Residents of the Santa Cruz Porrillo area, in the Tecoluca district, municipality of San Vicente Sur, denounced that since November they have been facing excessive charges on drinking water bills issued by the National Administration of Aqueducts and Sewers (ANDA).

According to those affected, the increases went from $5 fees to bills reaching, in some cases, $600. Given this situation, they demanded the intervention of the relevant authorities to resolve the problem.

One of those affected said the high costs have become impossible to pay, forcing them to go into debt to avoid falling behind on payments.

“First I got a bill for a hundred. And since I didn’t have enough to pay it, the second month it came to 200. What did I do? I borrowed money to pay it,” she said.

The residents of Santa Cruz Porrillo explained that between 2013 and 2021 they paid a flat fee of $2.29 for water service, a rate that, they say, was meant to benefit the most vulnerable families in the community. As proof, they showed receipts documenting those payments, which they consider a fair rate.

However, they noted that up until 2021, under the administration of former ANDA president Frédéric Benítez, the rate remained stable at $2.29; but with changes in the institution’s presidency and new administrations, the charges began to increase gradually until reaching amounts of up to $600.

“People earning $8 out in the fields, barely getting by—how is that going to be enough to pay bills of $60? How is it possible they also pay power bills of $35 or $50?” the complainants questioned.

“Families that are economically unprotected won’t be able to manage. The project is becoming completely unsustainable,” they denounced.

Those affected called on President Nayib Bukele to intervene in the situation and put people with a “human conscience” in charge of the institution.

“Because sitting behind a desk, they’re not going to realize the problems we face out here in the countryside,” they stated.

“I’m speaking out because I really am poor, and I’m also financially affected in this regard,” added one of the complainants.

The residents of Santa Cruz Porrillo said these increases are seriously hurting their household finances.

“Therefore, we ask, as human beings, that they search their conscience and review all the records for this project, because what we are asking for is worthwhile, and they can’t take it away from us because it is a right of the people,” they demanded.

“We have been carrying high bills from this water project from November up to now, but at this point they are unsustainable because bills of up to $300 are arriving,” they said.

“It is unfair. If they want to provide a good, quality service, they should do it with a conscience and not just however they please. They also need to come and check all the leaks in the project, because we as a community are paying for those losses. They have work crews and they don’t come to check on these situations; they barely manage to fix one leak a month and then go up to a year without inspecting,” they lamented.

“The people have a right to healthcare, education, and water. Why are they going to take that right away? Only God can take that right away, and no one else. That is what we are asking for and demanding,” they concluded.

Comunidades de Santa Cruz Porrillo denuncian cobros excesivos de agua por parte de ANDA

Habitantes del sector Santa Cruz Porrillo, en el distrito de Tecoluca, municipio de San Vicente Sur, denunciaron que desde noviembre enfrentan cobros excesivos en los recibos de agua potable emitidos por la Administración Nacional de Acueductos y Alcantarillados (ANDA).

Según relataron los afectados, los incrementos pasaron de cuotas de 5 dólares hasta alcanzar, en algunos casos, facturas de 600 dólares. Ante esta situación, exigieron la intervención de las autoridades competentes para solventar la problemática.

Una de las afectadas relató que los altos costos se han vuelto impagables, por lo que han tenido que endeudarse para evitar caer en mora.

“Primero me había venido de cien. Y como yo no tuve para pagarlo el segundo mes, ya me vino 200. ¿Qué hice yo? Pedir prestado para pagar eso”, manifestó.

Los habitantes de Santa Cruz Porrillo explicaron que entre 2013 y 2021 pagaban una cuota fija de 2.29 dólares por el servicio de agua, tarifa que, aseguran, estaba destinada a beneficiar a las familias más vulnerables de la comunidad. Como respaldo, mostraron recibos que evidencian dichos pagos, los cuales consideran una cuota justa.

No obstante, señalaron que hasta 2021, durante la gestión del expresidente de ANDA, Frédéric Benítez, la tarifa se mantuvo estable en 2.29 dólares; sin embargo, con los cambios en la presidencia de la institución y las nuevas administraciones, los cobros comenzaron a incrementarse gradualmente hasta alcanzar montos de hasta 600 dólares.

“La gente ganando 8 dólares en el campo, pobremente, ¿y cómo va a alcanzar para pagar recibos de 60 dólares? ¿Cómo será posible que paguen también recibos de energía de 35 o 50 dólares?”, cuestionaron los denunciantes.

“Las familias desprotegidas económicamente no van a poder. El proyecto se está volviendo totalmente insostenible”, denunciaron.

Los afectados hicieron un llamado al presidente Nayib Bukele para que intervenga en la situación y coloque al frente de la institución a personas con “conciencia humana”.

“Porque sentados detrás de un escritorio no se van a dar cuenta de la problemática que vivimos nosotros en el campo”, afirmaron.

“Yo me estoy expresando porque realmente soy pobre y también soy damnificado económicamente en este sentido”, agregó uno de los denunciantes.

Los habitantes de Santa Cruz Porrillo aseguraron que estos aumentos están afectando gravemente su economía familiar.

“Por lo tanto, pedimos humanamente que se pongan la mano en la conciencia y hagan una revisión de todos los archivos de este proyecto, porque lo que nosotros estamos pidiendo vale la pena y no nos lo pueden quitar porque es un derecho de la población”, exigieron.

“Nosotros venimos arrastrando cuentas elevadas de este proyecto de agua desde noviembre hasta esta fecha, pero ahorita ya son insostenibles porque están llegando facturas de hasta 300 dólares”, manifestaron.

“Es injusto. Si quieren dar un buen servicio de calidad, que lo hagan con conciencia y no como a ellos se les antoje. También que vengan a revisar todas las fugas que hay en el proyecto, porque esas pérdidas las estamos pagando nosotros como población. Tienen cuadrillas de trabajadores y no vienen a revisar estas situaciones; apenas llegan a cubrir una fuga al mes y después pasan hasta un año sin supervisar”, lamentaron.

“La población tiene derecho a salud, educación y agua. ¿Por qué les van a quitar ese derecho? Solo Dios puede quitar ese derecho y nadie más. Eso es lo que nosotros pedimos y exigimos”, concluyeron.
