Health unions denounced on Tuesday the arbitrary and illegal dismissal of workers from the Hospital Nacional Rosales (HNR), adding to those recorded in recent days across the country’s other public hospitals. Union representatives estimate that more than 2,000 positions have been eliminated.
They have dismissed workers from the central level: Hospital Zacamil, Hospital El Salvador, Hospital de San Miguel (San Juan de Dios), and the Hospital Psiquiátrico. They waited until the very last day, today (yesterday), to dismiss personnel from Hospital Rosales, stated the Sindicato de Trabajadores de la Salud (Health Workers Union, SITRASALUD).
The union added that the layoffs across various hospitals include physicians, psychologists, social workers, nursing staff, and administrative personnel. According to the data we possess, following the events at Rosales, more than 2,000 workers have been dismissed.
Staff from the HNR who were removed from their positions told LA PRENSA GRÁFICA that they were summoned to the Hospital Central, located adjacent to the Physical Medicine and Rehabilitation Unit of the Social Security system in San Salvador. There, they were informed of their dismissal.
They contacted us today and told us to report here, and that today they were going to dismiss all of us. One way or another we were being dismissed; they said they would provide indemnity or we could resign, but that we could do nothing to oppose it because that would be treated as rebellion, said one of the workers on condition of anonymity.
According to estimates by the dismissed workers themselves, positions were eliminated for 90 percent of those employed at the HNR. Some were notified of the meeting as early as Monday night, while others, they noted, learned of it this morning.
The layoffs stem from the directives of this government, of this dictatorship unfolding in the country. What President (Nayib Bukele) is doing constitutes murder, because he is inserting inexperienced people to care for patients who require specialized attention, asserted another dismissed worker.
The Movimiento por la Salud Dr. Salvador Allende (Dr. Salvador Allende Health Movement, ALAMES El Salvador) affirmed that, in addition to the hospitals where layoffs have been reported, they also have accounts of personnel dismissed from clinics of the Fondo Solidario para la Salud (Solidarity Fund for Health, FOSALUD) at the start of December.
We condemn the dismissals of health personnel and support technicians in the Ministerio de Salud (Ministry of Health, MINSAL), FOSALUD, and the Instituto Salvadoreño del Seguro Social (Salvadoran Social Security Institute, ISSS) that have taken place during December 2025. The staggered dismissals throughout December 2025 began in the initial weeks at FOSALUD, followed by a strong emphasis on the ISSS in the second week, and selectively in the MINSAL this week, they declared.
ALAMES maintained, furthermore, that all dismissals of health personnel during December 2025 are illegal, as they fail to adhere to the procedures stipulated by labor laws.
LA PRENSA GRÁFICA sent an email on Tuesday to Minister of Health Francisco Alabi to inquire about the layoffs at the HNR and the reasons behind them. As of the close of this report, no response had been received to the request.
PROCEDURE
Doctor Rafael Aguirre, general secretary of the Sindicato de Médicos Trabajadores del Instituto Salvadoreño del Seguro Social (Union of Physician Workers of the Salvadoran Social Security Institute, SIMETRISSS), also addressed the situation at the HNR and the process of notifying dismissals.
They are telling me that right now they plan to dismiss around 350 people from the Ministry of Health. They have them gathered at Hospital Rosales, indicated the union secretary this morning.
Aguirre added that, according to the information he received, the use of mobile phones was restricted for workers during the delivery of dismissal notices. At this moment, they have even confiscated their cell phones to prevent them from recording or taking photographs of the letters they are handing out, he noted.
He also asserted that the departure of personnel is occurring amid high demand for health services.
On another note, Doctor Aguirre stated that the number of people dismissed at the Social Security Institute has risen to 150 in recent days.
At the Social Security Institute, approximately 150 people have been dismissed in recent days. Of that total, 100 are from the medical units in Ilopango, Apopa, Santa Ana, San Jacinto, and the Hospital General, mentioned the physician.
To these, he assured, must be added the 50 individuals dismissed from the ISSS pensions unit last Friday. Among the layoffs are also physicians, numbering around 15.
Denuncian despidos masivos en el Hospital Rosales
Sindicatos de salud denunciaron este martes el despido “arbitrario e ilegal” de trabajadores del Hospital Nacional Rosales (HNR), que se suman a los que se han registrado en los últimos días en los demás hospitales públicos del país. Gremiales estiman que a más 2,000 personas se les suprimió la plaza.
“Han despedido trabajadores del nivel central: Hospital Zacamil, Hospital El Salvador, Hospital de San Miguel (San Juan de Dios), Hospital Psiquiátrico. Solo hoy (ayer) esperaron al último día para despedir a personal del Hospital Rosales”, señaló el Sindicato de Trabajadores de la Salud (SITRASALUD).
La gremial añadió que dentro de los despidos en los diferentes hospitales hay médicos, psicólogos, trabajadores sociales, personal de enfermería y personal administrativo. “Según los datos que tenemos, tras lo que sucedió en el Rosales, son más de 2,000 trabajadores despedidos”.
Personal del HNR que fueron cesados de sus cargos, dijeron a LA PRENSA GRÁFICA que fueron citados al Hospital Central, ubicado a un costado de la Unidad de Medicina Física y Rehabilitación del Seguro Social, en San Salvador. Allí se les informó de su despido.
“Este día nos hablaron y nos dijeron que nos presentáramos acá y que este día nos iban a despedir a todos. Sí o sí nos despedían, que nos iban a dar la indemnización o que renunciáramos, pero que no podíamos hacer nada en contra porque era como rebeldía”, dijo uno de los trabajadores en anonimato.
De acuerdo a estimaciones de los mismos trabajadores despedidos, al 90 % de los que laboraban en el HNR se les suprimió la plaza. A algunos les notificaron de la reunión desde la noche del lunes y a otros, comentaron, esta mañana.
“(Los despidos) Son las disposiciones de este Gobierno, de esta dictadura que se está viviendo en este país. Esto que está haciendo el presidente (Nayib Bukele) es un asesinato, porque está metiendo a gente sin experiencia a atender pacientes que requieren cuidados especiales”, señaló otro de los trabajadores cesados.
El Movimiento por la Salud “Dr. Salvador Allende” ALAMES El Salvador aseguró que además de los hospitales donde se han registrado despidos, también tienen informes de personal cesado de las clínicas del Fondo Solidario para la Salud (FOSALUD) a inicios de diciembre.
“Condenamos los despidos de personal de salud y técnicos de apoyo en el MINSAL (Ministerio de Salud), FOSALUD e ISSS (Instituto Salvadoreño del Seguro Social) que se han presentado durante diciembre de 2025. Los despidos escalonados durante diciembre de 2025 iniciaron en las primeras semanas FOSALUD, después en la segunda semana con un gran énfasis en el ISSS y en esta semana de manera selectiva en el MINSAL”, señalaron.
ALAMES sostuvo, además, que “todos los despidos del personal de salud durante diciembre 2025 son ilegales, pues no cumplen con el procedimiento que las leyes laborales plantean”.
LA PRENSA GRÁFICA envió este martes un correo electrónico al ministro de Salud, Francisco Alabi, para consultarle sobre los despidos en el HNR, sobre cuáles son los motivos de los mismos. Al cierre de esta nota no hubo respuesta a la solicitud.
“PROCEDIMIENTO”
El doctor Rafael Aguirre, secretario general del Sindicato de Médicos Trabajadores del Instituto Salvadoreño del Seguro Social (SIMETRISSS), también se refirió a la situación registrada en el HNR y al proceso de notificación de despidos.
“Me están mencionando que en este momento van a despedir alrededor de 350 personas del ministerio de Salud. Las tienen reunidas en el Hospital Rosales”, señaló el secretario de la gremial esta mañana.
Aguirre agregó que, según la información que recibió, durante la entrega de las notificaciones de despido se restringió el uso de teléfonos móviles a los trabajadores. “En este momento hasta les han decomisado también los celulares para que no graben ni tomen fotografías de las cartas que les están entregando”, indicó.
Asimismo, sostuvo que la salida de personal ocurre en un contexto de alta demanda de servicios de salud.
Por otro lado, el doctor Aguirre dijo que en los últimos días se elevó a 150 las personas despedidas en el Seguro Social.
“En el Seguro Social 150 personas aproximadamente han sido despedidas en los últimos días. De ese total, 100 personas son de las unidades médicas de Ilopango, Apopa, Santa Ana, San Jacinto y el Hospital General”, mencionó el médico.
A estas se suman, aseguró, las 50 personas que fueron cesadas de la unidad de pensiones del ISSS el viernes de la semana pasada. Dentro de los despidos también hay médicos, alrededor de 15.
