The Government has requested a budget amendment to reinforce various institutions with $78 million; according to the official request, these funds will serve to “provide coverage for the priority and unavoidable obligations during the last quarter of the current 2026 fiscal year.”

According to the request, sent by the Minister of Finance on presidential instruction, $18.8 million will be allocated to the Health Branch for “payment for goods and services, and to supplement the purchase of medicines, supplies and equipment for the various health facilities.”

$15 million will also be given to the Ministry of Public Works and Transport (MOPT) to “continue financing the execution of strategic national projects in construction, maintenance and repair works on the road network, as well as rights-of-way at the national level.” It does not specify which projects.

Added to this is $14 million for the Ministry of National Defense, funds that, according to the draft decree, would serve to “continue supporting the Territorial Control Plan, mainly in public security tasks for the recovery and rehabilitation of territories at the national level.” The draft does not specify whether the funds will be allocated to the payment of remuneration or the purchase of equipment.

The fourth-largest amount is the $14 million allocated to the Presidency of the Republic, which, the draft indicates, will use it for “the operation and continuity of the various secretariats and offices of the entity” and also to “strengthen its institutional infrastructure through the acquisition of machinery, computer and technological equipment, intellectual property rights, among others.”

Most of the funds come from VAT payments. The request specifies that $16.5 million of the funds that will reinforce these institutions comes from Income Tax payments and $52.9 million from VAT payments. Likewise, $2.4 million comes from the tax on specific products, $4.4 million from miscellaneous taxes and 1.8 million from the tax on foreign trade.

$6 million will also be allocated to the Ministry of Foreign Affairs, to “finance the operating expenses of the diplomatic and consular missions, as well as the acquisition of essential goods and services for the functioning of the Secretariat of State.”

Another $6 million will be directed to the “institutional strengthening aimed at consolidating the operational and technological capacities of its various operational units” of the Office of the Attorney General of the Republic.

Also included is a $1.5 million reinforcement for the electoral observatory at the Office of the Human Rights Ombudsman (PDDH); and $2.7 million for the Ministry of Education, Science and Technology, to be transferred to the National Council for Early Childhood, Childhood and Adolescence (Conapina).

The request was received by the legislative plenary on Wednesday and will be analyzed by the Finance Committee of the Legislative Assembly.

El Gobierno ha pedido una reforma presupuestaria para reforzar a diversas instituciones con $78 millones, según la solicitud oficial, estos fondos servirán para «dar cobertura a las obligaciones prioritarias e ineludibles durante el último trimestre del presente ejercicio fiscal de 2026».

De acuerdo con la petición, enviada por el ministro de Hacienda por instrucción presidencial, se destinarán $18.8 millones al Ramo de Salud para «pago de bienes y servicios, y complementar la compra de medicamentos, insumos y equipos para los diferentes establecimientos de salud».

Se darán también $15 millones al Ministerio de Obras Públicas y Transporte (MOPT) para «continuar financiando la ejecución de proyectos estratégicos de nación en obras de construcción, mantenimiento y reparación de la red vial, así como derechos de vía a nivel nacional». No detalla a qué proyectos.

A ello se suman $14 millones para el Ministerio de la Defensa Nacional, fondos que servirían, según el proyecto de decreto para «continuar apoyando el Plan Control Territorial, principalmente en tareas de seguridad pública para la recuperación y rehabilitación de territorios a nivel nacional». El proyecto no detalla si los fondos se destinarán a pago de remuneraciones o compra de equipo.

El cuarto monto mayor lo constituyen los $14 millones destinados a la Presidencia de la República, que los utilizará, indica el proyecto, para «la operatividad y continuidad de las diferentes secretarías y dependencias de la entidad» y también «fortalecer su infraestructura institucional mediante la adquisición de maquinaria, equipos informáticos y tecnológicos, derechos de propiedad intelectual, entre otros».

La mayor parte de los fondos proviene del pago de IVA. La solicitud detalla que $16.5 millones de los fondos que reforzarán estas instituciones provienen del pago del Impuesto sobre la Renta y $52.9 millones del pago de IVA. Así mismo, $2.4 millones provienen del impuesto a productos específicos, $4.4 millones de impuestos diversos y 1.8 millones de impuesto sobre comercio exterior.

También se destinarán $6 millones para el Ministerio de Relaciones Exteriores, para «financiar los gastos de operatividad de las representaciones diplomáticas y consulares, así como la adquisición de bienes y servicios esenciales para el funcionamiento de la Secretaría de Estado».

Otros $6 millones se dirigirán al «fortalecimiento institucional orientado a consolidar las capacidades operativas y tecnológicas de sus diferentes unidades operativas» de la Fiscalía General de la República.

Se incluye también un refuerzo de $1.5 millón para el observatorio electoral en la Procuraduría para la Defensa de los Derechos Humanos (PDDH); y $2.7 millones para el Ministerio de Educación, Ciencia y Tecnología, para transferirlos al Consejo Nacional de la Primera Infancia, Niñez y Adolescencia (Conapina).

La petición ingresó el miércoles al pleno legislativo y será analizada por la Comisión de Hacienda de la Asamblea Legislativa.
