ARENA lawmaker Marcela Villatoro emphasized that the 2027 General State Budget must be presented “complete, funded, and without lies,” as the lawmaker recalled that previous budgets have been modified throughout the fiscal year to allocate resources to various institutions, many from external loans.

“Unfortunately, this has happened to us, and in this legislative term we were told that the budget was fully funded and that we weren’t going to have problems, that we weren’t going to use loan money for current spending, and the situation has been completely different,” Villatoro told the press.

The lawmaker maintained that in several plenary sessions, loans are approved and subsequently allocated to state institutions for current spending. “What we expect is a budget that’s complete, funded, a budget that doesn’t lie, and that’s clear about what’s happening in our country and the needs of the Salvadoran people,” the lawmaker said.

Villatoro noted that if they intend to use loans for current spending, the right thing would be to explain it within the budget itself, “but not to disguise some loans by saying they’re for some project that benefits Salvadorans when they’re actually used for something else.”

In 2027, the government must resume payment of the $2.3 billion in pension funds it has used. “The pension debt has to be in there — it should definitely be included in full. Hopefully, they’ll finally start paying Salvadorans back, because the ones being affected, at the end of the day, by these four years of not receiving the interest they should have been receiving on their pension debt, are families and working Salvadorans.”

Villatoro maintained that the agreements with the International Monetary Fund (IMF) on pensions and pension reform should have been completed this year. “But as we know, it’s a very thorny, complicated issue because it’s not going to make everyone happy. Some people will be completely satisfied, but there’s going to be another segment of the population that obviously won’t agree with the reform.”

The IMF initially requested pension reform by February of this year. However, the government did not present it and postponed the reform until 2027.

“This government thought passing pension reform was too high of an electoral risk, and that’s why it kept buying time little by little until they reached an agreement to do it next year, obviously so it wouldn’t affect the elections. What will this reform look like? That’s what nobody knows. For example, whether they’re going to increase the number of years before people can retire — we don’t know if they’re going to increase the currently required working time. We know absolutely nothing, because no real actuarial study has been presented either. Some rough outlines have been drawn up, but we don’t really know how things stand in our country. That’s why we hope the pension reform study will be something serious and something that’s truly beneficial for Salvadoran workers,” Villatoro said, clarifying that they will not support any pension reform that raises the retirement age.

The opposition lawmaker added that the economy needs attention, as it is the main problem affecting El Salvador and the world at large. “It would be good to prioritize savings a bit more in each government ministry.”

For that reason, they expect representatives from each government ministry to appear before the Finance and Special Budget Committee to explain their budgets and allow the necessary questions to be asked.

The General State Budget must be presented by the Ministry of Finance before September 30.

La diputada de ARENA, Marcela Villatoro, enfatizó que el Presupuesto General del Estado 2027 debe presentarse «completo, financiado y sin mentiras» ya que la legisladora recordó que los presupuestos anteriores han tenido modificaciones a lo largo del ejercicio fiscal para incorporar recursos a diferentes instituciones, muchos provenientes de préstamos externos.

«Lastimosamente nos ha pasado y en esta legislatura, se dijo, que el Presupuesto venía completamente financiado y que no íbamos a tener problemas, que no íbamos a ocupar dinero de préstamos para gasto corriente y la situación ha sido totalmente distinta», destacó Marcela Villatoro en declaraciones a la prensa.

La legisladora sostuvo que en varias sesiones plenarias se aprueban préstamos y posterior asignaciones a las instituciones del Estado para gasto corriente. «Lo que nosotros esperamos es que venga un presupuesto completo, financiado, un presupuesto que no sea mentiroso y que tenga claro las situaciones que están pasando en nuestro país y las necesidades de la población salvadoreña», destacó la legisladora.

Marcela Villatoro recordó que si se pretende ocupar los préstamos para gastos corrientes, lo correcto sería que expliquen dentro del mismo presupuesto “pero que no que disfracen algunos préstamos que dicen que son para algún proyecto de beneficio de los salvadoreños y que se ocupa para otra cosa.»

El Gobierno debe reanudar en 2027, el pago de los $2,300 millones del fondo de pensiones que se han ocupado.» Tiene que venir la deuda de pensiones, debería de venir completa definitivamente. Ojalá que ya empiece a retribuirse a los salvadoreños, porque los que están siendo afectados al final de cuentas, con estos cuatro años que no recibieron los intereses que debían de recibir por su deuda de pensiones, son las familias y los salvadoreños trabajadores».

Villatoro sostuvo que los acuerdos con el Fondo Monetario Internacional (FMI) que se dieran en el tema de las pensiones y la reforma de pensiones debía de haberse hecho este año. «Pero cómo sabemos que es un tema bien escabroso, complicado porque es un tema que no va a hacer feliz a todos. Algunos van a verse completamente beneficiados y contentos, pero va a haber otra cantidad de población que evidentemente no se va a sentir de acuerdo con la reforma».

El FMI en un inicio, pidió la reforma de pensiones para febrero de este año. Sin embargo, el Gobierno no la presentó y postergó esta reforma para el 2027.

«Este gobierno pensó que era un riesgo electoral demasiado alto el aprobar la reforma de pensiones y es por eso que estuvo poco a poco dándole tiempo hasta que llegaron a un acuerdo de hacerlo el otro año, obviamente para no afectar las elecciones. ¿Cómo va a ser esta reforma? Es lo que no se sabe. Por ejemplo, si van a aumentar los años para que las personas puedan jubilarse, no sabemos si va a aumentar el tiempo laboral que se exige en este momento. No sabemos absolutamente nada porque tampoco se ha presentado un verdadero estudio actuarial. Se han hecho unos bosquejos, pero no conocemos realmente cómo está esta situación en nuestro país. Por eso, esperamos que el estudio de la reforma de pensiones sea algo serio y que sea algo que realmente sea beneficioso para los trabajadores salvadoreños», destacó Villatoro, quien aclaró que no apoyarán ninguna reforma de pensiones que aumente la edad de retiro.

La legisladora de oposición añadió que al tema económico, se le debe prestar atención, ya que la economía es el principal problema que afecta a El Salvador y también al mundo en general. «Sería bueno que se priorice un poco más, el ahorro en cada una de las carteras del Estado».

Por ello, esperan que en la Comisión de Hacienda y Especial del Presupuesto asistan los representantes de cada cartera de Estado para explicar sus presupuestos y hacer las preguntas necesarias

El Presupuesto General del Estado debe presentarse antes del 30 de septiembre por el Ministerio de Hacienda.
