The Government of El Salvador asked the Legislative Assembly to approve two loans with the Central American Bank for Economic Integration (CABEI) totaling $340 million to finance road infrastructure and drinking water supply projects.
The first initiative is a loan of up to $155 million to carry out the second phase of the Road Infrastructure and Urban Mobility Program (PIVMU), through which the executive branch seeks to develop road infrastructure projects at various locations across the country.
The loan agreement was signed on July 20, 2026. According to the proposal sent to the legislature, loan agreement number 2365 has already met the legal requirements established by Salvadoran law, so the executive branch asked lawmakers to issue the decree allowing its ratification and entry into force.
The second draft decree requests approval of a loan of up to $185 million to finance the Guluchapa Drinking Water System Improvement Project in the San Salvador Metropolitan Area, with the goal of strengthening the water supply in that part of the country.
The Finance Ministry explained that this financing was also signed on July 20, 2026, with CABEI, and that authorization to sign it was granted through Legislative Decree No. 613, approved on June 24 of this year.
The proposal states that the agreement meets the constitutional and legal requirements to be submitted for the Legislative Assembly’s consideration. Once it receives lawmakers’ approval, the government will be able to access the funds to carry out the project, although the document does not detail the scope of the works, the municipalities that will benefit, or the execution timeline.

Gobierno solicita a la Asamblea aprobar dos préstamos por $340 millones con el BCIE

El Gobierno de El Salvador solicitó a la Asamblea Legislativa la aprobación de dos préstamos con el Banco Centroamericano de Integración Económica (BCIE) por un monto conjunto de $340 millones, destinados a financiar proyectos de infraestructura vial y de abastecimiento de agua potable.
La primera iniciativa corresponde a un crédito de hasta $155 millones para ejecutar la segunda fase del Programa de Infraestructura Vial y Movilidad Urbana (PIVMU), con el que el Ejecutivo busca desarrollar obras de infraestructura vial en distintos puntos del país.
El contrato de préstamo fue suscrito el 20 de julio de 2026. Según la propuesta enviada al parlamento, el contrato de préstamo número 2365 ya cumplió los requisitos legales establecidos por la legislación salvadoreña, por lo que el Ejecutivo solicitó a los diputados emitir el decreto que permita su ratificación y entrada en vigencia.
El segundo proyecto de decreto solicita la aprobación de un préstamo por hasta $185 millones para financiar el Proyecto para el Mejoramiento del Sistema de Agua Potable Guluchapa en el Área Metropolitana de San Salvador, con el objetivo de fortalecer el abastecimiento de agua en esa zona del país.
Hacienda explicó que este financiamiento también fue suscrito el 20 de julio de 2026 con el BCIE y que la autorización para firmarlo fue concedida mediante el Decreto Legislativo n.º 613, aprobado el 24 de junio de este año.
La propuesta establece que el contrato cumple con las exigencias constitucionales y legales para ser sometido a consideración de la Asamblea Legislativa. Una vez obtenga el aval de los diputados, el Gobierno podrá disponer de los recursos para ejecutar el proyecto, aunque el documento no detalla el alcance de las obras, los municipios beneficiados ni el cronograma de ejecución.
