The three candidates for magistrate of the Court of Accounts of the Republic (CCR) interviewed on Tuesday showed varying degrees of sympathy for the policies of Nayib Bukele’s current government during the interview process before the Legislative Assembly’s Political Commission.

José Luis Montalván Martínez, who serves as a government auditor, began his interview with a quote from President Nayib Bukele about the relationship between youth, experience, and ideas. “Neither youth guarantees innovation nor experience guarantees wisdom; true change arises when experience retains the capacity to learn, question, and build new ideas,” he read. The candidate said the quote was delivered in 2014.

Another candidate interviewed on Tuesday, Carlos Orlando Lozano Hernández, currently a public defender at the Attorney General’s Office, said he cannot remain on the sidelines of the “effort being made by the government of the Republic of our country and each of the officials in public administration, whether the Legislative Assembly or the Supreme Court of Justice.”

Similarly, Salvador Alexander Segovia Robles, also an auditor at the institution, noted that “El Salvador is experiencing a historic moment” with “important changes,” after the country demonstrated “that difficult problems can indeed be solved.”

Other candidates, including sitting magistrates, also pointed to positive changes in the current government, some focused on the use of artificial intelligence.

“The State has modernized by leaps and bounds; the Court cannot keep running on the same engine,” said first magistrate Julio Bendek during the first day of interviews.

That day, government auditor Karla Gabriela Siliézar Liévano also said she was “very enthusiastic about the positive changes our country is experiencing.” “The Salvadoran government has been implementing a series of actions that revolve around technology based on artificial intelligence,” she said.

Others, like Carlos Aníbal Cruz Flores, a judge of accounts in the Second Chamber of First Instance, focused their praise on the Court of Accounts: “The Court of Accounts is not the same as it was in 2023; there have been significant advances, and that is evident.”

On the second day of interviews, José Arnoldo Gaitán Castro, a former judge of accounts, said he would not fail President Nayib Bukele and urged others to protect him. “I am not going to fail my country or my president.”

“We have an attorney general who, if you give him the tools, I assure you the president (Nayib Bukele) will come out with his head held high. Otherwise, we’re all going to be the ones to blame if we keep covering up things we shouldn’t be covering up,” the candidate said.

Gaitán Castro recalled a phrase Bukele told his officials at the Presidential House. “I remember well the words of the president, whom we all love and need to protect, and he said it publicly and he said it to his ministers right there at the Presidential House — he recalled President José Napoleón Duarte. President Bukele said, ‘I don’t want to be remembered as a thieving president,’ and that’s why he asked the attorney general to investigate all his officials,” the candidate said.

The interview sessions for CCR magistrate candidates concluded Tuesday with a vote by the Political Commission to advance the favorable report to Wednesday’s plenary session. It was not yet known which three names the caucuses would put forward at the plenary on Wednesday.

Algunos candidatos a la CCR mostraron simpatía con Bukele o elogiaron cambios en el gobierno actual

Los tres candidatos a magistrados de la Corte de Cuentas de la República entrevistados el martes mostraron su simpatía en diferentes grados con las políticas del actual gobierno de Nayib Bukele, durante el proceso de entrevistas ante la Comisión Política de la Asamblea Legislativa.

José Luis Montalván Martínez, quien se desempeña como auditor gubernamental, empezó su entrevista con una frase del presidente Nayib Bukele sobre la relación entre juventud, experiencia e ideas. “Ni la juventud garantiza innovación ni la experiencia garantiza sabiduría, el verdadero cambio surge cuando la experiencia conserva la capacidad de aprender, cuestionar y construir nuevas ideas”, leyó. El aspirante aseguró que esa frase fue pronunciada en 2014.

Otro de los candidatos entrevistados el martes, Carlos Orlando Lozano Hernández, actual defensor en la Procuraduría General de la República, aseguró que él no puede estancarse del «esfuerzo que está haciendo el gobierno de la República de nuestro país y cada uno de los funcionarios de la administración pública, ya sea Asamblea Legislativa, Corte Suprema de Justicia».

De la misma manera, Salvador Alexander Segovia Robles, también auditor de la institución, señaló que «El Salvador está viviendo un momento histórico» con «cambios importantes», luego de que el país demostrara «que los problemas difíciles sí se pueden resolver».

Otros candidatos, incluidos magistrados actuales, también señalaron cambios positivos en el actual gobierno, algunos enfocados en el uso de Inteligencia Artificial.

«El Estado se ha modernizado a pasos agigantados, la Corte no puede estar con el mismo motor», dijo el primer magistrado, Julio Bendek, durante la primer jornada de entrevistas.

Ese día, también Karla Gabriela Siliézar Liévano, auditora gubernamental, aseguró que está «muy entusiasmada con los cambios positivos que vive nuestro país. «El gobierno salvadoreño ha venido implementando una serie de acciones que giran alrededor de la tecnología basada en la Inteligencia Artificial», indicó.

Otros, como el juez de cuentas de la Cámara Segunda de Primera Instancia Carlos Aníbal Cruz Flores, enfocó los elogios en la Corte de Cuentas: «La Corte de Cuentas no es la misma del año 2023, ha habido avances significativos y eso es evidente».

En la segunda jornada de entrevistas, José Arnoldo Gaitán Castro, quien fue juez de cuentas, aseguró que no le fallará al presidente Nayib Bukele y exhortó a protegerlo. «Yo no le voy a fallar a mi país ni a mi presidente».

«Tenemos un fiscal que al darle la herramienta, yo les aseguro que el señor presidente (Nayib Bukele) va a salir con la cabeza en alto, si no, todos nosotros vamos a ser los culpables, si seguimos tapando cosas que no tenemos que tapar», aseguró el candidato.

Gaitán Castro recordó una frase que Bukele les dijo a sus funcionarios en Casa Presidencial. «Bien me acuerdo las palabras del presidente al cual todos queremos y tenemos que cuidarlo, y lo dijo públicamente y lo dijo a sus ministros ahí en Casa Presidencial, se recordó del presidente José Napoleón Duarte. El presidente Bukele dijo ‘yo no quiero que me vayan a recordar como un presidente ladrón’ y para eso le pidió al fiscal que investigara a todos sus funcionarios», expresó el candidato.

Las jornadas de entrevistas a los candidatos a magistrados de la CCR concluyeron el martes con la votación de la Comisión Política para llevar el dictamen favorable a la sesión plenaria de este miércoles. Se desconocen cuáles son los tres nombres que propondrían las fracciones este miércoles en el pleno.
