The economist and former president of the Central Reserve Bank (BCR), Carlos Acevedo, said this morning on the show La Tribu that the International Monetary Fund (IMF) has been lenient regarding compliance with the agreement with El Salvador.
The country signed an Extended Fund Facility agreement with the organization last year, which was initially supposed to be reviewed every three months, and later every six months. To date, there has only been one public review. In response to statements from IMF officials indicating that the agreement is progressing, Acevedo said the IMF is “like a benevolent grandpa with his grandson.”
“At this point, they should be working on the fourth review of the agreement, and we only have information on the first. We know nothing about the third or the second,” he said on the show.
For the economist, if the agreement were on the right track, progress from the reviews would be known. He also noted that there have been delays in the compliance schedule, such as with the submission of the Fiscal Responsibility Law, the actuarial study, and the submission of the pension reform, which was supposed to have been submitted in February.
Acevedo believes the government spoke with the IMF about this issue and asked for a pause, because it believes this will be “bitter medicine” that could have a very high political cost, since it could involve changes to the contribution rate and retirement age.

Acevedo: “El FMI es como un abuelito benévolo” con El Salvador

El economista y expresidente del Banco Central de Reserva (BCR), Carlos Acevedo dijo esta mañana en el programa La Tribu que el Fondo Monetario Internacional (FMI) ha sido condescendiente con el cumplimiento del acuerdo con El Salvador.
El país firmó un acuerdo de Servicio Ampliado con el organismo el año pasado, éste tenía que revisarse cada tres meses en un inicio y cada seis meses, después y a la fecha sólo ha existido una revisión pública del mismo. Y ante las declaraciones de funcionarios del FMI señalando que el acuerdo avanza, Acevedo dijo que el FMI es “ como un abuelito benévolo con el nieto”.
“Ya a estas alturas, debería de estarse trabajando la cuarta revisión del acuerdo y solo tenemos información de la primera. De la tercera y la segunda no sabemos nada”, dijo en el programa.
Para el economista si el acuerdo fuera por buen camino se conocieran los avances en las revisiones. Asimismo, señaló que han existido atrasos en el cronograma de cumplimiento como fue con la presentación de la Ley de Responsabilidad Fiscal, con el estudio actuarial y con la presentación de la reforma previsional , que tenía que haberse presentado en febrero.
Acevedo considera que el gobierno habló con el FMI sobre este tema y pidió un compás de espera, porqué considera que será “medicina amarga” que podría tener un costo político muy alto, al poder implicar cambio en la tasa de cotización y edad de jubilación.
