Lawmaker Marcela Villatoro of the Nationalist Republican Alliance (ARENA) said that in November 2023 her right-wing party requested the legalization of the 2 de Noviembre community, located in the Italia district of Tonacatepeque, San Salvador, but that Nuevas Ideas did not provide the votes needed to take up the request at the time.

“We urge the Board of Directors of the Legislative Assembly to place this request benefiting 1,500 residents of the 2 de Noviembre community on the agenda,” the party stated on X at the time.

They noted that 200 families lacked property deeds and asked that the benefit be extended to the residents of that community. “But the ruling party is selective about whom it helps,” the ARENA legislative bloc stated at the time.

“The request was made on the floor and they didn’t support it, just so there’s a record of how two-faced they are. In 2023, when legalization of these people’s homes was requested before the Legislative Assembly, the Assembly refused to back it. We didn’t abandon them; we’ve always fought for them, but they used their numbers against us. If only they had helped those people back then, they would have owned that land for two years by now,” the lawmaker, head of the ARENA legislative bloc, said yesterday.

With votes from all parties and on the initiative of lawmaker Ernesto Castro of Nuevas Ideas, the 2 de Noviembre community was included on May 19 in the decree legalizing unused land that the Legislative Assembly approved on June 10, 2009. Before Nayib Bukele’s administration, the decree covered 59 communities. During the current government, 14 additional communities have been added to the measure.

Lawmaker Castro said “no one was solving the situation” for the 2 de Noviembre community, that “many people, politicians, mayoral candidates, congressional candidates, and lawmakers from many parties” had passed through, and that they learned of the need through their communication with “community leaders.” “They contacted us from that community,” he said.

Yesterday, lawmaker Janet Molina of Nuevas Ideas asked that the Michapa Sector 1 and 2 community in Cuscatlán Sur be added to the law legalizing disused roads, road segments, or streets. The initiative will be reviewed by the Infrastructure Committee next Tuesday. If approved, 15 communities will have been added during the current administration.

The communities are added through amendments to the “Special Law for the Legalization of Streets, Street Segments, Highways, Rights-of-Way, and Former Rights-of-Way Declared Disused and Released from Public Use.”

Diputada Villatoro dice Arena pidió legalización de comunidad 2 de noviembre y Nuevas Ideas negó los votos

La diputada Marcela Villatoro, del partido Alianza Republicana Nacionalista (Arena), aseguró que en noviembre de 2023 el partido de derecha pidió la legalización de la comunidad 2 de noviembre, ubicada en el distrito Italia de Tonacatepeque, San Salvador, pero que en esa ocasión Nuevas Ideas no dio sus votos para estudiar la solicitud.

“Hacemos un llamado a la junta directiva de la Asamblea Legislativa a que coloque en agenda esta solicitud de beneficio para 1,500 personas residentes en la comunidad 2 de noviembre”, indicó el partido en X, en ese entonces.

Señalaban que eran 200 familias que carecían de escrituras y pedían la extensión del beneficio los habitantes de esa comunidad. “Pero el oficialismo es selectivo sobre a quiénes beneficiar”, señalaba en ese entonces la fracción del partido Arena.

“Ahí se pidió en el pleno y no apoyaron, para que quede constancia de lo doble cara que son. En ese año, en 2023 que se pidió ante el pleno legislativo que se le legalizaran sus hogares a estas personas, la Asamblea Legislativa negó su apoyo. Nosotros no los abandonamos, siempre luchamos por ellos, solo que nos aplicaron la aritmética. Ojalá le hubieran ayudado entonces a esa gente, ya fueran dueños de esas tierras desde hace dos años”, expresó ayer la diputada, jefa de fracción de Arena.

Con votos de todos los partidos y bajo iniciativa del diputado Ernesto Castro, de Nuevas Ideas, la comunidad 2 de noviembre fue incluida el 19 de mayo en el decreto de legalización de tierras en desuso que aprobó la Asamblea Legislativa el 10 de junio de 2009. Antes del gobierno de Nayib Bukele, el decreto tenía 59 comunidades incluidas. Durante el gobierno actual, se han incluido otras 14 comunidades en esta normativa.

El diputado Castro aseguró que “nadie les resolvía” a la comunidad 2 de noviembre, que “pasaron muchas personas, políticos, aspirantes a alcaldes, aspirantes a diputados, diputados, de muchas denominaciones” y que ellos se dieron cuenta por la comunicación que tienen con los “líderes comunales”. “Nos contactaron de esa comunidad”, indicó.

Ayer, la diputada Janet Molina, de Nuevas Ideas, pidió incorporar a la comunidad Michapa sector 1 y 2, de Cuscatlán Sur, en la ley de legalización de vías, tramos o calles en desuso. Esta iniciativa será analizada en la Comisión de Infraestructura el próximo martes. Si la iniciativa es aprobada, serían 15 comunidades las incluidas durante el presente gobierno.

Las inclusiones de las comunidades se realizan mediante reformas a la “Ley especial para la legalización de calles, tramos de calle, carreteras, de derechos de vía y antiguos derechos de vía declarados en desuso y desafectados de uso público”.
