A report from the Finance Ministry details the destination of the budget modifications, which totaled $1,561.4 million in 2025, a 16.2% increase over the original budget.

According to Chapter II, “Settlement of the Last Approved Budget,” of the State Financial Management Report for fiscal year 2025, most of the funds went to “general state obligations and transfers” and to the aeronautics sector development program.

The largest amounts were used for export rebates, at $278.1 million; contributions to international organizations, at $281.8 million; and refunds of revenue from prior years, at $244.9 million.

The report also details that general state obligations amounted to $226.3 million, of which $83 million went to international organizations of which El Salvador is a member, as well as to the purchase of capital shares in the Central American Bank for Economic Integration (CABEI), the Andean Development Corporation (CAF), and the Asian Infrastructure Investment Bank.

A total of $157.7 million was allocated to the Autonomous Executive Port Commission (CEPA) for the aeronautics development project.

Smaller amounts were also directed to infrastructure investment under the Public Works and Transportation portfolio, at $91.8 million, as well as $29.4 million for transportation registration and regulation, or the public passenger transportation subsidy.

Likewise, $123 million of the increase was assigned to the Education portfolio, with $83.1 million going to basic education. An additional $7 million was allocated for the provision of uniforms, shoes, and school supplies.

A smaller share — $72.8 million of the increase — went to health institutions, including $22.5 million for Hospital Nacional El Salvador, $14.7 million for Technical and Regulatory Management, and $11 million for multilevel health resilience reinforcement, among others.

In Public Security and Justice, the largest reinforcement went to Incarceration and Rehabilitation, at $20.4 million; in National Defense, the reinforcement was directed to Army operations; and in the Interior, $5.9 million went to the Integration Directorate.

A total of $1,532 million was modified through legislative decrees and $29.4 million through executive agreements. Most of the modifications consisted of financing funds or securities incorporated into the budget, along with $225.9 million from taxes.

Un informe del Ministerio de Hacienda detalla el destino de las modificaciones presupuestarias, que sumaron $1,561.4 millones en el año 2025, un 16.2% de incremento respecto al presupuesto original.

De acuerdo con el capítulo II, “Liquidación del último presupuesto aprobado” del Informe de la Gestión Financiera del Estado del ejercicio fiscal 2025, la mayor parte de fondos fue destinada a “obligaciones y transferencias generales del Estado” y al programa de desarrollo del sector aeronáutico.

Los mayores montos se usaron para la devolución de exportadores, con $278.1 millones; a las contribuciones a organismos internacionales, con $281.8 millones y a la devolución de ingresos de años anteriores, por $244.9 millones.

El informe también detalla que las obligaciones generales del Estado ascendieron a $226.3 millones, de los cuales se destinaron $83 millones a organismos internacionales de la cual es miembro El Salvador; y a la compra de participaciones de capital en el Banco Centroamericano de Integración Económica (BCIE), Corporación Andina de Fomento (CAF) y Banco Asiático de Inversión en Infraestructura.

Para la Comisión Ejecutiva Portuaria Autónoma (CEPA) fue destinado $157.7 millones para el proyecto de desarrollo aeronáutico.

En menor cantidad también se orientaron $91.8 millones a la inversión en infraestructura dentro del ramo de Obras Públicas y de Transporte, así como $29.4 millones al registro y a la regulación de transporte o subsidio al transporte público de pasajeros.

Así mismo se asignaron $123 millones del aumento al ramo de Educación, $83.1 millones a la educación básica. Se reforzaron $7 millones a la dotación de uniformes, zapatos y útiles escolares.

En menor cantidad fueron asignados $72.8 millones del aumento a instituciones de salud, como el Hospital Nacional El Salvador, con $22.5 millones, la Gestión Técnico Normativa, con $14.7 millones, refuerzo de la resiliencia sanitaria multinivel, por $11 millones, entre otros.

El Seguridad Pública y Justicia, el mayor refuerzo fue dirigido a la Reclusión y Rehabilitación, con $20.4 millones; en Defensa Nacional, el refuerzo se destinó a operaciones del Ejército; y en Gobernación, $5.9 millones a la Dirección de Integración.

Un total de $1,532 millones se modificaron a través de decretos legislativos y $29.4 millones por acuerdos ejecutivos. La mayor parte de las modificaciones fueron fondos de financiamiento o títulos valores incorporados al presupuesto, $225.9 millones de impuestos.
