VAMOS assembly members who back Claudia Ortiz held an Extraordinary National Assembly on Sunday, convened by the lawmaker and other national secretaries of the National Executive Council (CEN); at the assembly, members were elected and sworn in to fill vacancies on the party’s Permanent Electoral Commission (CEP) and its Honor and Discipline Tribunal.

On Tuesday night, seven national secretaries of the CEN, including Claudia Ortiz, met and called an Extraordinary National Assembly to address internal matters. Cesia Rivas, the party’s secretary general, pointed out that the session had been called by someone whose rights have been suspended—in this case, Claudia Ortiz, since the lawmaker has an open case before the Honor and Discipline Tribunal for allegedly violating the party’s statutes. Both Pacífico Chávez and Ortiz have open cases before the party’s Honor Tribunal.

According to Claudia Ortiz, the Extraordinary National Assembly, which met on Sunday at the VAMOS headquarters near Alameda Juan Pablo II, was called in keeping with the party’s own statutes, which require the CEN to call such an assembly at least five days in advance.

“On September 22, invoking Article 24, which provides that a meeting of the National Executive Council can be called at the written request of seven national secretaries, the Council held a valid session that day and adopted a series of resolutions aimed at remedying and healing the institutional crisis the VAMOS political party is going through, and in that regard, one of the steps was to call all assembly members to meet this Sunday,” Ortiz said.

Among the resolutions to be adopted on Sunday were those concerning the vacancies on the Permanent Electoral Commission (CEP) and the Honor and Discipline Tribunal: the CEP reportedly had only one member when it should have three, and the Tribunal had two when it should have five.

On Thursday, September 24, the party’s secretary general, Cesia Rivas, notified the Supreme Electoral Tribunal (TSE) of the composition of the CEP so that they could call internal elections to choose party authorities. Regarding the appointment and swearing-in of the CEP members, “the National Assembly did it pursuant to a call by the sitting National Executive Council,” Rivas said. However, it was not specified when the National Assembly met and decided on these appointments.

On the matter, Claudia Ortiz noted that people are saying publicly that “there are two CENs”; however, the lawmaker clarified that “there is only one National Executive Council,” and that what did happen were meetings held “without the necessary statutory requirements.”

That is because “that collegial body was formed by excluding members who have the right to be part of it. Specifically, two colleagues on the National Executive Council who have never submitted their resignations and have not received notice of a National Assembly resolution informing them that they have been replaced in their posts on grounds of inactivity, failure to pay party dues, or whatever, while two other people in quite similar situations were included in those meetings,” Ortiz charged.

The official’s position is that “anyone who has been elected by the membership as a party authority, regardless of their political position or whether or not they support the leadership, has the right to take part in these meetings. Therefore, the meetings that led to that National Assembly and that registration (with the TSE) we saw this week are not valid, because they were not carried out under the procedures the statutes establish.”

The lawmaker emphasized that the National Assembly that is claimed to have been held this week “was called overnight,” when the statutes establish that it must be called five days in advance.

“That’s why the National Executive Council, which was activated under Article 24 at the request of seven secretaries, met and issued the call on September 22, and today, five days later, we are holding this Extraordinary National Assembly,” the lawmaker stressed.

Regarding this entire internal process, which has been aired publicly and has worn down the party’s image, Claudia Ortiz believes that “what damages and divides the party are the actions being denounced: the arbitrary acts, the use of the statutes or their capricious interpretation, the exclusion of people who have the right to participate, the censorship, and the refusal to accept dissent or different opinions.”

Pacífico Chávez, a national secretary, a candidate on Claudia Ortiz’s slate, and also the subject of a complaint before the Honor Tribunal, said they are not seeking to have the sanction lifted through this Extraordinary General Assembly, but rather that it be done “respecting rights.”

“What we’re looking for is to democratize this party and give strength to the membership; they’re the ones who really give strength to all of us,” Chávez said.

According to information provided to Diario Co Latino, Sunday’s National Assembly swore in Sandra Barillas, Sandra López, Jacob Montano, and Víctor Chicas as members of the Permanent Electoral Commission, and Melvin Barrera, Sandra Cañada, and Carlos Ramírez as members of the Honor Tribunal.

CEN Term Extended for Six More Months

The VAMOS party announced on its social media accounts that it has been notified by the Supreme Electoral Tribunal that the term of the current National Executive Council has been extended by six months. As a result, the current authorities would remain in office until March 2027. The party also reported that the CEP had been registered. As Cesia Rivas reported last Thursday, Sandra López would serve as president, Fredy Blanco as secretary, and Fátima López as member-at-large.

Asambleístas de VAMOS juramentan a miembros de la CEP y THD

Asambleístas de VAMOS, que respaldan a Claudia Ortiz, desarrollaron este domingo, una Asamblea Nacional Extraordinaria convocada por la legisladora y otros secretarios nacionales del Consejo Ejecutivo Nacional (CEN); en esta, se eligieron y juramentaron las vacantes en la Comisión Electoral Permanente (CEP) y del Tribunal de Honor y Disciplina del instituto político.

El martes por la noche, 7 secretarios nacionales de la CEN, incluida Claudia Ortiz, sesionaron y convocaron a una Asamblea Nacional Extraordinaria para tratar temas internos. Cesia Rivas, secretaria general del partido, destacó que esa sesión fue convocada por una persona que tiene suspendidos los derechos; en este caso Claudia Ortiz, ya que la legisladora tiene un proceso abierto en el Tribunal de Honor y Disciplina por presuntamente transgredir los estatutos del partido. Tanto Pacífico Chávez como Ortiz tienen un expediente abierto en el Tribunal de Honor del partido.

La convocatoria a una Asamblea Nacional Extraordinaria que este domingo sesionó en la sede de VAMOS, ubicada cerca de la Juan Pablo II, se hizo, según Claudia Ortiz, siguiendo los mismos estatutos del partido, la cual, debe ser convocada por el CEN al menos 5 días antes.

“El 22 de septiembre, activando el artículo 24 que instruye que, por medio de la solicitud escrita de siete secretarios nacionales, se puede convocar a reunión del Consejo Ejecutivo Nacional, este, sesionó válidamente ese día, tomó una serie de acuerdos con la intención de remediar y sanar la crisis institucional que vive el partido político VAMOS, y en ese sentido uno de los pasos fue realizar la convocatoria a todos los miembros asambleístas para este domingo”, expresó Ortiz.

Entre los acuerdos que se tomarían este domingo están: las vacantes de la Comisión Electoral Permanente (CEP) y del Tribunal de Honor y Disciplina: en la CEP, habría solo un miembro cuando deben ser 3, y en el Tribunal 2 personas, cuando deben ser 5.

El jueves 24 de septiembre, la secretaria general del partido, Cesia Rivas, notificó al Tribunal Supremo Electoral (TSE) sobre la integración de la CEP para que ellos puedan convocar a elecciones internas para elegir a autoridades partidarias. Sobre el nombramiento y juramentación de los integrantes de la CEP “lo hizo la Asamblea Nacional conforme a convocatoria del Consejo Ejecutivo Nacional en funciones”, dijo Cesia. Sin embargo, no se especificó en qué momento la Asamblea Nacional sesionó y decidió estos nombramientos.

Sobre el tema, Claudia Ortiz señaló que en la opinión pública se dice que “hay dos CEN”; sin embargo, la legisladora aclaró que “hay un solo Consejo Ejecutivo Nacional”, lo que sí hubo fueron reuniones “sin los requisitos estatutarios necesarios”.

Ya que “la integración de ese órgano colegiado, se dio excluyendo a miembros con derecho de formar parte de él. Específicamente dos compañeros del Consejo Ejecutivo Nacional quienes nunca han presentado su renuncia y tampoco han recibido una notificación de resolución de Asamblea Nacional donde se les notifique que han sido sustituidos del cargo por argumentos de inactividad, falta de cuotas partidarias o lo que sea, cuando hay otras dos personas que fueron incluidas en dichas reuniones estando en situaciones bastante similares”, denunció Ortiz.

La posición de la funcionaria es que “cualquier persona que ha sido electa por la militancia como autoridad partidaria independientemente cuál es su posición política o su apoyo o no, a la dirigencia tiene derecho a participar en estas reuniones. Por lo tanto, las reuniones que dieron como desenlace a esa Asamblea Nacional y esa inscripción (al TSE) que vimos esta semana, no tienen validez porque no fueron realizadas bajo los procedimientos que los estatutos establecen”.

La legisladora enfatizó que la Asamblea Nacional que se argumenta se realizó esta semana “fue convocada de un día para otro”, cuando los estatutos establecen que su convocatoria tiene que realizarse cinco días antes”.

“Por eso, el Consejo Ejecutivo Nacional que bajo el artículo 24 se activó con la solicitud de siete secretarios sesionó y convocó el día 22 de septiembre y hoy cinco días después, estamos celebrando esta Asamblea Nacional Extraordinaria”, remarcó la legisladora.

Sobre todo este proceso interno que se ha ventilado públicamente y que ha gastado la imagen del partido político, Claudia Ortiz considera que “lo que daña y divide el partido son las acciones que son denunciadas: las arbitrariedades, el uso de los estatutos o la interpretación antojadiza, la exclusión de personas con derecho de participar, la censura y el hecho de no aceptar disidencia u opiniones diferentes».

Pacifico Chávez, secretario nacional, candidato a la planilla de Claudia Ortiz y también denunciado en el Tribunal de Honor, señaló que no buscan quitarse la sanción con esta Asamblea General Extraordinaria, sino que se haga, “respetando los derechos”.

“Lo que estamos buscando es democratizar este partido y darle la fuerza a la militancia, ellos son los que realmente nos dan la fuerza a todos”, puntualizó Chávez.

Según información proporcionada a Diario Co Latino, la Asamblea Nacional de este domingo juramentó a Sandra Barillas, Sandra López, Jacob Montano y Víctor Chicas como miembros de la Comisión Electoral Permanente y para el Tribunal de Honor: Melvin Barrera, Sandra Cañada y Carlos Ramírez.

Periodo del CEN por 6 meses más

El partido VAMOS informó en sus redes sociales que han sido notificados por el Tribunal Supremo Electoral de la prórroga por 6 meses de las funciones del actual Consejo Ejecutivo Nacional. Por lo que, las actuales autoridades estarían en posición de sus cargos hasta marzo de 2027. También, informaron que la CEP fue inscrita. Según informó Cesia Rivas el pasado jueves, como presidenta quedaría Sandra López; como secretario, Fredy Blanco y, como vocal, Fátima López.
