Lawmakers in the Legislative Assembly questioned the fact that proceedings within the legislative body’s committees are being carried out without proper knowledge of the procedures for studying a bill, involving practices that, they pointed out, should not occur in spaces dedicated to legislative analysis.
Vamos lawmaker Claudia Ortiz stated that including the vote of an absent lawmaker in the Technology, Tourism, and Investment Committee constitutes an unprecedented practice, since, as she explained, the Legislative Assembly’s Internal Rules do not allow for the inclusion of an absent lawmaker’s vote “on the word of another lawmaker.”
Ortiz added that the decision by Nuevas Ideas lawmaker Norma Lobo to be absent from the committee without leaving a substitute could be subject to a financial penalty.
Similarly, ARENA lawmaker Marcela Villatoro stated that one of the problems in the Legislative Assembly is that most lawmakers are unfamiliar with the Legislative Assembly’s Internal Rules and the process for studying laws, and therefore, in her view, they do not act on the basis of the law.
Villatoro also noted that the role of the substitute lawmaker is intended for cases in which the primary lawmaker must be absent from a committee.
ARENA lawmaker Francisco Lira pointed out that, faced with a ruling party majority “that has total control,” they decide “what is right or wrong.” He also noted that no justification has yet been provided for the lawmaker’s absence from the committee at the time of the votes.
Subsection 4 of Article 18 of the Legislative Assembly’s Internal Rules establishes that lawmakers have the duty and obligation to “attend punctually and be present at the sessions of the legislative committees to which they belong.”

Diputados de la Asamblea Legislativa cuestionaron que los procesos dentro de las comisiones del órgano legislativo se realicen sin el debido conocimiento de las formas de estudio de una ley, con prácticas que, según señalaron, no deberían ocurrir en espacios de análisis legislativo.
La diputada de Vamos, Claudia Ortiz, afirmó que la incorporación del voto de una diputada ausente en la Comisión de Tecnología, Turismo e Inversión constituye una práctica sin precedentes, ya que, según explicó, el Reglamento Interior de la Asamblea Legislativa no permite incorporar el voto de una diputada ausente “por el dicho de otro diputado”.
Ortiz añadió que la decisión de la diputada Norma Lobo, del partido Nuevas Ideas, de ausentarse de la comisión sin dejar un suplente podría ser objeto de sanción económica.
De igual forma, la diputada del partido ARENA, Marcela Villatoro, afirmó que uno de los problemas de la Asamblea Legislativa es que la mayoría de los diputados desconoce el Reglamento Interior de la Asamblea Legislativa y el estudio de las leyes, por lo que, a su juicio, no actúan con base en el derecho.
Asimismo, Villatoro señaló que la figura del diputado suplente está prevista para los casos en que el diputado propietario deba ausentarse de una comisión.
El diputado de ARENA, Francisco Lira, señaló que, ante una mayoría del partido oficialista “que tiene el control total”, ellos deciden “lo que es correcto o incorrecto”. Asimismo, indicó que aún no se ha presentado una justificación sobre la ausencia de la diputada en la comisión al momento de las votaciones.
El literal 4 del artículo 18 del Reglamento Interior de la Asamblea Legislativa establece que los diputados tienen como deber y obligación “asistir puntualmente y estar presentes en las sesiones de las comisiones legislativas que integran”.
