The Legislative Assembly’s Security Committee issued two favorable rulings this Monday to approve the annual reports for the June 2025 to May 2026 period from the Ministries of Security and Defense, but without subjecting the information they contained to any scrutiny or evaluation.

As a result, the committee’s lawmakers (all from the Nuevas Ideas party) overlooked the fact that the number of gang member arrests recorded in the Ministry of Security’s annual report clashes with the arrest records presented in the state of exception extension decrees for the period in question.

According to the annual report of the ministry headed by Gustavo Villatoro, 5,652 gang members were arrested between June 2025 and May 2026. The figure appears in the document’s executive summary and in summary table number 22, titled “Investigative Procedures in the Suppression of Crime.” Both sections detail the arrest of 5,652 gang members.

The figure was applauded and highlighted by the committee chair, lawmaker Caleb Navarro, who said it reflects that “violence prevention remains a priority focus within institutional management.”

The arrest figure, however, clashes with the records in the state of exception decrees. Each month, when the Assembly approves extensions of the state of exception, the government includes the overall number of arrests under the state of exception in the decrees’ whereas clauses. The difference from one month to the next thus makes it possible to determine how many arrests occurred during each 30-day period the state of exception is in effect.

As of May 2025, the number of alleged gang members arrested under the state of exception was 85,900, according to the decrees. One year later, in May 2026, the figure had risen to 92,300. The difference between the two figures is 6,400. Despite this, the ministry’s annual report put the number of arrests at 5,652, with no explanation for the discrepancy of 748 arrests.

Despite the discrepancy in the records, no lawmaker mentioned it, and the ministry’s annual report was approved unanimously, along with the Defense Ministry’s annual report.

Comisión avala informe de Seguridad sin contrastar cifra de pandilleros detenidos

La Comisión de Seguridad de la Asamblea Legislativa emitió, este lunes, dos dictámenes favorables para aprobar las memorias de labores del período comprendido entre junio de 2025 y mayo de 2026 de los ministerios de Seguridad y Defensa, pero sin someter a escrutinio ni evaluación la información contenida en las mismas.

Lo anterior llevó a que los diputados de la comisión (todos del partido Nuevas Ideas) omitieran que la cifra de capturas de pandilleros consignado en la memoria del Ministerio de Seguridad choca con el registro de capturas que presentan los decretos de prórroga del régimen de excepción del período en cuestión.

Según la memoria de labores del ministerio presidido por Gustavo Villatoro, entre junio de 2025 y mayo de 2026, se capturó a 5,652 pandilleros. El dato está consignado en el resumen ejecutivo del documento y en la tabla resumen número 22, denominada “Procedimientos de Investigación en la Represión de la Delincuencia”. En ambos apartados se detalla la captura de 5,652 pandilleros.

Dicha cifra fue aplaudida y destacada por el presidente de la comisión, el diputado Caleb Navarro, quien señaló que la misma refleja que “la prevención de la violencia se mantiene como eje prioritario dentro de la gestión institucional”.

La cifra de capturas, sin embargo, choca con los registros de los decretos del régimen de excepción. Cada mes, cuando la Asamblea aprueba las prórrogas del mismo, en los considerandos de los decretos, el Gobierno incluye la cantidad global de capturas del régimen. Así, la diferencia entre un mes y otro permite identificar los detenidos que han tenido lugar en los períodos de 30 días de vigencia del régimen.

Hasta mayo de 2025, la cantidad de supuestos pandilleros capturados en el régimen era de 85,900 según los decretos. Un año después, en mayo de 2026, la cifra había subido a 92,300. La diferencia entre ambas cifras es de 6,400. Pese a ello, la memoria de labores del ministerio cifró en 5,652 la cantidad de capturas, sin ninguna explicación de a qué se debe la diferencia de 748 capturas.

Pese a la diferencia en los registros, ningún diputado hizo mención de la misma, y el informe de labores del ministerio se aprobó por unanimidad, junto con la memoria de labores del Ministerio de Defensa.
