The Organization Secretary of Bases Magisteriales, Paz Zetino, expressed skepticism about the Government’s announcement that it will double investment in education relative to gross domestic product (GDP), since he believes the budget increase must translate into concrete improvements in schools and in teaching conditions.
Zetino pointed out, during the Pulso Ciudadano interview, that the announcement is surprising, especially because for decades teachers have demanded greater investment in the education system. However, he questioned whether the increase in resources by itself guarantees a transformation of the conditions in which thousands of children and young people study.
“We are skeptical of announcements of this kind, because they do not necessarily demonstrate the Government’s political will to prioritize those areas that are of interest to the country, as is the case with education,” he stated.
The teachers’ representative compared the previous year’s education budget, which went from 3.3% to 4.1% of GDP, with the new announcement of raising investment to 8.1%. Given this, he expects the conditions in schools to undergo substantial changes.
According to Zetino, in recent years the budgets allocated to the operation of schools have not increased in a way that makes it possible to meet the needs of school communities. For that reason, he maintained that teachers are willing to give the Government the benefit of the doubt, but expect to verify the results. “We want to see concrete works,” he emphasized.
School reconstruction advances with handovers pending
Zetino also pointed out that educational infrastructure is one of the system’s main challenges. Bases Magisteriales warns that six out of every ten classrooms need to be rebuilt.
Although he acknowledged that the school intervention program is already underway, he questioned the gap between the number of schools that have undergone intervention, the works completed and the facilities handed over to the communities.
According to the figures cited by the leader, during the first 15 or 16 months of the program, 1,004 schools had undergone intervention. Of these, 527 had been completed and only 140 had been handed over to the school communities.
“At the pace we are going, this reconstruction process is going to take a long time,” he said.
The Organization Secretary of Bases Magisteriales considered the problem to be the number of schools that have not yet been handed over, while students must continue their academic activities in other spaces, such as adapted houses.
According to his estimate, more than 800 groups of students are taking classes outside their schools and in inadequate conditions, a situation that demonstrates the need to speed up reconstruction and guarantee appropriate spaces for learning.
Therefore, increasing the resources allocated to education and improving the quality of teaching are distinct matters.
He explained that the educational process of students depends on multiple conditions, among them infrastructure, classroom equipment, the employment situation of teachers, and the economic and educational environment of families.
He also detailed that this is part of the differences between the educational conditions in El Salvador and those in developed countries, whose students achieve better results in international assessments such as the Programme for International Student Assessment (PISA).
The leader maintained that an education reform must address these factors comprehensively, rather than focusing solely on increasing resources or on incorporating new technological tools.
Another aspect Zetino pointed out is the allocation of resources for computers, tablets, connectivity and artificial intelligence, since $415 million will be allocated to these areas, and he questioned technology being presented as a central solution to educational problems.
“Reality shows that technology, by itself, is not solving educational problems,” he stated.
Although he acknowledged that artificial intelligence can be a useful tool for teachers and students, he insisted that its incorporation must be carried out rationally and without displacing other priorities of the system, such as school infrastructure and the conditions in which the teaching process takes place.
Zetino also explained that in developed countries the use of screens and technological tools in the educational sphere has been reconsidered, which is why he warned about the risks of placing excessive expectations on these solutions without addressing structural needs.
The teachers’ representative took the opportunity to question the focus on artificial intelligence and the questions raised by financial institutions such as the International Monetary Fund (IMF) about the economic sustainability of other projects, including Doctor.sv, and stated that initiatives that rely heavily on technology and artificial intelligence must also be evaluated on their costs and results.
