The Supreme Electoral Tribunal (TSE) reconvened members of the Electoral Oversight Board (JVE) and the electoral prosecutor for a second test of the indelible ink after JVE members reported during the first trial that the ink failed or did not stain as expected.
Indelible ink is used as one of the existing safeguards to prevent any citizen from voting a second time on election day, and the Supreme Electoral Tribunal is conducting tests before purchasing the ink ahead of the general elections on February 28, 2027.
The quality control laboratory at Universidad Salvadoreña Alberto Masferrer (USAM) stated that during the first test of the electoral indelible ink conducted on June 24, there was not enough pigmenting liquid inside the bottles.
The bottle “does not contain enough liquid to fully saturate the application sponge, since when applied across the entire fingertip one to two times, as instructed, it does not become completely moistened,” the lab reported, according to the JVE, making it impossible to analyze the indelible ink.
The quality of the ink has not yet been approved by either the JVE or the Electoral Prosecutor’s Office. The JVE director representing Vamos, Carlos Martínez, explained that on June 24, when he dipped his fingers into the containers, he could feel that “the sponges in the bottles were dry, they didn’t feel damp, they had insufficient (ink).”
On that occasion, the representative of the Farabundo Martí National Liberation Front (FMLN) on the JVE also stated that the ink was “not very visible,” although he clarified that it was a problem with the company and not the Tribunal; meanwhile, the alternate director of the Nationalist Republican Alliance (Arena) on the JVE, Henry Colocho, said that the ink “barely” left marks around the edges of the finger.
The new test will take place next Friday at the headquarters of the Electoral Organization Directorate (DOE).

Repetirán prueba de tinta indeleble electoral por fallas en primer ensayo

El Tribunal Supremo Electoral (TSE) volvió a a convocar a los miembros de la Junta de Vigilancia Electoral (JVE) y a la fiscal electoral a una segunda prueba de la tinta indeleble luego de que en el primer ensayo integrantes de la JVE reportaran que la tinta falló o no manchó como se esperaba.
La tinta indeleble es utilizada como una de las garantías existentes para que ningún ciudadano pueda votar por segunda vez el día de la jornada electoral; y el Tribunal Supremo Electoral está realizando pruebas antes de adquirir la tinta de cara a las elecciones generales del 28 de febrero de 2027.
El laboratorio de control de calidad de la Universidad Salvadoreña Alberto Masferrer (USAM) aseveró que en la primera prueba de la tinta indeleble electoral realizada el pasado 24 de junio no había suficiente líquido pigmentador dentro de los botes.
El frasco “no posee la cantidad de líquido suficiente para impregnar totalmente la esponja de aplicación, ya que, al momento de aplicar en toda la yema del dedo, de una a dos veces, según instructivo, esta no se humedece completamente”, indicó el laboratorio, según la JVE, por lo que no fue posible realizar un análisis de la tinta indeleble.
La calidad de la tinta aún no ha sido aprobada ni por la JVE ni por la Fiscalía Electoral. El director de la Junta representante de Vamos, Carlos Martínez, explicó el pasado 24 de junio, al introducir sus dedos en los depósitos, pudo percibir que “las esponjas de los botes estaban secas, no se sentía húmedo, tenían insuficiente (tinta)”.
En esa ocasión, también, el representante del Frente Farabundo Martí para la Liberación Nacional (FMLN) en la JVE aseveró que la tinta no era «muy visible» aunque aclaró que era un problema de la empresa y no del Tribunal; mientras, el director suplente de Alianza Republicana Nacionalista (Arena) en la JVE, Henry Colocho, expresó que «a duras penas» la tinta hacía unas señales en los contornos del dedo.
La nueva prueba se desarrollará el próximo viernes en la sede de la Dirección de Organización Electoral (DOE).
