The $3,416 million that the Salvadoran Government plans to allocate to the education sector in 2027 includes resources from different institutions, while the allocation solely to the Education branch in the budget bill amounts to $2,700 million. The difference between the two figures raises questions about how the announced education investment, equivalent to 8.1% of Gross Domestic Product (GDP), is calculated.
Economist César Villalona maintains that the figure announced by the Government does not correspond exclusively to education spending and that the allocation in the budget bill even includes items that should not form part of that category.
“The proposed budget for the Ministry of Education for the year 2027 is not equivalent to 8% of GDP, but rather to 5.8% of the GDP estimated for that year. That is how it appears in the national budget document that was submitted to the Legislative Assembly. It is $2,700 million (…); they have inflated it by more than $700 million,” Villalona noted.
Among the items the economist questions is a $100 million allocation for the construction of a park in San Jacinto, which he attributes to the Directorate of Municipal Works (DOM). He also points out that resources earmarked for projects of other institutions were included, which, in his view, makes it impossible to identify with certainty how much will be allocated to the Ministry of Education.
The approved budget for Education in 2026 was $1,683.3 million, and the proposal for 2027 exceeds that amount by more than $1,000 million.
Villalona also warns that the budget bill provides for more than $2,800 million for the payment of public debt and close to $2,000 million in new borrowing. In his view, this structure would increase the country’s debt and comes amid budget cuts in several portfolios, including Health, Agriculture and Public Works.

Los $3,416 millones que el Gobierno salvadoreño proyecta destinar al sector educativo en 2027 incluyen recursos de distintas instituciones, mientras que la asignación unicamente al ramo de Educación en el proyecto de presupuesto asciende a $2,700 millones. La diferencia entre ambas cifras abre cuestionamientos sobre cómo se calcula la inversión educativa anunciada, equivalente al 8.1 % del Producto Interno Bruto (PIB).
El economista César Villalona sostiene que la cifra anunciada por el Gobierno no corresponde exclusivamente al gasto educativo y que, incluso, la asignación en el proyecto presupuestario incluye partidas que no deberían formar parte de ese rubro.
“El proyecto de presupuesto para el Ministerio de Educación para el año 2027 no equivale al 8 % del PIB, sino al 5.8 % del PIB estimado para ese año. Así es como aparece en el documento de presupuesto nacional que se presentó en la Asamblea Legislativa. Son $2,700 millones (…); lo han abultado en más de $700 millones”, señaló Villalona.
Entre las partidas que el economista cuestiona figura una asignación de $100 millones para la construcción de un parque en San Jacinto, que atribuye a la Dirección de Obras Municipales (DOM). También señala que se incorporaron recursos destinados a proyectos de otras instituciones, lo que, a su juicio, impide identificar con certeza cuánto se destinará al Ministerio de Educación.
El presupuesto aprobado para Educación en 2026 fue de $1,683.3 millones y la propuesta para 2027 supera en más de $1,000 millones ese monto.
Villalona también advierte que el proyecto presupuestario contempla más de $2,800 millones para el pago de la deuda pública y cerca de $2,000 millones en nuevo endeudamiento. A su juicio, esta estructura incrementaría la deuda del país y se produce en un contexto de reducciones presupuestarias en varias carteras, entre ellas Salud, Agricultura y Obras Públicas.
