From exile in Guatemala City, the organization Cristosal reported that Ruth López’s family learned last weekend of health problems affecting the lawyer and notary, who was reportedly admitted to and underwent a procedure at a hospital in San Salvador. However, they noted that they were not notified in advance about her transfer, the reason for the medical procedure, or her current health status.
López, who served as head of Cristosal’s Anti-Corruption Unit, has now spent a year in pretrial detention after being arrested on May 18, 2025, on charges of embezzlement. According to the organization, the criminal case against her has been placed under seal, and she remains subject to restrictions they attribute to policies implemented by the prison system under the current government.
The lawyer was initially detained on embezzlement charges related to her work as an advisor at the Supreme Electoral Tribunal (TSE) during the administration of former President Salvador Sánchez Cerén (2014–2019). However, the Attorney General’s Office (FGR) later amended the charge to illicit enrichment when it filed the formal indictment on June 2, 2025.
On September 22, 2025, the Inter-American Commission on Human Rights (IACHR) granted precautionary measures in López’s favor, finding that “she is in a situation of gravity and urgency, given that her rights to life, personal integrity, and health face a risk of irreparable harm in El Salvador.” Consequently, the IACHR requested that the Salvadoran state adopt the necessary measures to guarantee the effective protection of her fundamental rights.
Nevertheless, Cristosal asserted that the Salvadoran state has failed to fulfill its obligation to adequately guarantee Ruth López’s right to health. It also reported that authorities have not provided her family with “truthful, timely, and comprehensible” information about her diagnosis, treatment, risks, and prognosis, despite repeated requests from her legal representatives.
“We recognize the importance of providing prompt and timely health care, but we demand that her family be immediately informed about her condition and that both they and her representatives be given urgent access to her medical records and to her in person, in order to verify that the state is providing the medical care she requires,” Cristosal stated.
“We call for the immediate release of Ruth López in order to guarantee her right to health, allow her to be with her family, and comply with the IACHR’s recommendation, which urged the Salvadoran state to review the legality and proportionality of her pretrial detention,” the organization concluded.

Desde el exilio en Ciudad de Guatemala, la organización Cristosal informó que familiares de Ruth López tuvieron conocimiento, el pasado fin de semana, de afectaciones al estado de salud que enfrenta la abogada y notaria, quien habría sido ingresada e intervenida en un centro hospitalario de San Salvador. Sin embargo, señalaron que no fueron notificados previamente sobre su traslado, el motivo de la intervención médica ni su estado actual de salud.
López, quien se desempeñó como jefa de la Unidad Anticorrupción de Cristosal, cumple un año en detención provisional tras haber sido capturada el 18 de mayo de 2025 bajo el cargo de peculado. Según la organización, el proceso penal en su contra ha sido declarado bajo reserva y permanece sometida a restricciones que atribuyen a las políticas implementadas por el sistema penitenciario bajo el actual Gobierno.
La abogada fue detenida inicialmente por el delito de peculado, relacionado con su labor como asesora en el Tribunal Supremo Electoral (TSE) durante la administración del expresidente Salvador Sánchez Cerén (2014-2019). Sin embargo, la Fiscalía General de la República (FGR) modificó posteriormente la acusación a enriquecimiento ilícito cuando presentó el requerimiento formal el 2 de junio de 2025.
El 22 de septiembre de 2025, la Comisión Interamericana de Derechos Humanos (CIDH) otorgó medidas cautelares a favor de López al considerar que “se encuentra en una situación de gravedad y urgencia, toda vez que sus derechos a la vida, integridad personal y salud enfrentan un riesgo de daño irreparable en El Salvador”. En consecuencia, la CIDH solicitó al Estado salvadoreño adoptar medidas necesarias para garantizar la protección efectiva de sus derechos fundamentales.
No obstante, Cristosal aseguró que el Estado salvadoreño no ha cumplido con su obligación de garantizar adecuadamente el derecho a la salud de Ruth López. Asimismo, denunció que las autoridades no han proporcionado a la familia información “veraz, oportuna y comprensible” sobre su diagnóstico, tratamiento, riesgos y pronóstico, pese a las reiteradas solicitudes realizadas por sus representantes legales.
“Reconocemos la importancia de que se brinde atención de salud pronta y oportuna, pero exigimos que se informe de manera inmediata a su familia sobre su estado y que tanto ellos como sus representantes tengan acceso urgente a su expediente clínico y a ella en persona, con el fin de verificar que el Estado le está brindando la atención médica que requiere”, expresó Cristosal.
“Solicitamos la libertad inmediata de Ruth López, a fin de garantizar su derecho a la salud, permitir que esté acompañada de su familia y dar cumplimiento a la recomendación de la CIDH, que instó al Estado salvadoreño a revisar la legalidad y proporcionalidad de su detención provisional”, concluyó la organización.
