The International Monetary Fund (IMF) announced on September 3 that El Salvador must carry out a pension reform in 2027, which could include changes such as raising the retirement age, increasing the contribution rate, or increasing the number of years of contributions.

Regarding these changes coming next year, a LA PRENSA GRÁFICA team conducted a poll of people visiting the Historic Center.

The poll was conducted with approximately 30 people. Most said they were unaware of the issue, and those who were expressed their opposition to the changes that will have to be made.

“Raising the age would be like a fraud against yourself. I’m dissatisfied. Honestly, I wish my workplace would take me out of that system, because they used to deduct about $14 and now we’re already over $30. I’m dissatisfied, and now that they want to raise the age, what (government) are they playing at? To me, that proposal is really bad. If they raise the age, that means waiting longer, and I feel like most of us aren’t even going to make it to that age (65),” said the man, who is 49 and, under the current pension law, would be set to retire in 11 years.

He says he has been contributing since he was 18 and is upset with the AFP because when he requested his account statement, he had less than what he had saved over these 31 years. He says he had calculated $9,800, and of that amount, they told him he had $5,500. They gave him no reason for the reduction, so he no longer wants them to make deductions, but that’s not an option.

The man is 11 years away from retirement age, but says he would like to withdraw his money this year.

“I’d rather just take it all out (the money), because what’s the point of having it sitting there? What guarantee does life give me that I’ll get every last cent when they have nothing left? People aren’t even making it to the average life expectancy of 60 to 65 anymore. I’m dissatisfied with that proposal they’re thinking about, and I’m not in favor of them either,” the contributor asserted.

The IMF, which said it visited El Salvador in August, had already announced in previous years that among the “deficiencies of the pension system” was the retirement age. In particular, the retirement age “is well below the recommended 65 years, especially for women,” it emphasized in 2021.

Another woman who also preferred to remain anonymous said she is eight years away from retirement. She is not very worried about them raising the age, since she says it does not affect her because she is a healthy woman and can keep working. However, she says she thinks about people who are sick and waiting to retire, and with this age increase, they will have to wait longer, without being in any condition to work.

“This pension reform is going to affect us too much. Especially the working class, because there are people with terminal illnesses or illnesses that mean they just can’t keep working,” she said.

Regarding the possible increase in the contribution rate, she said it is a matter of “reaching an agreement” between the parties so that no one is negatively affected.

“They should sit down and talk, because the ones who lose are us workers and employers alike. I feel they shouldn’t increase the years or the contributions. May God help us so that fund is always there and doesn’t run out,” she noted.

Another employee who also preferred not to give her name said she is not fully up to speed on the issue but had heard about “the increase in the retirement age for men and women.”

“I don’t agree, because it’s more years. We’re going to have to keep working, and it’s not that we’re lazy, but I don’t see it as fair. And with the increase in contributions, well, if they improved services, fine, but the way things are, no. On the contrary, with the minimum wage we have and them deducting more, we’re going to be left with nothing,” she asserted.

El Fondo Monetario Internacional (FMI) anunció el 3 de septiembre pasado que El Salvador debe realizar una reforma de pensiones en 2027, que podría incluir cambios como ampliar la edad de retiro, la tasa de cotización o aumentar los años cotizados.

Sobre estos cambios que se avecinan el próximo año, un equipo de LA PRENSA GRÁFICA realizó un sondeo a personas que visitaron el Centro Histórico.

El sondeo se realizó a un aproximado de 30 personas. La mayoría dijo que no conocían del tema y los que sí, mostraron su rechazo a los cambios que deberán realizar.

“Aumentar la edad sería como un fraude para uno mismo. Estoy inconforme. Honestamente, yo quisiera que donde trabajo me sacaran de ese sistema porque antes me descontaban como $14 y ahora ya vamos sobre los $30. Estoy inconforme y ahora que están queriendo ampliar la edad, ¿a qué (gobierno) están jugando? Para mí esa propuesta es muy mala. Si aumentan la edad sería de esperar más tiempo, yo siento que la mayoría ya no vamos a llegar a esa edad (65 años)”, dijo este señor que tiene 49 años, y que con la ley actual de pensiones, le tocaría retirarse en 11 años.

Él dice que cotiza desde los 18 años y que está molesto con la AFP porque al solicitar su estado de cuenta, tiene menos de lo que ha ahorrado durante estos 31 años. Dice que él contabilizaba $9,800 y de esa cantidad le dijeron que tenía $5,500. No le dieron razón de la reducción de la cantidad, por ello, ya no quiere que le descuenten, pero no se puede.

A este señor le faltan 11 años para llegar a la edad de jubilación, sin embargo, dice que quisiera sacarlo este año.

“Quisiera sacarlo todo mejor (el dinero) porque para qué se va a tener eso guardado ahí. ¿Qué garantía me va a dar la vida de que voy a sacar hasta el último cinco cuando ya no tengan nada. Si a la edad de promedio de vida de 60 a 65 años ya no se está llegando. En esa propuesta que ellos piensan, estoy inconforme y tampoco estoy a favor de ellos”, aseveró el cotizante.

El FMI dijo que estuvo de visita en El Salvador en agosto, ya había anunciado en años anteriores que que entre las “deficiencias del sistema previsional” estaba la edad de retiro. En particular la edad de jubilación, “que está muy por debajo de los 65 años recomendados, especialmente para las mujeres”, enfatizó en 2021.

Otra señora que también prefirió el anonimato dijo que le faltan 8 años, no le preocupa mucho que aumenten la edad, hya que dice que no le afecta porque es una mujer sana y puede seguir trabajando, Sin embargo, dice que piensa en las personas que están enfermeras y están esperando jubilarse y con este aumento de edad, deberán esperar más, sin contar con las condiciones de trabajar.

“Esta reforma de pensiones nos va a afectar demasiado. Más que todo al sector obrero porque hay personas que tienen enfermedades terminales o enfermedades que ya no les da para seguir trabajando”, indicó.

Sobre el posible aumento de la tasa de cotización, ella dijo que es de “llegar a un acuerdo”, entre las partes para que no haya afectaciones.

“Deberían de sentarse a dialogar porque los que perdemos somos los el sector trabajador igual que el empleador. Siento que no deberían aumentar los años ni las cotizaciones. Que Dios nos ayude para que siempre haya ese fondo y no se acabe”, señaló.

Otra empleada que también prefirió no decir su nombre, dijo que no está tan al tanto del tema pero que había escuchado sobre “el aumento de la edad de retiro en hombre y mujeres”.

“No estoy de acuerdo porque son más años. Vamos a tener que estar trabajando y no es que uno sea haragán, pero no lo veo justo. Y con el aumento de cotización, pues si mejoraran los servicios se acepta, pero así como estamos no. Al contrario, con el salario mínimo que tenemos y que nos van a descontar más, nos vamos a quedar sin nada”, aseveró.
