. Of this money, $4 million would be used to install Artificial Intelligence tools, and $6.6 million would serve to strengthen the institution’s internet and broadband system.

With the above, the aim is for more than 21,500 computers of police officers to have a facial recognition system. Just by taking a photo of a person, police officers will immediately know that person’s full name and record, preventing gang members from deceiving the authorities by giving false names.

Likewise, $4.4 million would be allocated to expand the fiber-optic network and conduct tests with 5G technology; with this new technology, the aim is to connect surveillance cameras in remote or hard-to-reach areas without the need to lay cables.

In addition, the Innovation Agency would use $3.43 million to modernize the institution’s computer systems and strengthen the use of aerial and ground drones during emergencies.

In 2027, $9.76 million will be directed toward carrying out infrastructure works and improvement projects. The funds will make it possible to strengthen the Secretariat of State with $6.21 million, obtained in part through a loan from Italy, and to increase the funds for the Penal Centers to $1.5 million. In addition, $1.80 million would be maintained for Police projects and $250,000 for the police academy.

The official also highlighted that, between January 1 and October 1, 2026, the Anti-Narcotics Police seized more than 15,829 kilos of drugs valued at $389.22 million. In these operations, 1,336 people were arrested, and $355,455 in cash, 1,188 cell phones, 35 weapons, 157 vehicles, 5 boats and 1 ship were seized.

FGR Budget

The Finance and Special Budget Committee also received the Attorney General of the Republic, Rodolfo Delgado, so that he could explain the $95.3 million allocated in the 2027 Draft Budget. The funds increased compared with what was provided in 2026, when the Finance Ministry allocated $91,664,660.

Of the $95,321,505 that the FGR requested, $94,580,340 will be invested in institutional operations (99.2% of the budget) and $741,165 in public investment.

“It is an operating budget; it sustains the prosecutorial staff, the offices and the investigative resources that produce successful results,” Delgado said.

For next year, the FGR requested resources for the second phase of two projects. The first is an intelligent system for receiving complaints, capable of prioritizing cases and guiding citizens on which institution they should go to.

The second concerns the INTEGRA Project, a unified technology platform that records a criminal case from its opening to its resolution and follow-up.

In addition, there will be a commitment to the Specialized Institute of Higher Education, because the Master’s in Criminal Investigation will be taught, the first academic program that will consist of specialized training at the higher-education level.

He also reported on four projects that are under development and need continued financial backing: the construction and equipping of prosecutorial offices in San Miguel, Ahuachapán and La Unión; while in San Salvador, it concerns the rehabilitation and equipping of a prosecutorial building, as well as the construction of an annex building for parking located in the Government Center.
