The Ministry of Agriculture and Livestock (MAG) announced that it will publish a table of wholesale and reference prices for basic food staples to prevent unjustified increases in food prices.

“It is intolerable that, in the midst of this emergency, some middlemen and merchants are trying to take advantage of Salvadoran families by raising prices without justification. For example, they get corn at $22 per hundredweight and sell it to the public for more than $35,” Vice Minister Óscar Domínguez posted on the social network X.

The official said that the relevant institutions will investigate possible abuses and asked consumers to report these practices to the Consumer Protection Agency and the Ministry of Finance.

Domínguez did not specify when the table will be published, which products it will include, or whether the prices will be mandatory or serve only as a reference for the market.

The announcement is part of a series of measures the MAG outlined to address the effects of the drought, associated with the El Niño phenomenon, on the agricultural sector, particularly in the eastern part of the country.

Food assistance

Domínguez also announced the delivery of food baskets to farming families who lost their crops and do not have supplemental irrigation systems. However, the announced measures have been questioned by representatives of the agricultural sector.

Luis Treminio, president of the Salvadoran Chamber of Small and Medium Agricultural Producers Association (CAMPO), said that delivering food baskets is not a sustainable solution, because the government would not have the capacity to keep providing them indefinitely.

“That’s not the solution. The response should focus on providing producers with tools so they can grow their own food,” he said.

Other measures

The MAG took preventive measures against the drought. Among them, it promoted early planting through the Production Increase Program and reported on the installation of supplemental irrigation systems in strategic areas.

In addition, the MAG reported yesterday that the National Center for Agricultural and Forestry Technology (CENTA) will supply the livestock sector with maintenance concentrate at $10 per 100-pound sack and will deliver sugarcane bagasse to feed cattle.

“We will facilitate access to stubble from the corn and green corn crops under the Production Increase Program, at low prices and without intermediaries, to feed cattle,” the vice minister said.

Despite these measures, representatives of the agricultural sector maintain that more support is still needed to cope with the lack of rain and guarantee production.

Carlos Arteaga, of the National Association of Rural Producers (ANPRES), pointed to farmers’ discontent over promises related to irrigation systems, seeds, and fertilizers that, he said, have not materialized.

Arteaga maintained that producers in El Paisnal had been expecting irrigation systems and did not receive the guidance they expected from technicians, either. He said that some producers were not even included in the census and that district advisers evaded requests for support.

According to the ANPRES representative, had the irrigation systems materialized, farmers would have been able to plant a second crop right after the first.

The organizations believe that, in addition to the announced assistance measures, tools are needed to allow producers to sustain their crops and reduce their exposure to future droughts.

Agricultores piden más medidas para enfrentar el fenómeno de El Niño

El Ministerio de Agricultura y Ganadería (MAG) anunció que publicará una tabla de precios al mayoreo y precios de referencia para productos de la canasta básica, y evitar así los incrementos injustificados en los precios de los alimentos.

“Es intolerable que, en medio de esta emergencia, algunos coyotes y comerciantes pretendan aprovecharse de las familias salvadoreñas aumentando injustificadamente los precios. Por ejemplo, obtienen el maíz a $22 por quintal y a la población se lo venden por encima de $35”, publicó el viceministro Óscar Domínguez, en la red social X.

El funcionario aseguró que las instituciones competentes investigarán posibles abusos y pidió a los consumidores denunciar estas prácticas ante la Defensoría del Consumidor y el Ministerio de Hacienda.

Domínguez no precisó cuándo se publicará la tabla, qué productos incluirá ni si los precios serán de carácter obligatorio o funcionarán únicamente como referencia para el mercado.

El anuncio forma parte de una serie de medidas que el MAG informó para atender los efectos de la sequía, asociadas al fenómeno de El Niño, en el sector agropecuario, particularmente en la zona oriental del país.

Asistencia alimentaria

Domínguez también anunció la entrega de canastas alimenticias a familias de agricultores que perdieron sus cosechas y que no cuentan con sistemas de riego auxiliar. Sin embargo, las medidas anunciadas son cuestionadas por representantes del sector agropecuario.

Luis Treminio, presidente de la Asociación Cámara Salvadoreña de Pequeños y Medianos Productores Agropecuarios (CAMPO), consideró que la entrega de canastas de alimentos no constituye una solución sostenible, debido a que el gobierno no tendría capacidad para mantenerlas de forma indefinida.

“La solución no es esa. La respuesta debería centrarse en brindar herramientas a los productores para que puedan generar sus propios alimentos”, expuso.

Otras medidas

El MAG tomó medidas preventivas ante la sequía. Entre ellas, promovió el adelanto de la siembra mediante el Programa de Aumento a la Producción e informó sobre la implementación de sistemas de riego auxiliar en zonas estratégicas.

Además, ayer, el MAG informó que el Centro Nacional de Tecnología Agropecuaria y Forestal (CENTA) atenderá al sector ganadero con concentrado de mantenimiento a $10 el saco de 100 libras y harán llegar bagazo de caña para la alimentación del ganado.

“Facilitaremos el acceso al rastrojo proveniente de los cultivos de maíz y elote del Programa de Aumento a la Producción, a precios bajos y sin intermediarios, para la alimentación del ganado”, dijo el viceministro.

Pese a estas medidas, representantes del sector agropecuario sostienen que todavía se requiere mayor apoyo para enfrentar la falta de lluvias y garantizar la producción.

Carlos Arteaga, de la Asociación Nacional de Productores Rurales (ANPRES), señaló el descontento de agricultores por promesas relacionadas con sistemas de riego, semillas y fertilizantes que, según afirmó, no se han concretado.

Arteaga sostuvo que los productores de El Paisnal esperaban sistemas de riego y que tampoco recibieron el acompañamiento esperado de los técnicos. Aseguró que algunos productores ni siquiera fueron censados y que asesores del distrito evadieron las solicitudes de apoyo.

Según el representante de ANPRES, de haberse concretado los sistemas de riego, los agricultores habrían tenido la posibilidad de realizar una segunda siembra de manera continua.

Las organizaciones consideran que, además de las medidas de asistencia anunciadas, se necesitan herramientas que permitan a los productores sostener sus cultivos y reducir su exposición a futuras sequías.
