The Mayor’s Office of Santa Ana Norte, headed by Mayor Carlos Landaverde of the Nuevas Ideas party, allocated a total of $698,666.62 in public funds in 2025 for the soccer and basketball programs of the Asociación Deportiva Isidro Metapán, according to municipal council minutes and disbursement reports obtained by LA PRENSA GRÁFICA through the municipality’s Public Information Access Unit.

According to the documents, during session two of January 2025, the municipal council unanimously approved resolution 11 for a renewal of the cooperation agreement between the mayor’s office and the Asociación Deportiva Isidro Metapán for a monthly amount of $32,666.66, over 12 months, which meant an annual disbursement of $391,999.92, which according to A.D. Isidro Metapán broke down into $26,666.66 per month for the men’s first team competing in the Primera División de Fútbol and $6,000 for the women’s team.

“Whereas, in order to promote the development of sports activities at various levels, it is necessary to support the local major league and women’s soccer teams with financial and logistical support, the scope of which shall be established through a cooperation agreement between the municipality of Santa Ana Norte and the Asociación Deportiva Isidro Metapán; therefore, the municipal council, exercising the powers conferred upon it by the Municipal Code, unanimously resolves,” reads the resolution authorizing Mayor Landaverde to sign the agreement.

The agreement was signed on January 13, 2025, by representatives of the Santa Ana Norte mayor’s office and A.D. Isidro Metapán. It also included the use of the Jorge Suárez Landaverde municipal stadium and other fields for the team’s training sessions and official matches.

But that was not the only amount allocated to the sports association, since six months later, on July 23, in minutes 38 and resolution 16, the council approved an addendum increasing the financial allocation to the association through the agreement already signed.

This increase in disbursements was requested through a letter from the president and legal representative of the sports association, whose name does not appear in the minutes provided to this newspaper. The request justified the increase in funds as covering expenses for the reserve, under-17, and under-15 soccer teams due to format changes in those categories.

“Licenciado (…), clarifies, in minutes dated July 22, 2025, that the player categories for the current 2025-2026 season, the under-17 and women’s categories, will compete at the national level, when in previous years these categories played regionally, those being: central-west and central-east, and upon reaching the quarterfinals, semifinals, and finals it was already national. Therefore, the costs of registration, transportation, meals, per diem, lodging, immigration paperwork, flights, player salaries, amount to a monthly average of approximately $125,000. The institution’s operating costs have increased across all its categories, since the first team, reserve, under-17, and women’s teams will all play at the national level,” reads part of the letter sent to the council.

The association stated that its “social outreach” in exchange for receiving these public funds is to “encourage young people in our municipality to join the various categories of our institution.”

With the approval of the addendum, the mayor’s office went on to deliver an additional $27,333.34 to the association in five installments, raising the monthly funds from $32,333.34 to $60,000 for soccer alone, which meant a total disbursement of $528,666.62 for the mayor’s office.

“To approve the request for an economic increase addendum submitted by the Asociación Deportiva Isidro Metapán, to support the promotion of sports, for the amount of $136,666.70 in addition to what was approved in the agreement signed on January 13, 2025, to be delivered in five monthly installments from August through December 2025, each in the amount of $27,333.00,” reads the resolution that received the vote in favor of the mayor and four sitting council members, while trustee Emilio Quijano voted against.

To make these disbursements, the mayor’s office noted that it carried out budget reforms to its expenditures, reducing $36,666.70 from movable property leasing and $100,000 from vehicles, and redirecting the $136,666.70 to current transfers to the private sector through nonprofit organizations.

Also for basketball.

The sports association also received money from the mayor’s office for basketball. According to the documents, on February 25, 2025, in minutes ten, resolution one, the mayor’s office signed a new agreement with the association for its basketball program, committing to disburse $17,000 per month between February and June, for a total of $85,000. It also authorized the use of the Profesor Adolfo Mazariego Municipal Sports Complex.

Later, in July, the mayor’s office approved a $17,000 addendum for the basketball team because it reached the finals of the Liga Mayor de Baloncesto tournament; then, in August, the mayor’s office entered into a new agreement with the association, this time for $68,000 delivered from September to December, for a total of $170,000 in 2025.

The disbursements have continued this year, and through February the mayor’s office had already delivered $137,000 to the sports association, of which $120,000 was for soccer and $17,000 for basketball.

In June 2022, the Legislative Assembly issued an authentic interpretation of Article 4 of the Municipal Code approving the use of municipal funds for the promotion of sports and recreation. “Through the direct disbursement of municipal funds to sports associations that carry out their activities primarily within the jurisdiction of the municipality, and that report to the municipality on the use of the disbursements made by it,” the article reads.

This newspaper contacted Mayor Landaverde via email and through his office to ask about the criteria for delivering these funds to the association, and they responded that he would grant an interview, but when a date was proposed, there was no further response. A follow-up email was sent asking about the mayor’s availability for the interview, but they did not reply either. The association was also contacted for comment, and they did not respond.

Concejo de Santa Ana Norte desembolsó casi $700,000 para A. D. Isidro Metapán

La Alcaldía de Santa Ana Norte, que dirige el alcalde Carlos Landaverde, del partido Nuevas Ideas, destinó en 2025 un total de $698,666.62 de fondos públicos para las disciplinas deportivas de fútbol y básquetbol de la Asociación Deportiva Isidro Metapán, según consta en actas del concejo municipal e informes de los desembolsos obtenidos por LA PRENSA GRÁFICA a través de la Unidad de Acceso a la Información Pública de la municipalidad.

De acuerdo con los documentos, en la sesión dos de enero de 2025, el concejo municipal aprobó por unanimidad el acuerdo 11 para una renovación del convenio de cooperación entre la alcaldía y la Asociación Deportiva Isidro Metapán por un monto de $32,666,66, durante 12 meses, que significó el desembolso anual de $391,999,92, que según A.D. Isidro Metapán se desglosaron en $26,666,66 mensuales para la categoría mayor masculino que compite en la Primera División de Fútbol y $6,000 para el equipo femenino.

“Que, a efectos de impulsar el desarrollo de las actividades deportivas en los distintos niveles, es necesario apoyar al equipo de la liga mayor y categoría femenina de fútbol local con un aporte financiero y logístico, cuyos alcances se establecerán a través de un convenio de cooperación entre la municipalidad de Santa Ana Norte y la Asociación Deportiva Isidro Metapán; por tanto, el concejo municipal, en uso de las facultades que el Código Municipal les confiere, por unanimidad acuerda”, dice el acuerdo que autoriza al alcalde Landaverde a firmar el convenio.

El acuerdo fue firmado el 13 de enero del 2025 por representantes de la alcaldía de Santa Ana Norte y la A.D. Isidro Metapán. Este también incluyó el uso del estadio municipal Jorge Suárez Landaverde y otras canchas para entrenamientos y partidos oficiales del equipo.

Pero esa no fue la única cantidad destinada para la asociación deportiva, ya que seis meses después, el 23 de julio, en el acta 38 y acuerdo 16, el concejo aprobó una adenda de incremento económico para la asociación a través del convenio ya suscrito.

Este aumento a los desembolsos fue solicitado por medio de una carta del presidente y representante legal de la asociación deportiva, cuyo nombre no aparece en el acta entregada a este periódico. En la petición se justifica que el incremento de los fondos es para cubrir los gastos de los equipos de fútbol de las categorías de reserva, sub-17 y sub-15 por cambios de formatos en esas categorías.

“Licenciado(…), nos aclara con acta del 22 de julio del 2025 que las categorías de jugadores para la presente temporada 2025-2026, la categoría sub-17 y femenina, participarán a nivel nacional, cuando en años anteriores estas categorías jugaban de manera regional, siendo estas: centro-occidente y centro-oriente, y al llegar a cuartos de final, semifinal y final ya era nacional. Por ende, los costos de inscripción, transporte, alimentación, viáticos, hospedaje, trámites migratorios, vuelos, pago de jugadores, ascienden a un promedio mensual que oscila entre los $125,000. Se ven incrementados los costos operativos de la institución, en todas sus categorías, ya que los equipos mayor, reserva, sub 17 y femenina jugarán a nivel nacional”, señala parte de la carta enviada al concejo.

La asociación mencionó que su “proyección social” por recibir estos fondos públicos es “promover a los jóvenes de nuestro municipio a integrarse a las distintas categorías de nuestra institución”.

Con la aprobación de la adenda, la alcaldía pasó a entregar a la asociación $27,333.34 más en cinco cuotas, que aumentó de $32,333.34 a $60,000 mensuales los fondos solo para la disciplina de fútbol, lo que significó para la alcaldía un desembolso de fondos de $528,666.62.

“Aprobar la solicitud de adenda de incremento económico realizada por la Asociación Deportiva Isidro Metapán, para apoyar la promoción del deporte, por la cantidad de $136,666.70 adicionales a lo aprobado en el convenio suscrito de fecha 13 de enero de 2025, para ser entregados en cinco cuotas mensuales a partir del mes de agosto hasta el mes de diciembre del año 2025, cada una por el monto de $27,333.00”, menciona el acuerdo que contó con el voto a favor del alcalde y cuatro regidores propietarios; mientras que el síndico Emilio Quijano votó en contra.

Para realizar estos desembolsos, la alcaldía hizo constar que realizó reformas presupuestarias a sus egresos y disminuyó $36,666.70 en el arrendamiento de bienes muebles y $100,000 para vehículos, y pasó a aumentar los $136,666.70 a transferencias corrientes al sector privado, a través de organismos sin fines de lucro.

También para baloncesto.

La asociación deportiva también recibió dinero de la alcaldía para la disciplina de baloncesto. Según los documentos, el 25 de febrero de 2025, en el acta diez, acuerdo uno, la alcaldía suscribió un nuevo convenio con la asociación para su disciplina deportiva de básquetbol, comprometiéndose a desembolsar $17,000 mensuales entre febrero y junio, haciendo un total de $85,000. Además, de la autorización para el uso del Polideportivo Municipal Profesor Adolfo Mazariego.

Posteriormente, en julio, la alcaldía aprobó una adenda de $17,000 para el equipo de básquetbol porque llegó a la final del torneo de la Liga Mayor de Baloncesto; luego, en agosto, la alcaldía realizó un nuevo convenio con la asociación, esta vez por $68,000 que se entregaron de septiembre a diciembre, haciendo un total de $170,000 en el 2025.

En este año los desembolsos siguen, y hasta febrero la alcaldía ya entregó $137,000 a la asociación deportiva, de los cuales $120,000 fueron para fútbol y $17,000 para básquetbol.

En junio de 2022, la Asamblea Legislativa decretó la interpretación auténtica del artículo 4 del Código Municipal que aprueba el uso de fondos municipales para la promoción del deporte y la recreación. “Por medio de la erogación de fondos municipales de forma directa a las asociaciones deportivas que desarrollen sus actividades principalmente dentro de la jurisdicción del municipio, y que rindan cuentas a la municipalidad de la utilización de las erogaciones realizadas por el mismo”, dice el artículo.

Este periódico se comunicó vía correo electrónico con el alcalde Landaverde y a su despacho para consultar sobre el criterio para entregar estos fondos a la asociación, y respondieron que daría una entrevista, pero cuando se propuso una fecha, ya no hubo respuesta. Posteriormente, se volvió a consultar por correo electrónico sobre la disposición del alcalde para la entrevista, pero tampoco contestaron. También se buscó una versión de la asociación, y no atendieron.
