The Supreme Electoral Tribunal (TSE) has modified its electoral planning for a second time because of reforms the Legislative Assembly approved to the election rules. Members of the Electoral Oversight Board (JVE) warn that the changes, less than a year before the 2027 vote, are affecting key processes such as contracting the electronic voting system abroad.
Carlos Martínez, director for Vamos on the JVE, said that at the board’s most recent meeting with TSE president Roxana Soriano, she informed them that the contracting process for the company handling electronic voting abroad would not take place until this June. He explained that this is because they had to make changes to the electoral calendar due to the creation of the new district.
Irvin Sorto, director for the FMLN, explained that the TSE is still within the stipulated period to award the contract, but that the contracting process takes time and has now been shortened due to the reforms approved by the Assembly. According to the calendar published on the TSE website, the institution has until August to finalize the procurement of the service.
“Some things have fallen outside the stipulated calendar because, unfortunately, the Tribunal is at the mercy of decisions made by the lawmakers, and, as you know, there have been a number of reforms in recent weeks that have hindered the normal process the electoral calendar requires,” said Irvin Sorto of the FMLN.
A source on the tribunal, who asked not to be named because they lack authorization to make official statements, indicated that the changes to the electoral plan are already defined and that they can soon begin the contracting process for the electronic voting company.
The TSE source noted that, following the constitutional reform that created an electoral district for the diaspora, the annexes to the contracting terms of reference had to be adjusted to adapt them to the new distribution of representation in the Legislative Assembly.
“The terms are the same; the only things that change are some annexes—for example, telling the company that it will now have an electoral district abroad and that there will be a ballot for it (…) and also the reduction in the number of candidates from the departments of San Salvador and La Libertad,” the TSE source said.
Likewise, other adjustments were necessary following the reform to Article 20 of the Electoral Code, which moved the voter registry closing date from 180 days before the election to just 90 days. According to the source, this change affected the timelines for the public consultation period (the time citizens have to verify that their information in the registry is correct) and for training the Election Monitoring Boards (JRV), because the number of these electoral bodies is calculated based on the number of voters.
The source stated that an administrative phase will be added to the public consultation to allow more time for consultation, while the JRV timelines will remain unchanged, as the adjustments will be made internally.
Asked about the JVE’s concerns, the source acknowledged that the legal changes have disrupted the normal conduct of the electoral process.
“Of course it affects participation, since it reduces the timeframes, and it also affects the political parties’ internal elections,” the source said.
Although the period for internal party elections has not changed, the political organizations—which had already called candidate-selection processes—have had to improvise their processes to present candidates in the new district.
Previously, in 2025, the TSE had already adjusted the General Election Plan to accommodate the constitutional reform approved in July 2025, which enabled executive-branch reelection and extended the presidential term to six years.

El Tribunal Supremo Electoral (TSE) modificó por segunda ocasión su planificación electoral debido a reformas aprobadas a las reglas de los comicios por la Asamblea Legislativa. Miembros de la Junta de Vigilancia Electoral (JVE) advierten que los cambios, a menos de un año de la votación de 2027, afectan procesos clave como la contratación del sistema de voto electrónico en el exterior.
Carlos Martínez, director de Vamos ante la JVE, dijo que en la última reunión del organismo con la magistrada presidenta del TSE, Roxana Soriano, les informó que el proceso de contratación de la empresa encargada del voto electrónico en el extranjero se realizaría hasta este mes de junio. Según explicó, esto se debe a que tuvieron que hacer cambios al calendario electoral por la creación de la nueva circunscripción.
Por su parte, Irvin Sorto, director del FMLN, explicó que el TSE aún está dentro del periodo estipulado para realizar la adjudicación, pero que el proceso de contratación lleva tiempo y ahora este se ha acortado debido a las reformas aprobadas por la Asamblea. Según el calendario publicado en la página del TSE, la institución tiene hasta agosto para concretar la adquisición del servicio.
“Algunas cosas se han salido del calendario estipulado porque lastimosamente el Tribunal está a expensas de las decisiones que tomen los señores diputados y, como usted sabe, ha habido una cantidad de reformas en las últimas semanas donde eso ha venido a entorpecer el proceso normal que conlleva el calendario electoral”, dijo Irvin Sorto, del FMLN.
Una fuente del organismo colegiado, que pidió no mencionar su nombre por no tener autorización para brindar declaraciones oficiales, indicó que los cambios a la planificación electoral ya están definidos y que pronto podrán dar inicio al proceso de contratación de la empresa para el voto electrónico.
La fuente del TSE señaló que, tras la reforma constitucional que creó una circunscripción para la diáspora, se tuvieron que ajustar los anexos de los términos de referencia de la contratación, a manera de adaptarlos a la nueva distribución de representación en la Asamblea Legislativa.
“Los términos son los mismos, lo único que cambia son algunos anexos, como, por ejemplo, decirle a la empresa que ahora tendrá un circunscuncripción en el extranjero y que habrá una papeleta para eso (…) también lo que corresponde a disminución de candidatos del departamento de San Salvador y La Libertad”, dijo la fuente del TSE.
Así mismo, otros ajustes fueron necesarios tras la reforma al artículo 20 del Código Electoral, que postergó la fecha de cierre del registro de votantes, pasando de 180 días antes de la elección a solo 90. De acuerdo con la fuente, esto afectó los plazos para la consulta ciudadana (el tiempo que tiene la población para verificar que sus datos estén correctos en el registro) y para la capacitación de las Juntas Receptoras de Votos, pues el cálculo del número de estos órganos electorales se hace con base en la cantidad de votantes.
Según dijo, para la consulta ciudadana, se agregará una fase de forma administrativa para que quede más tiempo de consulta, mientras que los tiempos de la JRV se mantendrán, pues los ajustes se realizarán internamente.
Consultado sobre las preocupaciones de la JVE, la fuente dijo que los cambios legales sí han afectado el desarrollo normal del proceso electoral.
“Claro que afecta la participación, ya que disminuye los tiempos, y también afecta las internas de los partidos políticos”, dijo.
Aunque el periodo para las elecciones internas no ha variado, las organizaciones políticas -que ya habían convocado a la elección de candidatos- han tenido que improvisar sus procesos para presentar candidatos en la nueva circunscripción.
Previamente, en 2025, el TSE ya había tenido que realizar ajustes al Plan General de Elecciones para adaptarse a la reforma constitucional aprobada en julio de 2025, a través de la cual se habilitó la reelección en el Ejecutivo y se amplió el periodo presidencial a 6 años.
