The Electoral Oversight Board (JVE) has run out of its regular budget to cover basic expenses such as office supplies, technology equipment, and staff benefits, said Carlos Martínez, the Vamos party representative on the board.
The entity — tasked with overseeing the voting process and the electoral tribunal — is struggling to buy paper and color ink for photocopiers, among other supplies. It also owes its employees bonus payments and still lacks the funding to cover representation for three political parties (Fuerza Solidaria, PAIS, and Fraternidad Patriota Salvadoreña), Martínez said.
“They’re asking the Tribunal for toilet paper (…) prints are only coming out in black and white (…) the territorial delegates no longer have the paper forms they use for inspections of DUI centers,” he said.
The JVE is made up of members from all legally registered political parties but operates under the institutional structure of the Supreme Electoral Tribunal (TSE). Since the last election, it has raised with the institution the need to increase its operating funds, without reaching an agreement.
According to Fiscal Transparency records, of the $814,720 allocated to the JVE as its regular budget, $256,660.23 was spent between January and April, and $319,276.93 has been committed.
In March, the board requested a budget increase of $633,172.79 from the TSE to strengthen the body, but to date, it has received no response.
The Vamos representative said that in a meeting with the board last Monday, June 8, the president of the collegiate body, Roxana Soriano, pledged to “work with the Finance (Ministry)” on additional funding and once again offered the representatives technology equipment the TSE will no longer use, as it fully renews its inventory.
Martínez explained that the JVE has already met with the TSE’s executive director and IT manager to inform them of the equipment they need. At Monday’s meeting, Soriano asked them to deduct the equipment they receive from the requested budget and resubmit the request with that adjustment.
The additional funding requested by the JVE includes hiring nine more people to support the board: three computer technicians, three territorial delegates, and three administrative assistants for the political parties that lack this support. It also requests an update to the stipends for party representatives, which have gone unchanged for 15 years, as well as an expansion of the payroll to cover the remaining parties.
Additional resources are also requested for basic operating supplies, such as office materials and cleaning products, IT and vehicle maintenance, air conditioning upkeep, photocopier rental, and fuel.

“El papel de baño lo están pidiendo al Tribunal”: Junta de Vigilancia Electoral con problemas de presupuesto para cubrir gastos básicos

La Junta de Vigilancia Electoral (JVE) se ha quedado sin presupuesto ordinario para la cobertura de gastos básicos como materiales de oficina, equipo tecnológico y prestaciones del personal, aseguró Carlos Martínez, representante del partido Vamos ante el organismo.
El ente – encargado de la fiscalización del proceso de votaciones y del tribunal electoral – enfrenta limitaciones para comprar papel y tinta a color para fotocopiadoras, entre otros insumos. Así mismo, debe a sus trabajadores el pago de bonos y sigue sin contar con presupuesto para cubrir la representación de tres partidos políticos (Fuerza Solidaria, PAIS y Fraternidad Patriota Salvadoreña), indicó Martínez.

La JVE está conformada por miembros de todos los partidos políticos inscritos legalmente, pero depende de la estructura institucional del Tribunal Supremo Electoral (TSE). Desde la elección anterior ha planteado a la institución la necesidad de incrementar su fondo para operar, sin lograr llegar a un acuerdo.
De acuerdo con los registros de Transparencia Fiscal, de los $814,720 asignados a la JVE como presupuesto ordinario, entre enero y abril, se devengaron $256,660.23 y se tienen comprometidos $319,276.93.
En marzo, la junta solicitó al TSE un incremento presupuestario de $633,172.79 para el fortalecimiento del organismo, pero hasta la fecha no ha tenido respuesta.
El representante de Vamos afirmó que en una reunión con la junta el pasado lunes 8 de junio, la presidenta del organismo colegiado, Roxana Soriano, se comprometió a “gestionar con (el Ministerio de) Hacienda” un refuerzo y ofreció nuevamente a los representantes el equipo tecnológico que el TSE ya no usará, pues renovará completamente su inventario.
Martínez explicó que la JVE ya se reunió con el director ejecutivo y el encargado de informática del TSE para informarles sobre el equipo que requieren. En la reunión del lunes, Soriano les pidió descontar del presupuesto solicitado los equipos que reciban y volver a presentar el requerimiento con esa modificación.
El refuerzo solicitado por la JVE incluye la contratación de nueve personas más para apoyo de la JVE: tres técnicos en computación, tres delegados territoriales y tres asistentes administrativos para los partidos políticos que no cuentan con este respaldo. Así mismo, se solicita una actualización de las dietas de los representantes de partidos, ya que tienen 15 años sin cambios, además de la ampliación de la planilla para cubrir a los partidos faltantes.
También se piden más recursos para insumos básicos para la operación del organismo, como materiales de oficina y productos de limpieza, mantenimiento informático y de vehículos, mantenimiento de aire acondicionado, arrendamiento de fotocopiadora y combustible.
