Victims of the embezzlement at the Cooperativa Santa Victoria (COSAVI) de R.L. asked the Superintendency of the Financial System (SSF) on Thursday, July 23, to activate the $200,000 refund tier and to include payment of share certificates in those refunds.

According to the victims’ spokesperson, Juan José Ortiz, account holders are not receiving their savings in full, because with each refund they are only given the initial capital or the original savings they had, but not the accumulated interest on those savings, which would have already generated a certain amount over the two and a half years since the Attorney General’s Office (FGR) and the SSF intervened in the cooperative.

“We want to set the record straight: everyone who has managed to recover their money has only done so partially. If you had $130,000 in COSAVI and the tier covers that amount, then you can withdraw it and the government sells the idea that it solved your problem. But they only return the initial capital, the original amount, not the interest. If someone has $100,000 at 8% annual interest, in two and a half years they accumulate $20,000 in interest, but they’re not returning that. And on top of that, they’re not returning the share contributions,” the spokesperson said.

Ortiz added that regarding the share certificates, their withdrawal has been announced, but account holders have been unable to withdraw them even for amounts of $10,000 or less, and that the SSF has stated that this capital belongs to the cooperative. The victims presented a $10,000 share certificate that has already matured and whose interest could be claimed, but it has not been honored.

“They refuse to redeem those share certificates even though the documents have already matured. The argument is that the capital is part of the cooperative’s equity, which is false because the share certificates have an interest rate, they have a maturity date, and before the cooperative was intervened, those who held these certificates would go once a year to withdraw the interest. How is it possible that before you could withdraw it and now you can’t?” he added.

The SSF’s most recent announcement for the withdrawal of the victims’ savings was in July of this year for amounts up to $130,000. This new refund tier is the fourth announced in recent weeks. On June 13, the SSF announced the implementation of a $100,000 tier; then, on the 16th, it announced the $110,000 tier; followed by the $120,000 tier; and on the 24th it did so for $125,000.

Further Efforts

The victims announced that in the coming weeks they will undertake new efforts to recover their savings. They will go again to the Embassy of the United States of America (USA) to request a meeting with its representatives following a letter sent by Congressman James McGovern, who asked the embassy to mediate on behalf of the victims.

They will also seek the support of lawmakers in El Salvador’s Legislative Assembly, whom they have asked to establish a trust to guarantee the refunds, along with other actions that will be announced.

Afectados de COSAVI piden habilitar devolución de capa de $200,000

Los afectados del desfalco a la Cooperativa Santa Victoria (COSAVI) de R.L. pidieron este jueves 23 de julio a la Superintendencia del Sistema Financiero (SSF) que habilite la capa de devolución de $200,000 y que en los mismos se incluyan el pago de los certificados de aportación.

De acuerdo con el vocero de los afectados, Juan José Ortiz, los usuarios no están recibiendo la totalidad de sus ahorros puesto que en cada devolución solo se les entrega el capital inicial o el ahorro original que tienen, pero no les entregan los intereses acumulados por dichos ahorros, los cuales ya habrían generado cierta cantidad tras dos años y medio desde la intervención de la Fiscalía General de la República (FGR) y la SSF a la cooperativa.

Queremos desmentir que todas las personas que han logrado recuperar su dinero, lo han hecho parcialmente. Si usted tenía $130,000 en COSAVI y la capa va por esa cantidad, entonces puede retirarlos y el Gobierno vende la idea que le resolvió el problema. Pero solo le devuelven el capital inicial, el original, pero no los intereses. Si alguien tiene $100,000 al 8% de interés anual, en dos años y medio acumula de interés $20,000, pero esos no lo están devolviendo. Y el agravante que no están devolviendo las aportaciones”, indicó el vocero.

Ortiz agregó que en cuanto a los certificados de aportación, se ha anunciado el retiro de éstos, pero que los usuarios no han podido retirarlos incluso por cantidades de $10,000 o menos y que la SSF ha manifestado que ese capital es propiedad de la cooperativa. Los afectados presentaron un certificado de aportación de $10,000 que ya está vencido y que se podría reclamar su interés, pero no se ha hecho efectivo.

No se quieren cancelar esos certificados de aportación a pesar que los documentos ya están vencidos. El argumento es que ese capital es un patrimonio de la cooperativa, lo cual es falso pues los certificados de aportación tienen una tasa de interés, tienen una fecha de vencimiento y antes que la cooperativa fuera intervenida, quienes tenían estos certificados iban una vez al año a retirar los intereses ¿Cómo es posible que antes se podía retirar y ahora no?”, agregó.

El último anuncio de parte de la SSF para el retiro de los ahorros de los afectados fue el julio de este año con la cantidad de hasta $130,000. Esta nueva capa de devolución es la cuarta anunciada en las últimas semanas. El 13 de junio la SSF anunció la implementación de una capa $100 mil; luego, el 16, anunció la de $110 mil; y finalmente la de $120 mil y el 24 lo hizo por $125 mil.

Más gestiones

Los afectados anunciaron que en las próximas semanas realizarán nuevas gestiones para obtener sus ahorros. Irán nuevamente a la Embajada de los Estados Unidos de América (EUA) para solicitar una reunión con los representantes tras una carta enviada por el congresista James McGovern quien pidió a dicha embajada mediar por los afectados.

También buscarán el apoyo de parte de diputados de la Asamblea Legislativa de El Salvador a quienes han pedido que se lleve a cabo un fideicomiso para garantizar la devolución, así como otras acciones que serán anunciadas.
