The United States State Department said it is aware of the embezzlement at the Santa Victoria Cooperative (COSAVI) and the fraud that U.S. citizens have fallen victim to in this case, according to a letter several of the affected members made public on August 21.

Christopher Bergaust, Principal Deputy Assistant Secretary in the State Department’s Bureau of Legislative Affairs, signed a letter addressed to Democratic Congressman James McGovern, who is working with a group of victims of the COSAVI fraud. In it, he also states that the U.S. government is in contact with Salvadoran authorities on the matter and that they are willing to collaborate as needed.

“We also take allegations of fraud against U.S. citizens very seriously. We are aware, through Salvadoran authorities, that the case is under investigation. The relevant U.S. authorities are willing to collaborate with Salvadoran authorities as appropriate,” Bergaust states in the letter to McGovern, dated July 31, 2026.

Juan José Ortiz, spokesperson for the members affected by the COSAVI embezzlement, said they welcome the fact that, for the first time, the State Department is acknowledging that there is communication with the Salvadoran government, but that they want the process resolved and a trust fund approved to guarantee everyone the return of their savings.

“The Salvadoran government tells the State Department they’re investigating, but the real question is what they’re investigating, because the Attorney General’s Office has asked for another year to investigate without reporting to those affected. How is it possible that they respond to the State Department but won’t see us every time we come to the Superintendency of the Financial System?” Ortiz said.

Members who have yet to receive the money they have deposited in the cooperative arrived on August 21 outside the Superintendency to ask its head, Evelyn Gracias, for a meeting to discuss the return of funds and COSAVI’s current status. However, they were not received.

“It’s good that the COSAVI case is now part of United States foreign policy and that it’s of interest to the State Department, as the letter shows. Now what we want is for the case to be resolved,” Ortiz added.

For now, the Superintendency of the Financial System (SSF) is returning money to members with up to $130,000 in savings or deposits. Those affected say these thresholds need to be raised and that there must be an accounting of the funds still in COSAVI and how they are being used.

Autoridades de EUA dispuestas a colaborar en desfalco de COSAVI, según Departamento de Estado

El Departamento de Estado de los Estados Unidos de América (EUA) afirmó que está al tanto del desfalco en la Cooperativa Santa Victoria (COSAVI) y del fraude del que han sido víctimas ciudadanos estadounidenses en este caso, según un escrito que han hecho público este 21 de agosto varios de los socios afectados.

Christopher Bergaust, subsecretario adjunto principal en la Oficina de Asuntos Legislativos del Departamento de Estado, firma una carta dirigida al congresista demócrata James McGovern, quien está colaborando con un grupo de víctimas del fraude en COSAVI. En ella afirma también que el gobierno de los Estados Unidos está en contacto con las autoridades salvadoreñas respecto al tema y que están diespuestos a colaborar en lo que sea necesario.

“Nosotros también tomamos muy en serio las denuncias de fraude contra ciudadanos estadounidenses. Tenemos conocimiento, a través de las autoridades salvadoreñas, de que el caso se encuentra bajo investigación. Las autoridades estadounidenses competentes están dispuestas a colaborar con las autoridades salvadoreñas según corresponda”, afirma Bergaust en la misiva diriga a MacGovern con fecha del 31 de julio de 2026.

Juan José Ortiz, vocero de los socios afectados por el desfalco en COSAVI, dijo que reciben con alegría que por primera vez el Departamento de Estado reconozca que hay una comunicación con el gobierno salvadoreño, pero que ellos desean que el proceso se resuelva y se apruebe un fideicomiso para garantizarles a todos la devolución de sus ahorros.

“El gobierno de El Salvador le responde al Departamento de Estado que están investigando, pero la pregunta de fondo es qué investigan, porque la Fiscalía ha pedido un año más para investigar, sin dar cuentas a los afectados. ¿Cómo es posible que al Departamento de Estado sí le responden, pero a nosotros nos nos atienden cada vez que venimos a la Superintendencia del Sistema Financiero?”, expuso Ortiz.

Socios que aún no reciben el dinero que tienen depositado en la cooperativa llegaron este 21 de agosto a las afueras de la Superintendencia, para pedirte a su titular, Evelyn Gracias, una reunión donde se hable de la devolución de los fondos y el estado actual de COSAVI. Sin embargo, no fueron recibidos.

“Es bueno que el caso COSAVI ya forme parte de la política exterior de los Estados Unidos y que sea de interés del Departamento de Estado, como muestra la carta. Ahora lo que queremos es que se resuelva el caso”, añadió Ortiz.

Por ahora la Superintendencia del Sistema Financiero (SSF) mantiene la devolución de dinero para los socios que tienen hasta $130 mil en ahorros o depósitos. Los afectados dicen que es necesario que esas capas aumenten y que se rindan cuentas de los fondos que aún están en COSAVI y su utilización.
