The Finance Committee approved the allocation of $30.2 million to CEPA for the expansion of the parking lot at the International Airport; $2.1 million to the Presidency of the Republic for the installation of internet at various public sites across the country; and $8 million to the DOM for an educational program and the construction of markets.

Expansion of the Airport Parking Lot

The three initiatives are amendments to the 2026 Budget Law. The first, under the Public Works and Transportation portfolio and the Autonomous Executive Port Commission (CEPA), incorporates $30,297,764 from external loans to finance the expansion of the parking lot at the El Salvador International Airport, Monseñor Óscar Arnulfo Romero.

For context, in January of this year, the Legislative Assembly ratified Loan Contract No. 6073/OC-ES with the Inter-American Development Bank (IDB) for $195 million to finance the Modernization Program of El Salvador International Airport, aimed at expanding and improving the country’s airport infrastructure. Under Clause 4.01 of the contract, CEPA is the executing agency responsible for carrying out the project. In April, CEPA’s Board of Directors authorized the incorporation of $30,297,764 into its current budget.

The Ministry of Public Works and Transportation (MOPT) needs to add $30,297,764 to its current budget in order to transfer the funds to CEPA and finance two projects linked to the El Salvador International Airport.

Director of Public Investment and Credit Marlon Herrera, who appeared before the legislative committee, reported that the bulk of the funds—$29,662,050—will go to Project 8006, “Expansion of the El Salvador Airport Parking Lot,” which entails the construction of a four-level parking structure with capacity for approximately 2,050 vehicles. This includes the acquisition of materials and equipment, site preparation, potable water and sewage systems, electrical conduits, video surveillance cameras, and a supervision contract.

Herrera added that $635,714 will be allocated to Project 9033, “Executing Unit and Administration of the AIES-SOARG Modernization Program, IDB-6073/OC-ES,” to cover the technical, administrative, and operational expenses of the unit overseeing the program.

$2.1 million to install internet at 440 public sites

The other initiative reviewed by the committee amends the 2026 Budget Law under the Presidency of the Republic to incorporate $2.1 million from an international donation to strengthen the Social Digital Connectivity Program executed by the Secretariat of Innovation.

The funds will finance broadband connectivity service at 440 public sites between July and October of this year, as well as virtual digital training programs aimed at public officials, government employees, and the beneficiary population.

The resources come from a non-reimbursable financing agreement signed between the Government of El Salvador and the Inter-American Development Bank (IDB), acting as administrator of a special contribution granted by the European Union.

During the committee’s review of the initiative, Marlon Herrera noted that the program aims to expand internet connectivity, drive the state’s digital transformation, and improve access to digital services, as well as develop technological skills and competencies.

Herrera stated that the connectivity program already has financing from various international loans and donations, reaching a total allocation of more than $44 million.

Herrera did not specify which public sites would receive internet service. The decree does not mention it either; the Nuevas Ideas lawmakers did not ask him about it.

Committee agrees to allocate $8 million to the DOM

The Finance Committee also approved $8 million for the Municipal Works Directorate (DOM) for educational infrastructure projects and the revitalization of municipal markets in Santa Tecla and La Libertad. Of the total amount, coming from external loans, $5 million will go to the “Program for the Construction and Improvement of Sustainable and Climate-Resilient School Infrastructure,” which includes the expansion and rehabilitation of six schools in different parts of the country, covering demolition work, structural reinforcement, and roof replacement. The schools were not mentioned either.

Three million dollars will be allocated to the “Comprehensive Program for Urban Regeneration and Sustainable Revitalization of Municipal Markets in Santa Tecla and La Libertad.” The project will finance final market designs, their supervision, technical support consultancies for micro and small merchants, municipal capacity building, and the creation of an executing unit.

Comisión de Hacienda avala asignar $40.3 millones para CEPA, Presidencia y DOM

La Comisión de Hacienda dictaminó a favor de asignar $30.2 millones a CEPA para la ampliación del estacionamiento del Aeropuerto Internacional; $2.1 millones a Presidencia de la República para la instalación de internet en diversos sitios públicos del país; y $8 millones a la DOM para programa educativo y construcción de mercados.

Ampliación del parqueo del Aeropuerto

Las tres iniciativas son reformas a la Ley de Presupuesto 2026; la primera de ellas, en el Ramo de Obras Públicas y de Transporte y de la Comisión Ejecutiva Portuaria Autónoma (CEPA) para incorporar $30,297,764 provenientes de préstamos externos para financiar la ampliación del estacionamiento del Aeropuerto Internacional de El Salvador, Monseñor Óscar Arnulfo Romero.

Es de contextualizar que en enero de este año; la Asamblea ratificó el Contrato de Préstamo No. 6073/OC-ES con el Banco Interamericano de Desarrollo (BID) por un monto de $195 millones, destinados a financiar el Programa de Modernización del Aeropuerto Internacional de El Salvador, con el objetivo de ampliar y mejorar la infraestructura aeroportuaria del país. De acuerdo con la Cláusula 4.01 del contrato, la CEPA será el organismo ejecutor responsable de llevar adelante el proyecto. En abril, la Junta Directiva de la CEPA autorizó la incorporación de recursos a su Presupuesto vigente por $30,297,764.

El Ministerio de Obras Públicas y de Transporte (MOPT) requiere incorporar $30,297,764 a su presupuesto vigente, con el fin de transferirlos a la CEPA y financiar dos proyectos vinculados al Aeropuerto Internacional de El Salvador.

El director de Inversión y Crédito Público, Marlon Herrera, quien llegó a la instancia legislativa, informó que la mayor parte de los fondos: $29,662,050, se destinarán al Proyecto 8006 “Ampliación de estacionamiento del Aeropuerto de El Salvador”, que contempla la construcción de un edificio de estacionamiento de cuatro niveles con una capacidad cercana a los 2,050 vehículos; esto incluye, adquisición de materiales y equipo, adecuación del área de obra, sistemas de agua potable y aguas negras, canalizaciones eléctricas, cámaras de videovigilancia y contrato de supervisión.

Además, agregó Herrera, se incorporará el Proyecto 9033 “Unidad Ejecutora y Administración del Programa de Modernización del AIES-SOARG, BID-6073/OC-ES”, con $635,714, para cubrir gastos técnicos, administrativos y operativos de la unidad encargada de dar seguimiento al programa.

$2.1 millones para instalar internet en 440 sitios públicos

La otra iniciativa estudiada por la mesa de trabajo, se trata de reformar la Ley de Presupuesto 2026 en el ramo de la Presidencia de la República para incorporar $2.1 millones provenientes de una donación internacional, para fortalecer el Programa de Conectividad Digital Social ejecutado por la Secretaría de Innovación.

Con los fondos, se pretende financiar el servicio de conectividad de banda ancha en 440 sitios públicos entre julio y octubre del presente año, así como desarrollar programas virtuales de formación digital dirigidos a funcionarios, empleados públicos y población beneficiaria.

Los recursos provienen de un convenio de financiamiento no reembolsable suscrito entre el Gobierno de El Salvador y el Banco Interamericano de Desarrollo (BID), en calidad de administrador de una contribución especial otorgada por la Unión Europea.

Durante el estudio de la iniciativa en la Comisión, Marlon Herrera, recordó que dicho programa tiene como objetivo, expandir la conectividad de internet, impulsar la transformación digital del Estado y mejorar el acceso a servicios digitales, así como el desarrollo de habilidades y competencias tecnológicas.

Herrera sostuvo que el programa de conectividad ya cuenta con financiamiento proveniente de distintos préstamos y donaciones internacionales, alcanzando una asignación total superior a los $44 millones.

Herrera no detalló en qué sitios públicos se instalará el internet. El decreto tampoco lo menciona; los diputados de Nuevas Ideas tampoco le preguntaron.

Acuerdan asignar $8 millones a la DOM

La Comisión de Hacienda también dictaminó a favor de asignar $8 millones a la Dirección de Obras Municipales (DOM) destinados a proyectos de infraestructura educativa y de revitalización de mercados municipales en Santa Tecla y La Libertad; del total de monto, provenientes de préstamos externos, se asignan $5 millones al “Programa de Construcción y Mejoramiento de Infraestructura Escolar Sostenible y Resiliente al Cambio Climático”, que contempla la ampliación y rehabilitación de seis centros escolares en distintas zonas del país, incluyendo obras de demolición, reforzamiento estructural y sustitución de techos; tampoco se mencionó los centros educativos.

Se asignan $3 millones al “Programa Integral de Regeneración Urbana y Revitalización Sostenible de los Mercados Municipales en Santa Tecla y La Libertad”. Dicho proyecto financiará los diseños finales de los mercados, su supervisión, consultorías de apoyo a micro y pequeños comerciantes, fortalecimiento de capacidades municipales y la conformación de una unidad ejecutora.
