Social media content creator Jesús Arévalo reported being the victim of harassment by the police on Monday, May 11, when officers arrived at his home to carry out a “raid” without presenting a warrant.
The vendor also said that officers went to a relative’s house to ask for him, causing him discomfort and harassment. They later went to his home and told him it was a “routine procedure” because the community where he lives is a “red zone,” although no neighboring homes were searched, only his.
Upon entering the home, the police told him his status was “code yellow” in a legal proceeding, without giving him further details or mentioning which proceeding it was. “Don’t leave because you have to watch the entire procedure,” they told him.
Arévalo had called the media to a press conference on the afternoon of Monday, May 11, at the Office of the Human Rights Ombudsman (PDDH), where he planned to speak about the lack of any pending legal proceedings against him, after a resisting arrest case was dismissed in January 2025, and a child support complaint filed by his ex-partner was withdrawn. He said he will ask the PDDH for help obtaining documentation to prove he has no legal issues.
“They told me I come up as ‘code yellow’ for a proceeding, but they haven’t told me which one, and I don’t have any active proceedings, or at least they haven’t informed me of anything. I’ll have to go to the courthouse to find out, because that’s why they came looking for me and searched the whole house. I don’t know why they’re looking for me, I don’t know if it’s because I criticize the government, but that’s part of my freedom of expression,” he said.
Judicial sources mention that being under “code yellow” means the person is “pending arrest” or “locatable or in contempt,” and that in these cases, the individual must appear before the court that handled their case to verify their status.
A few months ago, Arévalo filed a writ of habeas corpus with the Constitutional Chamber of the Supreme Court of Justice (CSJ), reporting harassment, surveillance, and intimidation by the police. He is requesting protection for himself and his family, who he says have been affected by the officers’ constant visits.
He also said there have been attempts to link him to a legal case against vendors in the Historic Center of San Salvador who were arrested for alleged illicit association, but he maintains he has nothing to do with it. He even claims that members of the Metropolitan Agents Corps (CAM) of San Salvador Centro have told him to leave the areas where he sells his products to avoid further problems.
LA PRENSA GRÁFICA sought comment from the police regarding Arévalo’s complaint; however, as of press time, a response was still pending.
Creador de contenido denuncia acoso y allanamiento policial previo a conferencia en PDDH

Jesús Arévalo, creador de contenido para redes sociales, denunció que ha sido víctima de acoso de parte de la Policía Nacional Civil (PNC) este lunes 11 de mayo, cuando agentes policiales llegaron a su casa para realizar un “allanamiento”, sin presentar una orden judicial.
El también comerciante dijo que los agentes llegaron a la casa de un familiar a preguntar por él, causándole incomodidad y hostigamiento. Posteriormente fueron a su vivienda y le dijeron que se trataba de un “procedimiento rutinario” debido a que la comunidad donde vive “es punto rojo”, aunque no hubo registro en casas vecinas, solo en la suya.
Al entrar al domicilio los policías le dijeron que él se encontraba “en código amarillo” de un proceso judicial, sin darle más detalles, ni mencionar qué proceso es. “No te vayás porque tenés que ver todo el procedimiento”, le dijeron.
Arévalo había convocado a medios de comunicación a una conferencia la tarde del lunes 11 de mayo en la Procuraduría para la Defensa de los Derechos Humanos (PDDH), donde hablaría sobre la inexistencia de procesos judiciales pendientes en su contra, luego que fue sobreseído por un caso de resistencia en enero de 2025 y también de una denuncia por cuota alimenticia de su expareja, la cual fue retirada. Dijo que pedirá a la PDDH que le ayuden con la documentación que le permita consignar que no tiene problema con la ley.
Me dijeron que aparezco con ‘código amarillo’ de un proceso, pero no me han dicho de cuál y no tengo ningún proceso activo, al menos no me han informado de nada. Tendré que ir al centro judicial a averiguar, porque por eso me han venido a buscar y registraron toda la casa. No sé por qué me vienen a buscar, no sé si es porque hago críticas al gobierno, pero eso es parte de mi libertad de expresión”, sostuvo.
Fuentes judiciales mencionan que estar en “código amarillo” significa que está “pendiente de captura” o “localizable o rebelde” y que en estos casos la persona debe presentarse a un tribunal donde haya tenido el proceso para verificar la condición en que se encuentra.
Arévalo interpuso hace unos meses un habeas corpus ante la Sala de lo Constitucional de la Corte Suprema de Justicia (CSJ) exponiendo acoso, seguimiento y hostigamiento de parte de la PNC. Pide protección para él y su familia, la cual asegura ha sido afectada con las llegadas continuas de los agentes.
También contó que lo han querido vincular con un proceso judicial en contra de vendedores del Centro Histórico de San Salvador que fueron capturados por supuestas agrupaciones ilícitas, pero asegura que él no tiene nada que ver. Incluso asegura que miembros del Cuerpo de Agentes Metropolitanos (CAM) de San Salvador Centro le han dicho que se salga de los lugares donde se dedica a vender sus productos, para evitar más problemas.
