Representatives of the Nuevas Ideas party in the Legislative Assembly rejected a proposal by Francisco Lira, a lawmaker from the Nationalist Republican Alliance (ARENA) party, who asked for approval of a law to increase the agricultural voucher to $200 for beneficiary farmers.

In the submitted decree, the tricolor lawmaker maintained that the agricultural voucher makes it possible to acquire inputs intended for production through a benefit. Currently, this contribution from the Government, which is delivered to this sector, is $75 on a card; however, it is insufficient for producers, according to representatives of the sector itself.

In that regard, lawmaker Lira proposed that it be expanded to $200 per year starting in fiscal year 2027.

“The increase must be accompanied by technical selection criteria, timely deliveries in accordance with planting cycles, and mechanisms for transparency, oversight and complaints,” Francisco Lira urged.

This financing must be evaluated jointly by the Ministry of Finance and the Ministry of Agriculture and Livestock (MAG), and processed in the Executive branch and in the Legislative Assembly.

As Lira explained, the beneficiaries would be natural persons who carry out agricultural activity and meet the program’s technical criteria, with priority for small producers and subsistence farmers.

The MAG would establish and publish those criteria; likewise, it would have to verify the registry to avoid duplication. Each person will receive a single annual allocation, without prejudice to other legally established forms of support.

In the decree, Lira proposed that the voucher will be $200 per year per beneficiary farmer and will be allocated exclusively to the acquisition of authorized agricultural inputs according to the needs of the crop. It would be delivered via card or another traceable mechanism.

The Ministry of Agriculture and Livestock would have to adapt the program’s operational instruments within the thirty business days following the law’s entry into force. The $200 allocation, moreover, would apply from 2027, and its delivery will be charged to the legally approved allocations.

“I think we are all clear on what this issue costs the farmer: harvesting, producing. Per manzana, it is costing them to have 30 pounds of corn,” Lira commented.

This past September 30, the Ministry of Finance presented the 2027 Budget, which amounts to $12,421 million. The review will begin next Monday, and it is expected that they will schedule the visit of the officials representing the various State institutions.

Representantes del partido Nuevas Ideas en la Asamblea Legislativa rechazaron una propuesta del diputado del partido Alianza Republicana Nacionalista (ARENA), Francisco Lira, quien pidió aprobar una Ley para incrementar el bono agrícola a $200 para los agricultores beneficiarios.

En el decreto presentado, el diputado tricolor sostuvo que el bono agrícola permite adquirir insumos destinados a la producción mediante un beneficio. Actualmente, este aporte de parte del Gobierno, que se entrega a este sector, es de $75 en una tarjeta; sin embargo, este es insuficiente para los productores, según señalan representantes del mismo rubro.

En ese sentido, el diputado Lira propuso que se amplíe a $200 anuales a partir del ejercicio fiscal 2027.

“El incremento debe acompañarse de criterios técnicos de selección, entregas oportunas conforme a los ciclos de siembra y mecanismos de transparencia, supervisión y reclamación”, instó Francisco Lira.

Dicho financiamiento debe evaluarse conjuntamente por el Ministerio de Hacienda y el Ministerio de Agricultura y Ganadería (MAG), y tramitarse en el órgano Ejecutivo y en la Asamblea Legislativa.

Según explicó Lira, serían beneficiarias las personas naturales que desarrollen actividad agrícola y cumplan los criterios técnicos del programa, con prioridad para pequeños productores y agricultores de subsistencia.

El MAG establecería y publicaría dichos criterios; asimismo, tendría que verificar el padrón, para evitando duplicidades. Cada persona recibirá una sola asignación anual, sin perjuicio de otros apoyos legalmente establecidos.

En el decreto, Lira planteó que el bono será de $200 anuales por agricultor beneficiario y se destinará exclusivamente a la adquisición de insumos agrícolas autorizados conforme a las necesidades del cultivo. Se entregaría mediante tarjeta u otro mecanismo trazable.

El Ministerio de Agricultura y Ganadería tendría que adecuar los instrumentos operativos del programa dentro de los treinta días hábiles siguientes a la entrada en vigencia de la ley. La asignación de $200, además, sería aplicable desde 2027 y su entrega se efectuará con cargo a las asignaciones legalmente aprobadas.

“Creo que todos tenemos claro lo que este tema le cuesta al agricultor: cosechar, producir. Por manzana, le está costando tener 30 libras de maíz”, comentó Lira.

El pasado 30 de septiembre, el Ministerio de Hacienda presentó el Presupuesto 2027, el cual asciende a $12,421 millones. El próximo lunes se iniciará con el estudio y se prevé que programen la visita de los funcionarios representantes de las diversas instituciones del Estado.
