Civil Protection Director General Luis Alonso Amaya warned Tuesday that the agricultural sector’s main concern amid the scarcity of rainfall lies in the viability of the year’s second harvest, known in the countryside as the postrera or tunalmil harvest.

According to the official, if the water deficit linked to the El Niño phenomenon persists in the coming months, this basic grain production will hardly be achieved.

During the AM interview on state-run Channel 10, Amaya explained that the nationwide red alert, declared on August 25 due to the meteorological and agricultural drought, seeks to “get ahead of the phenomenon’s effects” before food availability reaches critical levels.

Amaya detailed that the first planting of the production cycle achieved favorable yields because farmers heeded technical warnings to sow and harvest early, taking advantage of the first rains. However, he stressed that the outlook for the end of the year depends directly on the volume of rainfall recorded between September and October.

“Those people who are already harvesting now are the ones who planted with the first rains. The concern now is that if the water deficit continues, the second harvest will hardly come through; that’s the central issue,” said the head of the agency.

The official underscored that in the country’s rural areas, subsistence crops — mainly corn, beans, and sorghum — serve a dual socioeconomic function: guaranteeing food reserves for households during the following year and generating surpluses for local trade.

No immediate shortage

Despite the adverse scenario in climate projections, the head of Civil Protection ruled out the country facing a shortage or famine in the short term. He affirmed that the red alert declaration follows a preventive response protocol to safeguard food security and provide technical follow-up to producers through assistance and inputs.

“We are not facing an extremely critical situation, but we never wait to reach the precise moment when the situation is upon us; we are always looking for a way to get ahead of it.” Luis Amaya, Civil Protection director.

The official report states that the country has carried an accumulated rainfall deficit since May, June, and July — months when the precipitation needed to recharge aquifers and sustain the vegetative development of plants typically sets in. Last week, Civil Protection Deputy Director Fermín Pérez indicated that the rainfall deficit already stands at 35 percent.

The variables under ongoing monitoring as part of the emergency include:

  • River flow and water source monitoring: Inspection of major rivers such as the Lempa, Paz, and Jiboa, as well as the usable volume of hydroelectric reservoirs and the operating capacity of irrigation districts such as Atiocoyo and Zapotitán.
  • Dry Corridor zones: Focus on municipalities historically vulnerable to water deficits, including Guatajiagua, Yamabal, and Chinameca in the eastern region.
  • Rainfall distribution: Technical monitoring because recent rains have concentrated suddenly in the San Salvador Metropolitan Area and the mountain range, without reaching the interior agricultural valleys evenly.

As a complementary measure in response to the forecast for scarce rainfall, Civil Protection reiterated its call to implement traditional techniques for harvesting and storing water in reservoirs to mitigate the impact on farmland.

El director general de Protección Civil, Luis Alonso Amaya, advirtió este martes que la principal preocupación del sector agrícola ante la escasez de precipitaciones radica en la viabilidad de la segunda cosecha del año, conocida en el campo como cosecha postrera o tunalmil .

De acuerdo con el funcionario, si el déficit hídrico asociado al fenómeno de El Niño persiste durante los próximos meses, difícilmente se obtendrá esta producción de granos básicos.

Durante la entrevista AM, del estatal canal 10, Amaya explicó que la alerta roja a nivel nacional, declarada el pasado 25 de agosto debido a la sequía meteorológica y agrícola, busca «anticiparse a los efectos del fenómeno» antes de que se alcancen niveles críticos en la disponibilidad de alimentos.

Amaya detalló que la primera siembra del ciclo productivo logró rendimientos favorables debido a que los agricultores atendieron advertencias técnicas para sembrar y recolectar con anticipación aprovechando las primeras lluvias. No obstante, recalcó que el panorama para el cierre de año depende directamente del volumen de precipitaciones que se registre entre septiembre y octubre.

«Esas personas que ahora ya están colectando son las que sembraron con las primeras lluvias. La preocupación ahora radica en que si se mantiene el déficit hídrico difícilmente va a salir la segunda cosecha; ese es el tema central», señaló el titular de la institución.

El funcionario subrayó que en las zonas rurales del país los cultivos de subsistencia, principalmente maíz, frijol y sorgo, cumplen una doble función socioeconómica: garantizar la reserva de alimentos para los hogares durante el año siguiente y generar excedentes para el intercambio comercial local.

Sin desabastecimiento inmediato

Pese al escenario adverso en las proyecciones climáticas, el titular de Protección Civil descartó que el país enfrente un desabastecimiento o una situación de hambruna en el corto plazo. Aseguró que la declaratoria de alerta roja responde a un protocolo de respuesta preventiva para salvaguardar la seguridad alimentaria y dar seguimiento técnico a los productores mediante asistencia e insumos.

«No estamos ante una situación extremadamente crítica, pero nunca esperamos llegar al preciso momento en el que la situación está sobre nosotros; siempre estamos buscando la forma de anticiparnos». Luis Amaya, director de Protección Civil.

El balance oficial consigna que el país arrastra un déficit acumulado de lluvia desde mayo, junio y julio, meses en los que habitualmente se asientan las precipitaciones necesarias para recargar los mantos y sostener el desarrollo vegetativo de las plantas. La semana pasada, el subdirector de Protección Civil, Fermín Pérez, indicó que ya se cuenta en un 35 % de déficit de lluvia.

Entre las variables bajo vigilancia permanente en el marco de la emergencia se encuentran:

  • Monitoreo de caudales y fuentes hídricas: Inspección de ríos principales como el Lempa, Paz y Giboa, así como el volumen útil de los embalses hidroeléctricos y la capacidad de operación de distritos de riego como Atiocoyo y Zapotitán.
  • Zonas del Corredor Seco: Énfasis en municipios históricamente vulnerables al déficit de agua, entre ellos Guatajiagua, Yamaval y Chinameca en la zona oriental.
  • Distribución de las lluvias: Vigilancia técnica debido a que las precipitaciones recientes se han concentrado de forma repentina en el Área Metropolitana de San Salvador y la cordillera montañosa, sin llegar de manera uniforme a los valles agrícolas del interior.

Como medida complementaria frente al pronóstico de escasas lluvias, Protección Civil reiteró el llamado a implementar técnicas tradicionales de cosecha y almacenamiento de agua en reservorios para mitigar el impacto en las parcelas
