The Movimiento de Víctimas del Régimen (Movement of Regime Victims, MOVIR) reported on social media the death of 59-year-old José Arnulfo Fernández Flores, who was incarcerated at the Izalco Penal Center in Sonsonate. With him, the toll reaches 455 individuals who have lost their lives in state custody under the state of exception, according to tallies by human rights organizations.
According to MOVIR, José Arnulfo died on Tuesday, November 18, at the Jorge Mazzini National Hospital in Sonsonate, where he had been admitted for a second time on Saturday, November 15. The victim was a native of Ciudad Arce, La Libertad.
“He died while awaiting an appearance before a judge to determine his guilt or innocence. How much longer must we endure such arbitrariness and dehumanization in El Salvador?” MOVIR shared on its social networks.
With José Arnulfo’s death, the count stands at 455 incarcerated individuals who have died since the implementation of the state of exception (March 2022), based on cases documented by Socorro Jurídico Humanitario (Legal Humanitarian Aid). Of those deaths, 182 individuals (40%) were held at the Izalco Penal Center, and 282 were in the hospital network at the time of their death.
For Ingrid Escobar, director of Legal Humanitarian Aid, the deaths of inmates demand investigation to ascertain any underlying crimes. She further asserts that penal centers fail to provide adequate medical follow-up, which exacerbates the health issues of individuals enduring overcrowded conditions.
“This signifies that the right to health is not being respected within El Salvador’s penitentiary system. We believe the death toll could be higher, as our estimate draws from the information we have managed to gather. We have reliable data indicating that thousands of gravely ill people are in the Izalco [prison], many of whom hold release orders, and some are close to death. It is a grave situation,” she indicated.
LA PRENSA GRÁFICA sought comment from the Dirección General de Centros Penales (General Directorate of Penal Centers) regarding the report of this latest inmate death; however, as of press time, a response was still pending.
Recluido en Izalco muere en el hospital Mazzini
El Movimiento de Víctimas del Régimen (MOVIR) informó en sus redes sociales sobre la muerte de José Arnulfo Fernández Flores, de 59 años de edad, quien estaba recluido en el Centro Penal de Izalco, en Sonsonate. Con él serían 455 personas que perdieron la vida bajo custodia del Estado en el marco del régimen de excepción, según el recuento de organizaciones de derechos humanos.
De acuerdo con el MOVIR, José Arnulfo falleció el martes 18 de noviembre en el Hospital Nacional “Jorge Mazzini”, en Sonsonate, donde fue ingresado por segunda ocasión el sábado 15 de noviembre. La víctima era originaria de Ciudad Arce, La Libertad.
Murió esperando comparecer ante un juez para que se determinara su culpabilidad o inocencia. ¿Hasta cuando tanta arbitrariedad y deshumanización en El Salvador?”, compartió el MOVIR en sus redes sociales.
Con la muerte de José Arnulfo son 455 privados de libertad que han muerto desde la implementación del régimen de excepción (marzo de 2022), según los casos documentados por el Socorro Jurídico Humanitario (SJH). De esas muertes, 182 personas (el 40%) estaban recluidas en el Centro Penal de Izalco y 282 estaban en la red hospitalaria al momento de su muerte.
Para Ingrid Escobar, directora del SJH, las muertes de privados de libertad deben investigarse para conocer si hay algún tipo de delitos. Además, expone que los centros penales no dan el seguimiento médico adecuado lo que complica la salud de las personas que están en condiciones de hacinamiento.
Esto significa que no se está respetando el derecho a la salud en el sistema penitenciario de El Salvador. Creemos que la cifra de muertes puede ser más, pues es un estimado con base a la información que hemos logrado recabar. Tenemos datos fidedignos que en (el penal de) Izalco hay miles de personas muy enfermas, muchas de las cuales tienen carta de libertad, algunas están cerca de morir, es una situación grave”, indicó.
LA PRENSA GRÁFICA buscó una versión de la Dirección General de Centros Penales (DGCP) acerca de la denuncia de esta nueva muerte de un privado de libertad; sin embargo al cierre de esta nota aún se esperaba su respuesta.
