The Legislative Assembly shared on its transparency portal a document titled “Purchase of vehicles for institutional use,” which records the vehicle acquisition made in April of this year for a total of $421,000. The document provides details on the number and models of the vehicles acquired, but still does not offer information on how they will be distributed or assigned within the institution.
The document consists of only five pages. The Legislative Assembly says the purpose of the purchase was to “renew the vehicle fleet for institutional work, territorial activities, staff transportation, and other needs of the Legislative Assembly.” According to information published on the same transparency portal, the institution had a fleet of 50 vehicles as of March of this year. However, the Legislative Assembly has not reported whether it decommissioned any of those 50 vehicles before making the most recent purchase.
The institution details that the acquisition consisted of 10 double-cab 4×4 pickups, Nissan brand, NP300 Frontier model, year 2027, and one minibus, Nissan brand, Urvan GX 2.5 model, high roof, also year 2027. While this information makes it possible to know the number and models of the vehicles acquired, it does not answer how much each unit cost. According to the published document, the price of each vehicle includes preventive maintenance up to 100,000 kilometers.
Despite the publication of this information, the Legislative Assembly has still not favorably responded to a freedom of information request filed by LA PRENSA GRÁFICA on June 18, in which a public version of the purchase contract was requested. That document would make it possible to officially confirm the information released and to know the price paid for each vehicle. According to vehicle sales websites in El Salvador, the base price of the pickup model acquired by the Legislative Assembly is around $36,000, while the minibus is approximately $50,000.
According to the president of the Legislative Assembly, Ernesto Castro, the vehicles acquired will be used for institutional purposes and will serve the working activities of the Legislative Assembly and the legislative caucuses of the political parties, which is consistent with the information in the public document. However, the same document also states that the vehicles may be used for “other needs of the Legislative Assembly,” without specifying what those needs would be.

La Asamblea Legislativa compartió en su portal de transparencia un documento titulado “Compra de vehículos para uso institucional”, en el que consigna la adquisición de vehículos realizada en abril de este año por un monto de $421 mil. El documento presenta detalles sobre la cantidad y los modelos de los vehículos adquiridos, pero aún no brinda información sobre cómo serán distribuidos o asignados al interior de la institución.
El documento consta únicamente de cinco páginas. La Asamblea asegura que el objetivo de la compra fue ” renovar la flota vehicular para trabajo institucional, actividades territoriales, traslado de personal y otras necesidades propias de la Asamblea Legislativa “. Según información publicada en el mismo portal de transparencia, la institución contaba con una flota de 50 vehículos hasta marzo de este año. Sin embargo, la Asamblea no ha informado si dio de baja alguno de esos 50 vehículos antes de realizar la compra más reciente.
La institución detalla que la adquisición consistió en 10 pickups doble cabina 4×4, marca Nissan, modelo NP300 Frontier, año 2027, y un microbús marca Nissan, modelo Urvan GX 2.5, techo alto, también año 2027. Si bien esta información permite conocer la cantidad y los modelos de los vehículos adquiridos, no responde cuánto costó cada unidad. Según el documento publicado, el precio de cada vehículo incluye mantenimiento preventivo hasta los 100,000 kilómetros.
Pese a la publicación de esta información, la Asamblea aún no ha respondido favorablemente una solicitud de acceso a la información presentada por LA PRENSA GRÁFICA el pasado 18 de junio, en la que se pidió una versión pública del contrato de compra. Ese documento permitiría confirmar oficialmente la información divulgada y conocer el precio pagado por cada vehículo. De acuerdo con sitios web de venta de vehículos en El Salvador, el precio base del modelo de pickup adquirido por la Asamblea ronda los $36 mil, mientras que el del microbús es de aproximadamente $50 mil.
De acuerdo con el presidente de la Asamblea Legislativa, Ernesto Castro, los vehículos adquiridos serán destinados al uso institucional y servirán para actividades de trabajo de la Asamblea y de las fracciones legislativas de los partidos políticos, lo que coincide con la información del documento público. No obstante, el mismo documento también señala que los vehículos podrán utilizarse para “otras necesidades propias de la Asamblea Legislativa”, sin especificar cuáles serían esas necesidades.
