Finance Minister Jerson Rogelio Posada Molina requested that the Legislative Assembly amend the 2026 General Budget Law to incorporate $25,758,332 from the National Council for the Inclusion of Persons with Disabilities (CONAIPD), the National Council for the Comprehensive Care of Older Adults (CONAIPAM), and the Ministry of Local Development into the fund of the Institute for the Administration of Veterans Benefits (INABVE).
According to the request, INABVE will receive $346,537 that had been allocated to CONAIPD, plus $517,880 from CONAIPAM. Added to this will be $24.8 million from the Ministry of Local Development, which had been allocated to the universal basic pension program for older adults. The latter ministry will be left with only $14.1 million for its operations in 2026.
The initiative comes after the roles and responsibilities of CONAIPD and CONAIPAM were transferred to INABVE, along with their corresponding budget allocations, which includes fulfilling the allocations for the payment of pensions to persons with disabilities, as outlined in the Special Law on the Inclusion of Persons with Disabilities.
“To transfer financial resources to support activities related to the care of veterans, and the costs derived from the rehabilitation of those injured and disabled as a result of the civil war; furthermore, for the execution of actions in favor of the comprehensive protection of the rights of older adults and persons with disabilities,” the request states.
This initiative must be evaluated by the Legislative Assembly, which must decide whether to grant this request in INABVE’s budget, reject it, or make modifications.
Still insufficient
Veterans pointed out that this budget increase for INABVE is “insufficient” to meet the sector’s needs, considering there is already a budget reduction of nearly $11 million compared to 2025, and that it will now have a greater administrative and financial burden to provide assistance to the injured, persons with disabilities, and older adults, according to Salomón Alfaro, spokesperson for the FMLN veterans.
“I think the figure is insufficient, even if it is dedicated exclusively to addressing the shortfalls of the veteran sector. But we must remember that this has to be shared with CONAIPD and CONAIPAM. There are a series of administrative expenses that are currently unfunded,” he stated.
Alfaro added that the institute has not been able to deliver the pension increase for veterans, which was one of the agreements reached with the current administration. He assures that they have also not begun construction of a hospital that could provide them with medical coverage, nor have they added individuals who were combatants in the Salvadoran civil war (1980-1992), meaning many cannot access social or medical programs, which he considers should be a priority.
Ángel Claudio, also a spokesperson for the veterans, stated that “the institute does not have the necessary resources for the sector’s needs; even in the project programs there are many difficulties, which is why we believe a more significant adjustment is necessary.”
In January 2026, veteran organizations requested a budget reinforcement of at least $60 million for the sector, as the institute provides specialized medical care to its members, ranging from metabolic care consultations (cardiac, diabetes), internal medicine, and specific care to treat physical impairments or injuries, as well as ophthalmology, dentistry, and orthopedic care, which they receive at a Polyclinic Hospital in downtown San Salvador.
LA PRENSA GRÁFICA sought a statement from the director of INABVE, Daniel Platero, requested through his communications team, but as of the close of this article, his response was still pending.
For this year, 2026, the Legislative Assembly approved a $189.9 million budget for INABVE, and in recent years there has been an upward trend for the institute, although beneficiaries say it is still far from having what is necessary for their needs.
Including budget reinforcements, in 2022 the institute had a total budget of $175 million; for 2023 it was a total of $186 million, and it increased in 2024 to $192 million. Last year, in 2025, it had a budget of $184.6 million after a $7 million cut.

El ministro de Hacienda, Jerson Rogelio Posada Molina, solicitó a la Asamblea Legislativa que modifique la Ley General de Presupuesto de 2026 para que incorpore $25,758,332 provenientes del Consejo Nacional para la Inclusión de las Personas con Discapacidad (CONAIPD), el Consejo Nacional Integral de la Persona Adulta Mayor (CONAIPAM) y el Ministerio de Desarrollo Local al fondo del Instituto Administrador de los Beneficios de los Veteranos y Excombatientes (INABVE).
De acuerdo a la solicitud, el INABVE tendrá $346,537 que habían sido asignados al CONAIPD , más los $517,880 del CONAIPAM. A ello se le sumarán $24,8 millones provenientes del Ministerio de Desarrollo Local , que estaban asignados al programa de la pensión básica universal del adulto mayor. Este último ministerio quedará solo con $14.1 millones para su funcionamiento en este 2026.
La iniciativallega luego que las funciones y responsabilidades del CONAIPD y del CONAIPAM fueron trasladadas la INABVE, con sus correspondientes asignaciones presupuestarias, lo cual contempla cumplir con las asignaciones para el pago de las pensiones a las personas con discapacidad, contempladas en la Ley Especial de Inclusión de las Personas con Discapacidad.
Transferir recursos financieros para apoyar las actividades relacionadas a la atención de Veteranos y Excombatientes, y los costos derivados de la rehabilitación de lisiados y discapacitados a consecuencia del conflicto armado; además, para la ejecución de acciones a favor de la protección Integral de los derechos de las personas adultas mayores y a las personas con discapacidad”, menciona la solicitud.
Esta iniciativa deberá ser evaluada por la Asamblea Legislativa, que debe decidir si otorga dicha solicitud en el presupuesto del INABVE, la rechazan o le hacen modificaciones.
Todavía es insuficiente
Veteranos y excombatientes señalaron que este aumento de presupuestio para el INABVE es “insuficiente” para solventar las necesidades del sector, tomando en cuenta que ya hay una reducción del presupuesto en comparación con el año 2025, cercana a los $11 millones, y que ahora tendrá mayor carga administrativa y financiera para dar asistencia a las personas lisiadas, con discapacidades y de adultos mayores, según indicó Salomón Alfaro, vocero de los excombatientes del FMLN.
Creo que la cifra es insuficiente, incluso si se dedica exclusivamente a solventar las carencias del sector veterano. Pero hay que recordar que esto se tiene que repartir con CONAIPD y CONAIPAM. Hay una serie de gastos administrativos que a la fecha están desfinanciados”, indicó.
Alfaro agregó que el instituto no ha podido solventar el aumento a la pensión para los veteranos y excombatientes , que era uno de los acuerdos que se tenía con la presente administración. Asegura que tampoco han iniciado la construcción de un hospital que pueda darles cobertura médica , ni se han agregado personas que fueron combatientes de la guerra civil salvadoreña (1980-1992) por lo que muchos no pueden tener acceso a los programas sociales, ni médicos, los cuales considera deben ser una prioridad.
Ángel Claudio, también vocero de los excombatientes, indicó que “el instituto no cuenta con los recursos necesarios para las necesidades del sector, incluso en los programas para proyectos hay muchas dificultades, por lo que consideramos que es necesario un ajuste más importante” .
En enero de 2026 las organizaciones de veteranos y excombatientes pidieron un refuerzo presupuestario de al menos $60 millones para el sector, debido a que el instituto aporta atención médica especializada a sus miembros, que va desde consultas de atención metabólica (cardiacas, diabetes), medicina interna, atención específica para tratar impedimentos físicos o lesiones, así como un servicio de oftalmología, odontología y atención de ortopedia las cuales reciben en un Hospital Policlínico en el Centro de San Salvador.

Para este año 2026 la Asamblea aprobó un presupuesto de $189.9 millones al INABVE y en los últimos años ha mantenido una tendencia a la alza para ese instituto, aunque los beneficiarios aseguran que aún dista mucho de tener lo necesario para sus necesidades.
