Directors of the Electoral Oversight Board (JVE) expressed concern yesterday because the Ministry of Finance did not approve their budget supplement for 2027, which would have allowed them to increase the funds from $814,720 in 2026 to $1.6 million for next year.
For next year, the Ministry of Finance allocated to the Supreme Electoral Tribunal (TSE) the same budget as in 2026, that is, $12,397,722, which includes the funds for the operation of the JVE, an entity tasked with overseeing electoral processes.
The JVE, however, will seek to submit to the Ministry of Finance a supplement proposal totaling $1,621,604.11.
The JVE director for the National Coalition Party (PCN), Ciro Alexis Zepeda, stated that the Board will participate in verifying the electoral process through its 22 directors, principal and alternate. However, he stated that “unfortunately, in the case of the budget, the Ministry of Finance allowed the same ceiling.”
According to Zepeda, they have the option of requesting an extraordinary budget “so that in 2027 we can carry out our function as established by secondary law and the Electoral Code,” he affirmed.
Zepeda does not dare to speak about the effects on the JVE’s oversight function if they are not given the budget, and he prefers to be optimistic. “I believe that in the end, for the amount we are requesting, we are going to be given the backing, because the president is aware; we know there are savings on the part of the TSE,” he said.
“They tie us hand and foot”
For his part, the JVE director for the FMLN party, Irving Sorto, asserted that they had been tied “hand and foot” with regard to the ceiling established by the Ministry of Finance that limited the budget of the Electoral Oversight Board (JVE) for 2027.
Sorto explained that they have only 11 delegates who must oversee the issuance of the Unique Identity Document throughout the national territory.
“The Electoral Oversight Board’s budget is a mockery; that’s like you leaving eight dollars at home and wanting breakfast, lunch and dinner when a carton of eggs costs six. I understand the fiscal issue, but as for us, they are tying us hand and foot, and they are demanding that we comply with what the law mandates,” complained Sorto, who represents the Farabundo Martí National Liberation Front (FMLN).
The Electoral Oversight Board is the permanent body responsible for overseeing all stages of the electoral process and for monitoring the updating, purging and publication of the Electoral Register, as well as the issuance and delivery of identity documentation.

Directores de la Junta de Vigilancia Electoral (JVE) mostraron ayer su preocupación porque el Ministerio de Hacienda no les aprobó el refuerzo presupuestario para el año 2027 que les iba a permitir aumentar los fondos de $814,720 en 2026 a $1.6 millones para el próximo año.
El Ministerio de Hacienda asignó para el próxmo año, al Tribunal Supremo Electoral (TSE), el mismo presupuesto de 2026, es decir, $12,397,722, dentro del cual se incluyen los fondos para el funcionamiento de la JVE, una entidad encargada de fiscalizar los procesos electorales.
La JVE, sin embargo, buscará presentar un proyecto de refuerzo ante el Ministerio de Hacienda que suma $1,621,604.11.
El director de la JVE por el Partido de Concertación Nacional (PCN), Ciro Alexis Zepeda, manifestó que la Junta participará en la verificación del proceso electoral por medio de sus 22 directores, propietarios y suplentes. Sin embargo, manifestó que «lamentablemente en el caso del presupuesto el Ministerio de Hacienda permitió el mismo techo».
De acuerdo a Zepeda, tienen la opción de solicitar un presupuesto extraordinario «para que el 2027 podamos ejercer la función tal como establece la ley secundaria y el Código Electoral”, afirmó.
Zepeda no se atreve de hablar de los efectos en la función fiscalizadora de la JVE si no les dan el presupuesto y prefiere ser optimista. “Creo que al final la cantidad que estamos solicitando se nos va a dar el respaldo, porque la presidenta tiene la conciencia, sabemos que hay ahorro de parte del TSE”, indicó.
“Nos amarran de pies y manos”
Por su parte, el director de la JVE por el partido FMLN, Irving Sorto, aseguró que los amarraron de “pies y manos” en relación al techo establecido por el Ministerio de Hacienda que limitó el presupuesto de la Junta de Vigilancia Electoral (JVE) para el año 2027.
Sorto explicó que apenas tienen 11 delegados que deben fiscalizar la emisión del Documento Único de Identidad en todo el territorio nacional.
“El presupuesto de la Junta de Vigilancia Electoral es una burla, eso es como que usted deje ocho dólares en su casa y quiera desayuno, almuerzo y cena cuando el cartón de huevos cuesta seis. Yo entiendo el tema hacendario pero nosotros nos están amarrando de pies y manos, y nos están exigiendo que cumplamos lo que la ley mandata”, reclamó Sorto, quien representa al Frente Farabundo Martí para la Liberación Nacional (FMLN).
La Junta de Vigilancia Electoral es el organismo permanente encargado de fiscalizar todas las etapas del proceso electoral y de vigilar la actualización, depuración y publicación del Registro Electoral, así como la emisión y entrega de documentación de identidad.
