The combined budget of the seven state oversight or watchdog institutions totaled $564.9 million, barely 5.3% of the overall state budget for 2026, a figure that represented a 17% drop in one year.
“This not only represents a smaller budget, but also implies less oversight capacity,” the organization Acción Ciudadana (AC) indicated during the presentation of the report.
The AC report found budget cuts at the Office of the Human Rights Ombudsman (PDDH), of -17.9%, and at the Judicial Branch, of -25%, alongside slight increases at the Institute for Access to Public Information (IAIP) and the Government Ethics Tribunal (TEG), of just 0.16%; 1.82% at the Procurator General’s Office; and 3.5% at the Attorney General’s Office (FGR).
Only the Court of Accounts of the Republic reported a budget increase of 10.65%, rising from $50.4 million to $55.8 million.
Based on these figures, AC concluded there is a risk of “structural impunity” because the state “fosters a system where oversight becomes selective and public resources are managed without effective checks and balances.” It also warned of a risk of “political coercion” against the Judicial Branch, since its budget will depend on the will of the Executive Branch.
“The elimination of the minimum 6% threshold for the Judicial Branch opens the door to the budget being used as a reward/punishment mechanism, based on the rulings issued by judges or the compliance of institutional heads.” Acción Ciudadana.
Additionally, there is a direct impact on the operations of some institutions such as the Judicial Branch and the PDDH, low investment in modernization, and a greater share of funds going to salary payments. Budget priorities, according to AC’s analysis, are the Security and Presidency portfolios.

El presupuesto de las siete instituciones de control o fiscalizadoras del Estado sumó un total de $564.9 millones, apenas un 5.3 % del presupuesto general del Estado durante 2026, cifra que representó una caída del 17 % en un año.
“Esto no solo representa menos presupuesto, sino implica además menos capacidad de control”, indicó la organización Acción Ciudadana (AC), en la presentación del informe.
El informe de la AC detectó recortes presupuestarios en la Procuraduría para la Defensa de los Derechos Humanos (PDDH), del -17.9 %, y en el Órgano Judicial, del -25 %, mientras leves aumentos en el Instituto de Acceso a la Información Pública (IAIP) y del Tribunal de Ética Gubernamental (TEG), de apenas el 0.16 %, de 1.82 % en la Procuraduría General de la República y de 3.5 % en la Fiscalía General de la República (FGR).
Solo la Corte de Cuentas de la República reportó un aumento presupuestario del 10.65 %, con un aumento de $50.4 a $55.8 millones.
Con estos datos, la AC consideró que hay un riesgo de “impunidad estructural” porque el Estado “propicia un sistema donde la fiscalización se vuelve selectiva y los recursos públicos se gestionan sin contrapesos efectivos”. Además, advierte un riesgo de “coacción política” al Órgano Judicial ya que su presupuesto dependerá de la voluntad del Poder Ejecutivo.
“La eliminación del porcentaje mínimo del 6 % del Órgano Judicial abre la puerta a que el presupuesto se utilice como un mecanismo premio/castigo, basado en las resoluciones que emitan los jueces o la docilidad de los titulares”. Acción Ciudadana.
Además, hay un impacto directo en la operatividad de algunas instituciones como el Órgano Judicial y la PDDH, baja inversión en modernización y mayor destino a pago de salarios. Las prioridades presupuestarias son, según el análisis de la AC, las carteras de Seguridad y Presidencia.
