The ruling parties in the Legislative Assembly withheld their votes on Thursday on a proposal to issue a recommendation to the Ministry of Education (MINED) requesting the reinstatement of teachers who have been removed from their positions over the past month and who state they were the targets of arbitrary dismissals.
The recommendation request was introduced by the ARENA party, through lawmaker Marcela Villatoro, who questioned the refusal of lawmakers from the departments of Ahuachapán and Cabañas to receive the individuals seeking to be heard. The lawmakers from those departments belong to the Nuevas Ideas and PCN parties.
Villatoro proposed that the recommendation request the reinstatement of teachers dismissed from the Isabel Carrillo de Bolaños and Alejandro Humboldt educational complexes, both in Ahuachapán, and from the Instituto Nacional de Sensuntepeque, in Cabañas. However, the proposal received only two votes in favor, from ARENA. The Nuevas Ideas, PCN, and PDC parties withheld their votes, and Vamos was not present at the time of the vote.
A recommendation is an official document the Assembly can issue that is non-binding, but allows lawmakers to request an action from ministers that has been requested of them by the public.
As such, recommendations are one of the various checks and balances the Legislative Branch holds over the Executive, but since 2021, when Nuevas Ideas took control of the Assembly, their implementation has been virtually nonexistent.

Los partidos del oficialismo en la Asamblea Legislativa negaron, este jueves, sus votos a una propuesta para emitir un recomendable al Ministerio de Educación (MINED) para solicitar el reinstalo de profesores que han sido destituidos de sus cargos en el último mes y que afirman haber sido objeto de despidos arbitrarios.
La solicitud de recomendable fue presentada por el partido ARENA, por la diputada Marcela Villatoro, quien cuestionó la negativa de los diputados de los departamentos de Ahuachapán y Cabañas por recibir a las personas que buscan ser escuchadas. Los legisladores de dichos departamentos pertenecen a los partidos Nuevas Ideas y PCN.
Villatoro propuso que en el recomendable se solicite el reinstalo de profesores despedidos de los complejos educativos Isabel Carrillo de Bolaños y Alejandro Humboldt, ambos de Ahuachapán; y del Instituto Nacional de Sensuntepeque, de Cabañas. Sin embargo, la propuesta solo tuvo dos votos a favor, del partido ARENA. Los partidos Nuevas Ideas, PCN y PDC negaron sus votos y Vamos no se encontraba presente al momento de la votación.
Un recomendable es un escrito con carácter oficial que la Asamblea puede emitir y sin carácter vinculante, pero que permite a los legisladores solicitar ante los ministros una acción que les haya sido solicitada por la ciudadanía.
Como tal, los recomendables son uno de los diferentes elementos de control y contrapeso que el Órgano Legislativo tiene sobre el Ejecutivo, pero desde 2021, cuando Nuevas Ideas asumió el control de la Asamblea, su implementación ha sido prácticamente nula.
