No ally has proven as useful to Bukele as the gangs. The deals he began forging during his first campaign for the mayoralty of San Salvador—through Sliptone—laid the foundation for the regime that now threatens to entrench itself in El Salvador.

The secret release of Crook will remain proof of that alliance. The same one that, combined with pandemic restrictions, allowed the president to boast of low homicide rates during the first three years of his first term. Everything else was mere propaganda.

Then came Bukele’s betrayal. Desperate and unable to offer concrete results to Salvadorans, he found in the gangs the perfect scapegoat to distract from his failures.

The imprisonment of the gangs has provided the pretext to decree and maintain the country under a state of exception, through which Bukele’s regime surveils, persecutes, and imprisons anyone who displeases it.

Even behind bars, the gangs continue to serve him. Through them, the government incessantly manufactures narratives, propaganda, and political threats that, to this day, are the pillars propping up the regime.

Bukele, moreover, casts himself as the only one capable of containing those who served him so well: “If I am not here, the gangs will return,” he repeats as a threat to voters. Though carrying out this threat seems unlikely, as the president’s former allies will surely seek to avenge his treachery.

Using the gangs as a pretext, Bukele also co-opted the judicial and penitentiary systems. From that point on, prisons were no longer just for criminals; innocents are also locked up in them, whom the government callously labels a “margin of error.”

Worse still, imprisonment has become the instrument with which the president intimidates, and his regime tortures and murders, anyone who displeases him or poses a threat. The death of Alejandro Muyshondt, the widely questioned imprisonment of Ernesto Muyshondt and former FMLN officials, and most recently the abhorrent arrest of Ruth López, all attest to this.

Thus, the president who seduced the gangs, manipulated them, and betrayed them continues to reap the fruits of that relationship to this day.

Now the president has traded his partnership with criminals for another no better. His new accomplices are more refined, sporting stylized tattoos, clad in silk, and accompanying him from the Legislative Assembly, the judiciary, and the government cabinet. These can mask the stench of their actions with perfume.

Today, Bukele and his circle wield the legal and political tools to repress, control the institutional mechanisms to intimidate, and harness the resource of fear to manipulate; and all of this, the official narrative not only fails to conceal but flaunts and justifies, pinning it on the gangs.

How much the president owes those he has imprisoned!

¡Tanto debe Bukele a las pandillas!

Ningún aliado de Bukele le ha sido tan útil como las pandillas. Los acuerdos que comenzó a fraguar desde su primera campaña a la alcaldía de San Salvador —a través del Sliptone— cimentaron el régimen que hoy amenaza con perpetuarse en El Salvador.

La liberación en secreto del Crook seguirá siendo prueba de aquella alianza. La misma que, sumada a las restricciones de la pandemia, permitió al presidente presumir de bajas tasas de homicidio durante los primeros tres años de su primer mandato. Todo lo demás era propaganda.

Después vino la traición de Bukele. Desesperado e incapaz de ofrecer resultados concretos a los salvadoreños, encontró en las pandillas al chivo expiatorio adecuado para distraer de sus fracasos.

El encarcelamiento de las pandillas ha sido el pretexto para decretar y mantener al país bajo el estado de excepción a través del cual el régimen de Bukele vigila, persigue y encarcela a todo aquel que le incomoda.

Pero aún en la cárcel, las pandillas siguen sirviéndole. A través de ellas, el gobierno crea de manera incesante narrativas, propaganda y amenazas políticas, que hasta el día de hoy son los pilares que sostienen al régimen.

Bukele, además, se presenta a sí mismo como el único capaz de contener a aquellos que tan bien le sirvieron: “Si yo no estoy, las pandillas vuelven”, repite como amenaza a los votantes. Aunque cumplir la misma parece poco probable, ya que los antiguos aliados del presidente querrán vengar su traición.

Gracias al pretexto de las pandillas, Bukele también cooptó al sistema judicial y penitenciario, y a partir de ahí las cárceles ya no son solo para criminales, sino que también en ellas se encierra a inocentes, a quienes con frialdad el gobierno llama “margen de error”.

Peor aún, la prisión se ha convertido en la herramienta con la que el presidente intimida, y su régimen tortura y asesina, a todo aquel que le incomoda o representa una amenaza. La muerte de Alejandro Muyshondt, el cuestionado encarcelamiento de Ernesto Muyshondt y de antiguos funcionarios del FMLN, y más recientemente la aberrante captura de Ruth López, son prueba de ello.

Así, el presidente que sedujo a las pandillas, las manipuló y traicionó, hoy sigue cosechando los frutos de aquella relación.

Ahora el presidente ha cambiado el asocio que mantuvo con los criminales por otro que no es mejor. Sus nuevos cómplices son más elegantes, tienen tatuajes estilizados, visten de seda y le acompañan desde la Asamblea Legislativa, el Poder Judicial y el gabinete de gobierno. Estos pueden cubrir con perfume el hedor de sus acciones.

Hoy Bukele y los suyos tienen las herramientas legales y políticas para reprimir, controlan los mecanismos institucionales para amedrentar y disponen del recurso del miedo para manipular; y todo esto, la narrativa oficial no solo no lo esconde, sino que lo presume y justifica desde las pandillas.

¡Tanto le debe el presidente a quienes ha encarcelado!
