The death of Jessica Solís, which occurred on November 6 in front of the Palacio Nacional in San Salvador’s Historic Center, continues to provoke scrutiny from experts and the public amid the lack of visible progress in the investigation. Criminal defense attorney and criminologist Otto Flores noted that this constitutes a homicide and that the Attorney General’s Office must still determine whether it was intentional, negligent, or a case of eventual intent.
The specialist criticized the absence of official information and the immediate response following the incident, noting that the crime scene processing protocol was not followed. Videos and photographs circulated by citizens present at the scene revealed the swift deployment of cleaning personnel from the San Salvador Mayor’s Office, who rapidly painted over and washed down the area.
In Flores’ view, this conduct constitutes “serious tampering with the crime scene” and could amount to procedural fraud.
Flores flagged as concerning the fact that the Attorney General’s Office failed to appear at the site and the ongoing lack of clarity regarding whether the weapon was properly seized and whether the necessary ballistic analysis has been conducted to link it to the detained soldier, whom the police indicate will be prosecuted for negligent homicide. Furthermore, he highlighted that the case was not reported as a homicide in the official daily tally.
The attorney warned that it would be unacceptable for authorities to keep under seal the surveillance video records from the area, given that the perimeter is monitored by public cameras that could prove pivotal in reconstructing the events.
Flores stressed the imperative of transparency in the judicial handling of the case.

La muerte de Jessica Solís, ocurrida el 6 de noviembre frente al Palacio Nacional en el Centro Histórico de San Salvador, continúa generando cuestionamientos por parte de especialistas y de la población ante la falta de avances visibles en la investigación. El abogado penalista y criminólogo, Otto Flores, señaló que se trata de un homicidio y que la Fiscalía aún debe determinar si fue doloso, culposo o un caso de dolo eventual.
El especialista criticó la ausencia de información oficial y la actuación inmediata tras el hecho, señalando que el protocolo de procesamiento de escena del delito no se cumplió. Videos y fotografías difundidos por ciudadanos que se encontraban en el lugar evidenciaron la pronta movilización de personal de limpieza de la Alcaldía de San Salvador, quienes pintaron y lavaron el área de forma rápida.
Para Flores, este accionar constituye una “grave alteración de la escena del delito” y podría configurarse como fraude procesal.
Flores señaló como preocupante que la Fiscalía no se presentara al sitio y que aún no exista claridad sobre si se incautó correctamente el arma y si se ha realizado el análisis balístico necesario para vincularla con el militar detenido, quien según la Policía será procesado por homicidio culposo. Además, destacó que el caso no fue reportado como homicidio dentro del conteo oficial diario.
El abogado advirtió que sería inaceptable que las autoridades mantuvieran en reserva los registros de videovigilancia del área, tomando en cuenta que el perímetro está cubierto por cámaras públicas que podrían ser clave para reconstruir los hechos.
Flores insistió en la necesidad de transparencia en la judicialización del caso.
