The Legislative Assembly rejected an information request about a vehicle acquisition it carried out last April for nearly half a million dollars, arguing that the purchasing process still has pending stages and that therefore disclosing the information “is not advisable.”
The awards registry that the Ministry of Finance publishes on the COMPRASAL website indicates that the Assembly initiated a vehicle purchasing process that was awarded in April, with the contract signed in May for a total of $425,061.
On June 18, LA PRENSA GRÁFICA sent a freedom of information request to the legislature to find out how many vehicles the institution acquired and how they were distributed. The Access to Public Information Law (LAIP) grants 10 business days to respond to requests if the information was generated within the last five years, either by providing what was requested or asking for an extension.
That deadline expired on July 3, and on the 13th of the same month, this outlet published an article about the purchasing process, noting the lack of response to the information request and the refusal of Assembly President Ernesto Castro to answer questions about the purchase. It was not until yesterday that the Assembly’s Access to Information Unit resolved the request — that is, two weeks after the deadline established by the LAIP had expired.
“Regarding the requested information, please be advised that the processes carried out are not yet finalized (…); for that reason, due to the confidentiality of the information until the process is completed, and in order not to compromise institutional administrative procedures and functions, it is not advisable to provide the requested information,” the unit stated in its response.
Contradiction
The Assembly’s response, however, contradicts the process records listed in the COMPRASAL awards registry.
This registry is a web portal where state institutions publish their purchasing processes once they have been awarded, so that there is transparency regarding which supplier obtains which government contract.
According to this registry, the Assembly’s vehicle acquisition was awarded on April 27, 2026, and the respective contracts were signed on May 12 of this same year.
Although the Assembly budgeted $548,812 for the purchase, it closed at $425,061.
As part of its request, this newspaper asked the Assembly for a public version of the contract, as authorized by the LAIP, which would reveal the details of how many vehicles were purchased, the unit cost of each one, and how they were assigned within the institution.
It also requested a report on the distribution of all the Assembly’s institutional vehicles, detailing assignments by legislative caucus or institutional staff with an assigned vehicle, along with the quantity.
However, the response from the institution’s information unit does not include a ruling on this last request. On this matter, the ARENA and Vamos parties confirmed that they have no vehicles assigned to them in the legislature.
In the case of the tricolor party, it relinquished its allocation at the start of the current term, while Vamos was asked to return a pickup truck and a motorcycle following a controversy over the budget for hiring staff.
According to the Assembly’s transparency portal, as of March of this year, it had 50 vehicles, including two cars, three SUVs, five minibuses, 22 pickup trucks, two 4×2 pickup trucks, and 16 4×4 pickup trucks.
However, despite the above, it is not possible to know how many of these are assigned to the remaining legislative caucuses and how many are used by institutional staff.
Asamblea rechaza entregar información sobre compra de vehículos

La Asamblea Legislativa rechazó una solicitud de información sobre la adquisición de vehículos que realizó en abril pasado por casi medio millón de dólares, aduciendo que el proceso de compra aún tiene etapas pendientes y por eso revelar la información “no es conveniente”.
El registro de adjudicaciones que el Ministerio de Hacienda publica en el sitio web de COMPRASAL indica que la Asamblea inició un proceso de compra de vehículos que se adjudicó en abril y cuya firma de contrato se concretó en mayo por un monto de $425,061.
El 18 de junio pasado, LA PRENSA GRÁFICA envió una solicitud de acceso de información al congreso para conocer cuántos vehículos adquirió la institución y cómo se distribuyeron. La Ley de Acceso a la Información Pública (LAIP) brinda 10 días hábiles para responder a peticiones si la información ha sido generada en los últimos cinco años, ya sea entregando lo solicitado o pidiendo una prórroga.
Ese plazo se venció el 3 de julio y 13 del mismo mes, este medio publicó una nota sobre el proceso de compra, donde consignó la falta de respuesta a la solicitud de información y la negativa del presidente de la Asamblea, Ernesto Castro, a atender preguntas sobre la compra. Fue hasta ayer que la Unidad de Acceso a la Información de la Asamblea resolvió la solicitud, es decir, dos semanas después de que se venciera el plazo contemplado en la LAIP.
“Respecto a la información requerida, comentarle que los procesos realizados aún no se encuentran finalizados (…), en razón de ello por la confidencialidad de la información hasta la finalización del mismo, a efectos de no comprometer procedimientos y funciones administrativas institucionales, no es conveniente proporcionar la información requerida”, señaló la unidad en su respuesta.
Contradicción
La respuesta de la Asamblea, sin embargo, contradice los registros del proceso consignados en el registro de adjudicaciones de COMPRASAL.
Este registro es un portal web donde las instituciones del Estado publican sus procesos de compra cuando estos ya han sido asignados, para que haya transparencia respecto a qué proveedor obtiene qué contrato con el gobierno.
Según dicho registro, la adquisición de vehículos por parte de la Asamblea fue asignada el 27 de abril de 2026 y los contratos respectivos se firmaron el 12 de mayo de este mismo año.
Si bien la Asamblea presupuestó un monto de $548,812 para la compra, esta se cerró en $425,061.
Como parte de su solicitud, este periódico solicitó a la Asamblea una versión pública del contrato, como lo avala la LAIP, en la que se pudiera conocer los detalles de cuántos vehículos fueron comprados, el valor unitario de cada uno y cómo se asignaron dentro de la institución.
Asimismo, pidió un informe con la distribución de todos los vehículos institucionales de la Asamblea, detallando asignación por fracción legislativa o personal institucional con vehículo asignado y cantidad.
Sin embargo, la respuesta de la unidad de información de la institución no incluye resolución de este último requerimiento. Al respecto, los partidos ARENA y Vamos confirmaron que no tienen asignación de vehículos en la legislatura.
En el caso del partido tricolor, este renunció a su asignación al inicio del actual periodo, mientras que a Vamos se le solicitó regresar un pick-up y una moto, luego de una polémica por el presupuesto para la contratación de personal.
Según el portal de transparencia de la Asamblea, esta contaba, hasta marzo de este año, con 50 vehículos, incluyendo dos automóviles, tres camionetas, cinco microbuses, 22 pick-ups, dos pick-ups 4×2 y 16 pick-ups 4×4.
Sin embargo, pese a lo anterior, no es posible saber cuántos de estos están asignados al resto de las fracciones legislativas y cuántos son utilizados por personal de la institución.
