Directors of the Electoral Oversight Board (JVE) stated that they have been verbally informed of the hiring of the Spanish company INDRA Soluciones Tecnologías de la Información for the “logistics, operations and technology for the development, implementation and execution” of voting abroad in El Salvador’s 2027 presidential and legislative elections, which is conducted electronically, both remotely and in person.
The contracted system will be used by Salvadorans abroad in the presidential election and the election of lawmakers to the Legislative Assembly on February 28, 2027.
The purchase was awarded, through direct contracting, on August 13, 2026, for $30.7 million.
“We are waiting, on the institutional side, the Supreme Electoral Tribunal has already informed us that that company was the one that won,” said the JVE director for the Farabundo Martí National Liberation Front (FMLN), Irving Sorto.
However, Sorto is not concerned about the hiring of the company for electronic voting, but rather about that of the audit.
“What worries me the issue of the company that is going to handle the vote abroad, what worries me is knowing, seeing and verifying the auditing side, which is going to audit the vote abroad,” he opined, a process in which, he commented, “there are many interested companies.”
In the 2024 elections, the TSE hired the U.S. firm CGTS Corps., a company specializing in systems audits, software development and electoral audits, but the audit results were placed under reserve.
“That is a debt, above all because of the accusations that the public made against the former collegiate body, one of the ways to clean up its image or at least to refute them would have been to present the audit corresponding to the past elections, but if you hide it, you put it under reserve.” Irving Sorto, director of the JVE, for the FMLN.
For his part, the JVE director for the National Coalition Party (PCN), Ciro Alexis Zepeda, confirmed that they were informed by the president of the TSE of the hiring of INDRA but responded that, as a Board, they have not yet been notified.
“The hiring was done at the end of this week (of INDRA), next week we already have the formal meeting with the TSE, we have been informed by the president in a private meeting. The audit is pending award.” Ciro Alexis Zepeda, director of the JVE for the PCN.
The JVE director for the Vamos party, Carlos Martínez, agreed that the JVE has not been officially notified of the hiring of the company to administer the voting system that Salvadorans abroad will use on February 28, 2027, in the presidential election and the election of lawmakers to the Legislative Assembly.
The award was made through direct contracting following a second call for bids launched on July 23, 2026. The contract, according to Comprasal, was signed on September 11, 2026, for $30,799,887.64, although the planned and certified amount totaled $32 million.
According to Comprasal, Inversiones Avilés, S.A.S. de C.V., EVoting, New Millennium S.A. de C.V., Juan Pablo Avelar Melgar and MQA E lSalvador, S.A. de C.V. also participated in the process.
The award amount exceeded by more than $4 million the amount disbursed by the electoral body to the same company for the 2024 elections, for which it paid $26,047,224.87 for the execution of electronic voting abroad in the remote internet-based and in-person electronic modalities.

JVE recibe información verbal de contratación de INDRA para voto electrónico en el exterior

Directores de la Junta de Vigilancia Electoral (JVE) declararon que han sido informados de manera verbal de la contratación de la empresa española INDRA Soluciones Tecnologías de la Información para la «logística, operatividad y tecnología para el desarrollo, implementación y ejecución» del voto en el extranjero en las elecciones presidenciales y legislativas de El Salvador de 2027, que se realiza de manera electrónica remota y presencial.
El sistema contratado será usado por los salvadoreños en el extranjero en la elección presidencial y de diputados de la Asamblea Legislativa el 28 de febrero de 2027.
La compra se adjudicó, mediante una contratación directa, el 13 de agosto de 2026 por $30.7 millones.
«Estamos esperando, en la parte institucional, ya nos comunicó el Tribunal Supremo Electoral que esa empresa fue la que ganó», dijo el director de la JVE por el Frente Farabundo Martí para la Liberación Nacional (FMLN), Irving Sorto.
Sin embargo, a Sorto no le preocupa la contratación de la empresa para voto electrónico, sino de la auditoría.
«Lo que me preocupa el tema de la empresa que va a llevar el voto en el exterior, lo que me preocupa es conocer, ver y verificar la parte auditora, que va auditar el voto en el exterior», consideró, proceso en el cual, comentó, «hay muchas empresas interesadas».
En las elecciones de 2024, el TSE contrató a la estadounidense CGTS Corps., empresa especializada en auditorías de sistemas, desarrollo de software y auditorías electorales, pero los resultados de la auditoría fueron puestos bajo reserva.
«Eso es una deuda más que todo por los señalamientos que la población le hizo al excolegiado, una de las maneras de cómo lavarse la cara o por lo menos desmentir hubiese sido presentar la auditoría correspondiente a las elecciones pasadas, pero si usted lo esconde lo pone en reserva». Por su parte, el director de la JVE por el Partido de Concertación Nacional (PCN), Ciro Alexis Zepeda, confirmó que fueron informados por la presidenta del TSE de la contratación de INDRA pero respondió que, como Junta, aún no han sido notificados.
«La contratación se hizo al final de esta semana (de INDRA), la próxima semana ya tenemos la reunión formal con el TSE, hemos sido informados por parte de la presidenta en una reunión en privado. La auditoría está pendiente de adjudicar». Ciro Alexis Zepeda, director de la JVE por el PCN.
El director de la JVE por el partido Vamos, Carlos Martínez, coincidió en que la JVE no ha sido notificada oficialmente de la contratación de la empresa para administrar el sistema de votación que usarán los salvadoreños en el extranjero el 28 de febrero de 2027 en la elección presidencial y de diputados de la Asamblea Legislativa.
La adjudicación se dio mediante contratación directa luego de una segunda convocatoria lanzada el 23 de julio de 2026. El contrato, según Comprasal fue firmado el 11 de septiembre de 2026 por $30,799,887.64, aunque el monto planificado y certificado ascendió a $32 millones.
Según. Comprasal también participaron en el proceso Inversiones Avilés, S.A.S. de C.V., EVoting, New Millennium S.A. de C.V., Juan Pablo Avelar Melgar y MQA E lSalvador, S.A. de C.V.
El monto de adjudicación superó en más de $4 millones al desembolsado por el órgano electoral a la misma empresa para las elecciones de 2024, para las cuales pagó $26,047,224.87 por la ejecución del voto electrónico en el extranjero en las modalidades remota por internet y electrónica presencial.
