The transfer of patients and outpatient services from the old Rosales National Hospital (HNR) to other facilities began on Friday, September 12, but the Ministry of Health (MINSAL) has yet to specify the new locations.
This week, the procedure required patients to call a number to find out where their appointments were scheduled. They were then instructed to arrive at the HNR to be provided with transportation, though some had to travel on their own.
Patients told LA PRENSA GRÁFICA that some outpatient services have been relocated to Paravida Hospital and COOPEFA (Armed Forces Cooperative). This news outlet confirmed that patients are being sent to these locations, where they appeared disoriented by the lack of information.
“They just told me to come to this hospital (Paravida). I am going to show them the papers I was given, but since this is all so strange, we are completely lost,” one patient told this news outlet.
“The problem is that you ask a question, and the guard tells you one thing, but inside they tell you another. You have to go around in circles asking because no one gives you a clear answer,” said another HNR patient.
The National Health Forum (FNS) stated that the relocation of outpatient services to other care centers was handled haphazardly by the HNR management and the Ministry of Health (MINSAL). “It is the patients and the healthcare staff who suffer from this.”
“If they can hold press conferences to announce trivial matters, then this patient transfer certainly merits one to inform the public. People do not know where to go for appointments or where the Rosales pharmacies and laboratories are now located,” they added.
For its part, the Dr. Salvador Allende Health Movement, ALAMES El Salvador, asserted a lack of planning on the part of health authorities.
“We reject this haphazard, chaotic, and disrespectful treatment of the inpatients and their families at Rosales Hospital, who have received no institutional guidance. This is part of a broader process of healthcare privatization,” the organization stated.
On Thursday, September 18, LA PRENSA GRÁFICA sent an email to HNR Director Dr. Yeerles Luis Ángel Ramírez Henríquez—whose contact information is listed in the MINSAL directory—and to Minister of Health Francisco Alabi, inquiring about the logistics of the patient transfer and the failure to announce the changes in a timely manner. At the time of publication, a response was still pending.
HNR patients consulted by this news outlet noted that medicine shortages compound the lack of information about where services have been relocated. “I am praying to the Lord that they have the medicine, because sometimes they do not,” stated one person waiting to fill a prescription.
Incertidumbre en pacientes del Hospital Rosales por falta de información
El viernes 12 de septiembre comenzó el traslado de pacientes y la consulta externa, desde el antiguo Hospital Nacional Rosales (HNR) a otros establecimientos, pero hasta ahora, el Ministerio de Salud (MINSAL) no ha indicado cuáles son esos lugares.
La dinámica de esta semana fue que el paciente llamara a un número y preguntara dónde le toca pasar consulta. Llegue al HNR y le brindarán transporte o, en todo caso, algunos se trasladan por su cuenta.
Pacientes dijeron a LA PRENSA GRÁFICA que parte de la consulta externa se ha trasladado al Hospital Paravida y COOPEFA (Cooperativa de la Fuerza Armada). Esta redacción comprobó que a esos lugares se trasladan pacientes, quienes se mostraron desorientados por falta de información.
“Solo me dijeron que viniera a este hospital (Paravida). Yo les voy a presentar los papeles que me dieron, pero como todo está bien raro, andamos perdidos”, comentó un paciente a este medio.
“La cuestión es que uno pregunta y el vigilante dice una cosa, adentro dicen otra y uno tiene que andar dando vueltas preguntando porque no dicen claramente nada”, dijo otra paciente del HNR.
El Foro Nacional de Salud (FNS) consideró que el traslado de las consultas externas a otros centros de atención se realizó, de parte de la dirección del HNR y del Ministerio de Salud (MINSAL) de forma improvisada. “Quien sufre con esto con los pacientes y el personal de salud”.
“Si han hecho conferencias de prensa para anunciar cosas no relevantes, esto (traslado de pacientes) merece una conferencia de prensa para informar a la población. La gente no sabe dónde pasará consulta, dónde están las farmacias, los laboratorios del Rosales”, añadieron.
Por su parte, el Movimiento por la Salud “Dr. Salvador Allende” ALAMES El Salvador aseguró que hay falta de planificación de las autoridades de salud.
“Rechazamos toda ocurrencia, desorden e irrespeto a los pacientes ingresados y sus familiares del Hospital Rosales, que no han recibido ninguna orientación institucional. Esto forma parte de un proceso de privatización de la salud”, consideró la organización.
LA PRENSA GRÁFICA envió el jueves 18 de septiembre un correo electrónico al director del HNR, doctor Yeerles Luis Ángel Ramírez Henríquez —cuyo contacto aparece en el directorio del MINSAL—, y al ministro de Salud, Francisco Alabi, para consultarles sobre la logística de traslado de los pacientes y también por qué no se informó de manera oportuna sobre los cambios. Al momento se está a la espera de una respuesta.
Usuarios del HNR consultados por este medio señalaron que aunado a la falta de información sobre dónde están ubicados los servicios, se suma la escasez de medicamentos. “Le pido al Señor que haya medicina, porque a veces no hay”, afirmó una de las personas que estaba a la espera de recibir medicamentos.
