On Monday, the Finance Committee issued a favorable report to approve budget increases for eleven institutions, which will receive $97 million from debt to cover operating expenses.
The Finance Ministry told the committee that the increases are needed to meet “priority and unavoidable obligations” for the second half of the year at the institutions that will receive the funds.
No lawmaker asked why these obligations were not accounted for when the 2026 budget was approved or why they lacked budget coverage.
The institutions benefiting most from the increases will be the Agriculture Ministry, with $37 million for the operation of agricultural markets, and the Security Ministry, with $30 million for the rehabilitation of inmates.
The Finance Ministry did not explain what rehabilitation activities will be financed with the funds for Security, nor was there any analysis of the funds received by Agriculture for agricultural markets or whether they have been used efficiently.
There will also be allocations to supplement the Tourism Ministry and the Attorney General’s Office, as well as autonomous agencies such as the National Registry of Natural Persons (RNPN), the Directorate of Integration, the National Solid Waste Authority (ANDRES), and CORSATUR.
In the case of Integration and ANDRES, there was no analysis of either institution’s financing, since both have their own revenue: special contributions in the case of the Directorate, and municipal transfers in the case of ANDRES.
The report was approved without any questions from lawmakers to the Finance Ministry representatives, and no official from any receiving institution was present to justify the need for funds.
The $97 million comes from outstanding balances of securities issuances approved in November 2025 and April 2026. This mechanism allows the government to access funds with more flexibility than with loans.
The approved decree confirms that the funds obtained for the increases are debt, since they will be recorded as such in the budget, and clarifies that the securities were placed on the domestic market, but without indicating the repayment term or the interest.

La Comisión de Hacienda emitió, este lunes, un dictamen favorable para avalar refuerzos presupuestarios en once instituciones, que recibirán $97 millones provenientes deuda para solventar gasto corriente.
El Ministerio de Hacienda dijo a la comisión que los refuerzos se necesitan para cumplir “obligaciones prioritarias e ineludibles” del segundo semestre del año en las instituciones que recibirán los fondos.
Ningún diputado preguntó por qué estas obligaciones no fueron contempladas cuando se aprobó el presupuesto 2026 o a qué se debe que estas no tuvieran cobertura presupuestaria.
Las instituciones más favorecidas con refuerzos serán el Ministerio de Agricultura, con $37 millones, para funcionamiento de agromercados; y el de Seguridad, con $30 millones, para rehabilitación de privados de libertad.
Hacienda no explicó qué actividades de rehabilitación se financiarán con los fondos a Seguridad, y tampoco hubo análisis sobre los fondos recibidos por Agricultura para agromercados y si estos se han usado de forma eficiente.
Luego, también habrá asignaciones para reforzar el Ministerio de Turismo y la Fiscalía, y autónomas como el Registro Nacional para las Personas Naturales (RNPN), Dirección de Integración, Autoridad Nacional de Residuos Sólidos (ANDRES), CORSATUR.
En el caso de Integración y ANDRES, no hubo análisis respecto al financiamiento de ambas instituciones, puesto que ambas tienen ingresos propios producto de contribuciones especiales, en el caso de la Dirección, y de transferencias de alcaldías, en el caso de ANDRES.
El dictamen fue aprobado sin ninguna pregunta de los diputados hacia los representantes de Hacienda, y ningún funcionario de ninguna institución receptora se hizo presente para justificar la necesidad de fondos.
Los $97 millones provienen de saldps pendientes de emisiones de títulos valores aprobadas en noviembre de 2025 y abril de 2026. Este mecanismo le permite al gobierno acceder a fondos con más flexibilidad que en el caso de los préstamos.
El decreto aprobado confirma que los fondos obtenidos para los refuerzos son endeudamiento, puesto que se registrarán como tal en el presupuesto, y aclara que los títulos valores fueron colocados en el mercado nacional, pero sin indicar cuánto es el plazo para pagarlos ni los intereses.
