Informal vendors working along Calle Arce in downtown San Salvador say they don’t know when the intervention announced by San Salvador Centro City Hall will begin and that, as of last Wednesday, they had not received any official eviction notice.

“Nobody’s told us anything so far” was one of the most common responses among vendors consulted in the area (more than 10 at different locations), after City Hall confirmed that Calle Arce will be one of the next intervention points in the public space recovery process.

City Hall has said the intervention will be gradual and that before removing vendors it aims to have relocation alternatives in place.

“They haven’t even given us a piece of paper”

Among the vendors there is uncertainty, but also caution about a possible eviction.

One of the vendors explained that she has heard the first structures to be removed may be those in the lower part of the area, near the food stalls, but clarified that there has been no official communication.

“They’re only going to take out the food stalls, the ones down there — that’s what I’ve heard, that they’ll start with some of the shacks. Once the papers come, people leave, but they haven’t told us anything,” she said.

The vendor added that she hopes if they ultimately have to leave, the intervention will come after the peak sales season.

“If they let us stay through December, we’ll make the most of it. There are still four months to go — we’ll see what God has to say,” she said.

Another vendor said she has heard rumors about possible evictions in the area near Súper 7, but insisted she hasn’t received any concrete information either.

“They haven’t said anything about an eviction here. That’s why we’re calm too, because they haven’t told us anything,” she said.

Vendors question relocation options

The announcement that City Hall will offer alternatives for vendors is also raising doubts among some of them.

One vendor said that in previous interventions, vendors were removed from other streets and, according to her account, did not receive a municipal stall.

“Look, they keep saying they’ll give us a spot, but it’s a lie. They removed people from Seventh, Fourth, and didn’t give them anything,” she said, referring to the Central Market area.

The vendor maintained that some vendors in the Calle Arce and Ninth Avenue area don’t necessarily meet, according to her, the requirements to access the spaces being offered.

City Hall, however, has said it has 32 municipal markets as part of the options for vendors who will be removed from public spaces. The head of the Public Space Technical Unit, Irvin Rodríguez, said they are working on alternatives for Calle Arce vendors before carrying out the intervention.

“As long as the authorities don’t remove me, I’ll be right here”

Another vendor consulted preferred not to speculate on whether there will be an eviction and said it’s up to City Hall to officially inform them of any intervention.

“That’s not for us to say — that’s for the people at City Hall, because when that happens they bring an order,” he said.

As he explained, the vendors are waiting for a formal notification before making a decision. “If I had one, I’d tell you: ‘Yes, look, here it is, we have 72 hours to vacate.’ But no,” he added.

The vendor said that as long as there is no order, he will continue working at the site.

“As long as the authorities don’t remove me, I’ll be right here. And if they tell me to go, I’ll go right then too, because you have to be aware that we’re working on the street,” he said.

He also acknowledged that the vendors occupy a public space and thanked the authorities for allowing them to continue working until now.

One vendor has been in the area for 27 years

For some vendors, the concern is not only about losing their workspace but also about the possibility that the intervention could come before the peak sales season.

Ana María, who says she has been selling in the area for 27 years, said sales are currently going well and she hopes City Hall will allow them to work through the coming months and the Christmas season.

“We hope they’ll at least let us stay through the Christmas season, because that’s when we sell the most,” she said.

At her stall, she mainly sells clothing — pants and shirts. Prices, she explained, range from $12 to $20, though she also has lower-priced items.

“Come find something new to wear — even people from Guatemala come here,” she said of the flow of shoppers.

Calle Arce is the remaining “1%”

The vendors’ uncertainty comes as San Salvador Centro City Hall prepares what it has described as one of the last interventions in the process of recovering the Historic Center.

On August 27, Irvin Rodríguez explained that the remaining 1% of the reorganization process corresponded specifically to Calle Arce and its adjacent avenues, including Fifth, Seventh, Ninth, and 13th.

Later, after completing the eighth phase of intervention around the Central Market, City Hall confirmed that Calle Arce will be the next area targeted and that relocation options for vendors are currently being evaluated.

Rodríguez said Wednesday that City Hall will continue working directly with the vendors and that the removal will take place once options are in place for them.

Meanwhile, on Calle Arce, vendors say they have not received any documents, dates, or a concrete eviction order.

“We haven’t heard anything,” “they haven’t informed us,” and “they haven’t told us anything” were some of the responses repeated among the vendors consulted.

For now, the vendors continue tending their stalls, waiting for City Hall to officially inform them what the next step in the reorganization will be.

Vendedores de calle Arce desconocen cuándo serán desalojados por la Alcaldía

Los vendedores informales que trabajan sobre la calle Arce, en el centro de San Salvador, aseguran que desconocen cuándo comenzará la intervención anunciada por la Alcaldía de San Salvador Centro y afirman que, hasta este miércoles pasado, no habían recibido ninguna notificación oficial de desalojo.

“Hasta ahorita no nos han dicho nada”, fue una de las respuestas más repetidas entre los comerciantes consultados en la zona (más de 10 en distintos puntos), luego de que la municipalidad confirmara que la calle Arce será uno de los próximos puntos de intervención dentro del proceso de recuperación de espacios públicos.

La Alcaldía ha señalado que la intervención será progresiva y que antes de retirar a los comerciantes busca contar con alternativas de reubicación.

“No nos han dado ni un papel”

Entre los vendedores existe incertidumbre, pero también cautela ante un eventual desalojo.

Una de las comerciantes explicó que ha escuchado que las primeras estructuras que podrían ser retiradas son las ubicadas en la parte baja de la zona, cerca de los comedores, pero aclaró que no existe una comunicación oficial.

“Solo los comedores van a quitar, los que están allá abajo, por ahí he escuchado que van a comenzar, unas champas. Media vez llegan los papeles, ya se van, pero no nos han dicho nada”, relató.

La comerciante agregó que espera que, si finalmente deben abandonar el lugar, la intervención se produzca después de la temporada de mayor movimiento comercial.

“Si nos dejan la temporada de diciembre vamos a aprovechar, todavía faltan cuatro meses, a ver qué dice Dios”, comentó.

Otra vendedora señaló que ha escuchado versiones sobre posibles desalojos en el sector cercano al Súper 7, pero insistió en que tampoco ha recibido información concreta.

“Aquí no han dicho nada de desalojo. Por eso es que nosotros estamos tranquilas también, porque no nos han dicho nada”, afirmó.

Vendedores cuestionan las opciones de reubicación

El anuncio de que la municipalidad ofrecerá alternativas para los comerciantes también genera dudas entre algunos vendedores.

Una de las comerciantes aseguró que en anteriores intervenciones hubo vendedores que fueron retirados de otras calles y, según su versión, no recibieron un puesto municipal.

“Mire, ellos vienen diciendo que nos van a dar un lugar, pero es mentira. Quitaron gente de la séptima, la cuarta, y no les dieron nada”, afirmó al referirse al caso de la zona del Mercado Central.

La comerciante sostuvo que algunos vendedores de la zona de la calle Arce y la novena avenida no necesariamente cumplen, según ella, con las condiciones para acceder a esos espacios que se ofrecen.

La Alcaldía, sin embargo, ha informado que cuenta con 32 mercados municipales como parte de las opciones para los comerciantes que serán retirados de los espacios públicos. El jefe de la Unidad Técnica del Espacio Público, Irvin Rodríguez, señaló que se está trabajando en alternativas para los vendedores de la calle Arce antes de ejecutar la intervención.

“Mientras las autoridades no me quiten, aquí voy a estar”

Otro vendedor consultado prefirió no adelantar si habrá o no desalojo y consideró que corresponde a la municipalidad informar oficialmente sobre cualquier intervención.

“Eso no lo debemos decir nosotros, sino los señores de la alcaldía, porque cuando eso se da traen una orden”, manifestó.

explicó, los comerciantes esperan una notificación formal antes de tomar una decisión.“Si yo la tuviera le diría: ‘sí, mire, aquí está, tenemos 72 horas para desalojar’, pero no”, agregó.

El vendedor aseguró que, mientras no exista una orden, continuará trabajando en el lugar.

“Mientras las autoridades no me quiten, aquí voy a estar. Y si me dicen ándate, en ese momento también me voy, porque hay que estar conscientes que estamos trabajando en la calle”, expresó.

También reconoció que los comerciantes ocupan un espacio público y agradeció a las autoridades por haberles permitido continuar trabajando hasta ahora.

Una vendedora lleva 27 años en la zona

Para algunos comerciantes, la preocupación no solo está relacionada con perder el espacio de trabajo, sino con la posibilidad de que la intervención ocurra antes de la época de mayor venta.

Ana María, quien asegura tener 27 años de vender en la zona, afirmó que actualmente las ventas marchan bien y espera que la municipalidad les permita trabajar durante los meses siguientes y en época navideña.

“Esperamos que nos dejen la temporada navideña al menos, porque es el tiempo que más vendemos”, dijo.

En su puesto comercializa principalmente ropa, entre pantalones y camisas. Los precios, explicó, van desde los $12 hasta los $20, aunque también cuenta con prendas de menor valor.

“Que vengan a buscar su estreno, hasta gente de Guatemala viene”, comentó sobre la afluencia de compradores.

La calle Arce es el “1 %” pendiente

La incertidumbre de los comerciantes ocurre mientras la Alcaldía de San Salvador Centro prepara la que ha señalado como una de las últimas intervenciones del proceso de recuperación del Centro Histórico.

El pasado 27 de agosto, Irvin Rodríguez explicó que el 1 % pendiente del proceso de reordenamiento correspondía particularmente a la calle Arce y sus avenidas colindantes, entre ellas la quinta, séptima, novena y 13.

Posteriormente, tras concluir la octava fase de intervención en los alrededores del Mercado Central, la municipalidad confirmó que la calle Arce será la siguiente zona a intervenir y que actualmente se evalúan opciones de reubicación para los comerciantes.

Rodríguez dijo este miércoles que la comuna continuará trabajando directamente con los vendedores y que el retiro se realizará cuando existan opciones para los comerciantes.

Mientras tanto, en la calle Arce los vendedores aseguran que no han recibido documentos, fechas ni una orden concreta de desalojo.

“No hemos escuchado nada”, “no nos han informado” y “no nos han dicho nada” fueron algunas de las respuestas que se repitieron entre los comerciantes consultados.

Por ahora, los vendedores continúan atendiendo sus puestos a la espera de que la municipalidad les comunique oficialmente cuál será el siguiente paso del reordenamiento.
