The Minister of Public Security and Justice, Gustavo Villatoro, described the non-governmental organizations (NGOs) critical of the state of exception as scavengers and once again aimed his criticism at the United States Agency for International Development (USAID), which was dissolved by the Donald Trump administration in July 2025.

“They, like any scavenger bird, lived off death, well, obviously they are left without resources. I don’t know of any scavenger bird that doesn’t live off dead animals. I don’t know of an NGO that lives off supposedly helping those who are without a home and that, on the other hand, promotes no one having a home; I don’t understand an NGO that lives to rehabilitate drug addicts when it lives off drug addicts,” he asserted to the lawmakers during the presentation of the draft budget for the Security Branch in the year 2027.

National and international non-governmental organizations have denounced the Salvadoran State before the Inter-American Commission on Human Rights (IACHR) for human rights violations committed during the state of exception in September 2022, and more recently, in March 2026, a group of experts asserted before the IACHR that the State has possibly committed crimes against humanity during the state of exception.

The Security Minister, in defense of the state of exception, in force since March 27, 2022, accused the organizations of promoting the problems they said they were combating. “If one comes to help with poverty, what does it live off? Off poverty. And so when were we going to overcome it? Never,” he maintained.

“And what was USAID doing? Promoting poverty so that we would never be prosperous, period. The thing is that today it is known because we are seeing in 360 what is happening in the world, and we know that that radicalization, that progressivism, that 2030 agenda was in the end financed by USAID and with this whole bunch of scavenger NGOs,” he stated.

The official also urged officials not to give any account to any of these organizations.

“Let’s not give any account to any of them, and they can say whatever they want; it makes no difference to us. What is certain is that this is no longer fertile ground for scavenger birds,” were his words.

El ministro de Seguridad Pública y Justicia, Gustavo Villatoro, calificó de carroñeras a las organizaciones no gubernamentales (ONG) críticas del régimen de excepción y volvió a enfilar sus críticas hacia la Agencia de Estados Unidos para el Desarrollo Internacional (USAID), que fue disuelta por el gobierno de Donald Trump en julio de 2025.

“Ellos, como cualquier ave carroñera vivían de la muerte, pues, obviamente ellos se quedan sin recursos. Yo no conozco ninguna ave carroñera que no viva de animales muertos. No conozco una ONG que viva disque de ayudar a los que están sin casa y que por otro lado promueva que nadie tenga casa, no entiendo una ONG que viva a rehabilitar drogadictos cuando vive de los drogadictos”, aseguró a los diputados, en la presentación del proyecto de presupuesto para el Ramo de Seguridad en el año de 2027.

Organizaciones no gubernamentales nacionales e internacionales han denunciado al Estado salvadoreño ante la Comisión Interamericana de Derechos Humanos (CIDH) por violaciones a derechos humanos cometidos durante el régimen de excepción en septiembre de 2022 y más recientemente en marzo de 2026 un grupo de expertos aseguró ante la CIDH que el Estado posiblemente ha cometido delitos de lesa humanidad durante el régimen de excepción.

El ministro de Seguridad, en defensa del régimen de excepción, vigente desde el 27 de marzo de 2022, señaló a las organizaciones de promover los problemas que decían combatir. «Si viene una para ayudar a la pobreza, ¿de qué vive?, de la pobreza, ¿y entonces cuándo íbamos a superarlo?, nunca», sostuvo.

«¿Y USAID qué hacía?, promover la pobreza para que nunca fuéramos prósperos, punto. Lo que pasa es que hoy se sabe porque estamos viendo 360 lo que ocurre en el mundo y sabemos que esa radicalización, ese progresismo, esa agenda 2030 al final era financiada por USAID y con todo este montón de ONG carroñeras», indicó.

El funcionario, además, instó a los funcionarios a no dar cuentas a ninguna de estas organizaciones.

«No les demos ninguna cuenta a ninguna de ellas y pueden decir lo que quiera, a nosotros nos sale sobrando. Lo que sí es que este ya no es terreno fértil para aves carroñeras”, fueron sus palabras.
