The ruling-party bloc in the Legislative Assembly approved two new loans on Wednesday for $150 million and $23 million, along with authorization for the Government to take on up to an additional $100 million in debt through the issuance of securities, which will be used to cover “strategic priorities” that were not specified during the approval process.
The authorization to issue $100 million in securities was approved with a fast-track waiver at the request of Nuevas Ideas caucus leader Christian Guevara. No explanation was provided to justify the need for the measure.
According to Article 2 of the decree, the funds may be allocated “to address strategic priorities of the Government, General Obligations of the State, which in their various forms require sources of liquidity, miscellaneous transfers, or to support needs in social, environmental, and/or economic sectors.”
Yesterday’s was the fourth authorization to issue securities that the current Legislative Assembly has approved for the Government of El Salvador in this term.
The previous approvals came in May 2024 ($1.5 billion), November 2024 ($1 billion), and November 2025 ($344 million). In total, the authorizations amount to as much as $2.944 billion in securities.
In addition, the current Assembly also authorized a $580 million issuance of securities in July 2025, though that one was on behalf of CEL.
Also loans
In addition to the securities, the Assembly also approved two new loans on Wednesday: one for $150 million from the Central American Bank for Economic Integration (CABEI) for the renovation of sports venues, and an in-kind loan with the company AGM El Salvador for $23 million to install LED streetlights along the country’s road network.
Both loans were questioned by the opposition over issues related to a lack of information.
In the case of the CABEI loan, the ARENA party pointed out that seven of the venues slated for renovation were already included in a loan approved in 2021 for the same purpose, but that there was no explanation of whether that work was carried out, whether this would involve complementary projects, or if work would be starting from scratch.
LA PRENSA GRÁFICA reached out to the INDES communications team about the matter, but as of this article’s deadline, there had been no official response from the institution.
Under the first loan approved for the renovation of sports venues, the Institute submitted a list of 25 venues; however, these were the ones presented to CABEI to justify the need for financing. Afterward, only nine facilities were actually renovated, with priority given to venues that would host competitions during the 2023 Central American and Caribbean Games.
Meanwhile, regarding the streetlight loan, the Vamos party criticized the fact that there are no details on the number of lights to be installed, their cost, or other relevant data.

Los partidos del oficialismo en la Asamblea Legislativa aprobaron este miércoles dos nuevos préstamos por $150 millones y $23 millones, además de una autorización para que el Gobierno pueda endeudarse hasta en $100 millones más por medio de una emisión de títulos valores, que le servirán para cubrir “prioridades estratégicas”, que no fueron determinadas durante su aprobación.
La autorización para emitir $100 millones en títulos valores fue aprobada con dispensa de trámite, a solicitud del jefe de fracción de Nuevas Ideas, Christian Guevara. No hubo ninguna explicación para justificar la necesidad de la medida.
De acuerdo con el artículo 2 del decreto, los fondos podrán destinarse “para atender prioridades estratégicas del Gobierno, Obligaciones Generales del Estado, que en sus distintas formas requieran fuentes de liquidez, transferencias varias, o para apoyar necesidades en sectores sociales, ambientales y/o económicos”.
La de ayer fue la cuarta autorización para emitir títulos valores que la actual Asamblea le aprueba al Gobierno de El Salvador en la presente legislatura.
Las anteriores aprobaciones fueron en mayo de 2024 ($1,500 millones), noviembre de 2024 ($1,000 millones), y noviembre de 2025 ($344 millones). En total, serían autorizaciones hasta por $2,944 millones en títulos valores.
Además, la actual Asamblea también autorizó una emisión en títulos valores por $580 millones en julio de 2025, pero esta fue a favor de la CEL.
También préstamos
Además de los títulos valores, la Asamblea también aprobó este miércoles dos nuevos préstamos: uno por $150 millones, con el Banco Centroamericano de Integración Económica (BCIE), para remodelación de escenarios deportivos; y uno en especies con la empresa AGM El Salvador por $23 millones para la instalación de luminarias led en la red vial del país.
Ambos préstamos fueron cuestionados por la oposición debido a aspectos relacionados con falta de información.
En el caso del préstamo con el BCIE, el partido ARENA señaló que siete escenarios a remodelar estaban incluidos en el préstamo aprobado en 2021 para el mismo fin, pero que no se explicó si ocurrió la intervención y si ahora se realizarán obras complementarias o si las mismas iniciarán desde cero.
LA PRENSA GRÁFICA consultó al equipo de comunicaciones del INDES por el tema, pero hasta el cierre de esta nota, no había respuesta oficial de la institución.
En el primer préstamo aprobado para remodelación de escenarios deportivos, el Instituto presentó un listado de 25 escenarios; sin embargo, estos fueron los que se presentaron al BCIE para justificar la necesidad del financiamiento. Posteriormente, se intervinieron únicamente nueve instalaciones, priorizando escenarios donde se desarrollarían competencias de los Juegos Deportivos Centroamericanos y del Caribe 2023.
Mientras, en el préstamo para luminarias, el partido Vamos criticó que no hay detalles sobre cantidad de luminarias a instalar, costo de estas, entre otros datos.
