The Legislative Assembly has authorized or approved loans, securities, and debt guarantees totaling $1,456 million, from January 1 to June 10.

The largest amounts were $501.2 million for the “Accelerate Learning” program granted by the World Bank, which can be used for state strategies, general obligations, or transfers; followed by $195 million for the modernization of the El Salvador International Airport Óscar Arnulfo Romero y Galdámez, ratified in January 2026, though authorized in December 2025; and two $150 million loans, one for sports venues and another to control flooding in the San Salvador Metropolitan Area (AMSS).

Of the remainder, a total of $100 million was approved in securities for priorities, obligations, transfers, or needs; $75 million for DoctorSV; and $100 million for job creation, among others.

During 2025, the legislative branch approved or ratified $3,412.2 million in new debt, as it ratified $1,932 million in loans and approved credit guarantees of $1,480.1 million, not counting guarantees granted for loans taken on in previous years or under past administrations.

The debt approved in 2025 and so far in 2026 totals $4,868.2 million.

During 2024, the Legislative Assembly ratified loans and credit guarantees, and authorized securities for a total of $5,750.1 million, which would add up to an approved debt of $10,618.3 million since January 2024.

Not all the debt has been incorporated into the general state budget, and many of the projects are executed over five years.

For example, the Inter-American Development Bank (IDB) loan for the “Support Project for Flood Control in the San Salvador Metropolitan Area,” which promises to rehabilitate the drainage systems of the Santa Lucía and Médica neighborhoods, will be executed over five years.

During the first year, only $3.6 million would be executed; in the second year, $9.1 million; in the third year, $64.9 million; in the fourth year, $63.3 million; and in the fifth year, $8.8 million.

Of the total, the amount allocated to improve the drainage systems of the Santa Lucía and Médica neighborhoods is $30.1 million.

La Asamblea Legislativa ha autorizado o aprobado préstamos, títulos valores y garantía de deuda por un total de 1,456 millones, desde el 1 de enero hasta el 10 de junio.

Los mayores montos fueron $501.2 millones para el programa «Acelerar el aprendizaje» otorgado por el Banco Mundial que podrán usarse en estrategias estatales, obligaciones generales o transferencias, seguido de $195 millones para la modernización del Aeropuerto Internacional de El Salvador Óscar Arnulfo Romero y Galdámez, ratificado en enero de 2026, aunque autorizado en diciembre de 2025; dos préstamos de $150 millones, uno para escenarios deportivos y otro para controlar las inundaciones del Área Metropolitana de San Salvador (AMSS).

Del resto, un total de $100 millones se aprobaron en títulos valores para prioridades, obligaciones, transferencias o necesidades, $75 millones para DoctorSV, $100 millones para creación de empleo, entre otros.

Durante el año 2025, el Órgano Legislativo aprobó o ratificó nueva deuda por $3,412.2 millones, ya que ratificó $1,932 millones en préstamos y aprobó garantías crediticias por $1,480.1 millones, sin contar garantías otorgadas a créditos asumidos en años o gobiernos anteriores.

La deuda aprobada en 2025 y lo que va de 2026 suma $4,868.2 millones.

Durante 2024, la Asamblea Legislativa ratificó préstamos, garantías crediticias y autorizó títulos valores por un total $5,750.1 millones, lo que sumaría una deuda avalada por $10,618.3 millones desde enero de 2024.

No toda la deuda ha sido incorporada al presupuesto general del Estado y muchos de los proyectos son ejecutados a lo largo de cinco años.

Por ejemplo, el préstamo del Banco Interamericano de Desarrollo (BID) para el «Proyecto de apoyo al control de inundaciones en el área metropolitana de San Salvador», que promete rehabilitar los sistemas de drenaje de las colonias Santa Lucía y Médica, se ejecutará en cinco años.

Durante el primer año solo se ejecutarían $3.6 millones; en el segundo año, $9.1 millones, en el tercer año, $64.9 millones; en el cuarto año $63.3 millones; y en el quinto año, $8.8 millones.

Del total, lo asignado para mejorar los sistemas de drenaje de las colonias Santa Lucía y Médica son $30.1 millones.
