Residents of several neighborhoods in the Chalchuapa district of Santa Ana Oeste have been waiting four years for drinking water service in their homes. In 2021, the National Administration of Aqueducts and Sewers (ANDA) drilled a well, but did not finish the work because the land was supposedly insufficient to complete the project, they said.
According to those affected, the lack of water service dates back 30 years on Calle al Arado San Federico 1, Reparto Libertad 1 and 2, and the San Antonio, Aguilares, San Federico 2, and San Martín neighborhoods.
But in 2021, ANDA identified a “water vein” in the area, so the communities organized and, together with the mayor’s office, provided a plot of land located in a green space in the Aguilares neighborhood for drilling the well. Residents said ANDA drilled the well but did not install the pump or the system to distribute the water.
“That well has been done since 2021, but they never came back to finish the job. They just told us, without showing us any plans, that the space was insufficient and that they needed the adjacent land. However, that plot is private; it doesn’t belong to the community. They wanted us to buy it, but we’re low-income and don’t have the means to do that,” explained Carolina Ramírez, a member of the ADESCO in the Aguilares neighborhood.
LA PRENSA GRÁFICA requested a statement from ANDA through its communications office, but the utility did not respond to this outlet’s request.
The families indicated that for four years they have been paying the bill ANDA sends them, despite not receiving the service. They stated that they pay monthly fees of between $3 and $11, because they fear losing the service if ANDA resumes and finishes the project. They added that ANDA only sends water trucks every 15 or 20 days.
“We’ve asked ANDA to finish the project, and we’ve also sought support from the mayor’s office. They’ve raised the possibility of transferring the project to the DOM, but for now we’re still waiting,” said another resident who asked to remain anonymous.
Colonias de Chalchuapa suman cuatro años sin agua por obra de ANDA inconclusa

Habitantes de varias colonias del distrito de Chalchuapa, en Santa Ana Oeste, tienen cuatro años esperando el servicio de agua potable en sus hogares. En 2021, la Administración Nacional de Acueductos y Alcantarillados (ANDA) perforó un pozo, pero no terminó los trabajos porque presuntamente el terreno era insuficiente para completar el proyecto, afirmaron.
De acuerdo con los afectados, la falta del servicio de agua ocurre desde hace 30 años en la calle al Arado San Federico 1, Reparto Libertad 1 y 2, colonias San Antonio, Aguilares, San Federico 2 y San Martín.
Pero en 2021, la ANDA identificó una “vena de agua” en la zona, por lo que las comunidades se organizaron y, junto con la alcaldía, le entregaron un terreno ubicado en una zona verde de la colonia Aguilares para la perforación del pozo. Los habitantes afirmaron que ANDA perforó el pozo, pero no instaló la bomba ni el sistema para distribuir el agua.
“Ese pozo ya está hecho desde 2021, pero nunca regresaron a terminar el trabajo. Solo nos dijeron, sin mostrarnos planos, que el espacio era insuficiente y que necesitaban el terreno contiguo. Sin embargo, ese predio es privado, no pertenece a la comunidad. Querían que nosotros lo compráramos, pero somos de escasos recursos y no tenemos la capacidad para hacerlo”, explicó Carolina Ramírez, integrante de la ADESCO de la colonia Aguilares.
LA PRENSA GRÁFICA pidió una postura de ANDA a través de su oficina de comunicaciones, pero no respondió a la solicitud de este medio.
Las familias indicaron que desde hace cuatro años pagan la factura que les envía la ANDA, a pesar de no recibir el servicio. Afirmaron que pagan cuotas de entre $3 y $11 al mes, pues temen perder el servicio en caso de que ANDA retome y finalice el proyecto. Agregaron que ANDA solo envía camiones cisterna cada 15 o 20 días.
“Hemos solicitado a ANDA que finalice el proyecto y también hemos buscado apoyo de la alcaldía. Nos han planteado la posibilidad de trasladar el proyecto a la DOM, pero hasta el momento seguimos a la espera”, dijo otra habitante que pidió permanecer en el anonimato.
