Forty specialists from Rosales National Hospital have resigned their posts over the last two months, up to August 29, according to three physicians from the hospital, another who previously worked there, and a fifth who works in an administrative role at the Ministry of Health, all of whom spoke to Voz Pública. Three other doctors confirmed the hospital’s situation but declined to comment on the matter.

The information provided by the sources was used to compile the following table detailing resignations by area. If two sources provided different figures, a third was consulted. When that was not possible, the lower figure was used. A column with the staff count for each service was added for reference.

The Neurosurgery, Orthopedics, and Otolaryngology departments lost half or more of their specialists, including their department heads. Four of the eight orthopedists resigned from their positions. A similar situation occurred in Otolaryngology, a service that lost three of its four members. From a team of ten neurosurgeons, three resigned and three more were transferred to other peripheral centers due to construction at the old hospital. In Radiology, however, four specialists resigned their posts, leaving only the department head.

The resignations are effective immediately, except for department heads, who will remain for 15 days after the August 29 deadline. “For those who resigned by Friday (the last day), their severance will be paid in July 2026. If they do so later, the payment will not be made until March 2027,” stated one of the sources, who shared a copy of the resignation form with Voz Pública.

This doctor, who has worked at Rosales for 20 years, cannot recall such a large-scale resignation. “[My colleagues] do not want to be trapped in other hospitals where they have been transferred, such as the Zacamil, San Rafael, Military, El Salvador, Bautista, Paravida Centro, and Central hospitals,” he expressed.

Another doctor who works in the private sector and is familiar with the situation explains the reasons. “Rosales has been dismantled. No one is going to wait four years for it to be rebuilt or go to a peripheral hospital that lacks the proper conditions to work. Those who will suffer most are the thousands of patients who received daily consultations at that hospital,” stated another, conveying the sentiment of a segment of the physicians.

The renovation of the old facilities is being managed by personnel from Casa Presidencial (Office of the President) and the Dirección Nacional de Obras Municipales (DOM), while the Ministry of Health has been sidelined, two of the sources interviewed agreed.

Pathology Without Pathologists

In the Pathology department, all three specialists resigned. In Dermatology, two left, leaving the hospital with only one specialist in skin diseases. In Neurology, two physicians left their posts, including the department head, leaving the service with half its staff.

For the source who works at the Ministry of Health, it is all part of a preconceived script. “What they intend to do is purge the old guard and install new personnel, whom they have supposedly already hired. My colleagues understand that the doctors who will arrive to assume their duties are mostly foreigners,” he indicated. Another source, a surgeon at the hospital, adds that the current staff would not continue at the new Rosales hospital, and their positions would be filled by new hires and foreign doctors.

The president of the Colegio Médico, Iván Solano Leiva, connects the situation at Rosales to the deterioration of working conditions for new doctors at the hospital. He cites professional services contracts that offer no access to the health career ladder and no right to contribute to the pension fund or social security. “In this context, the more experienced doctors, many of them department heads, opt to resign when faced with conditions that worsen the labor situation for Salvadoran doctors and health personnel in general,” he noted.

He warns of a decline in the quality of patient care, a reality linked to the recent Law for the Creation of the National Hospital Network, in effect since August 30. The regulation states that the Specialized Outpatient Clinic being built by the DOM on the grounds of the former Maternity Hospital will become part of the assets of that national network, as will the staff of Rosales hospital.

Voz Pública sought comment from health authorities through the Presidential Press Secretary, but he did not respond to the message.

Renuncian 40 especialistas en el hospital Rosales

Cuarenta especialistas del Hospital Nacional Rosales renunciaron a su plaza en los últimos de dos meses y hasta el pasado 29 de agosto, según informaron a Voz Pública tres médicos del centro hospitalario, otro más que trabajó en el pasado y un quinto que labora en el área administrativa del Ministerio de Salud. Tres doctores más confirmaron la situación que atraviesa el hospital, pero declinaron hablar del asunto.

Con la información aportada por las fuentes se elaboró esta tabla con el detalle de las renuncias por cada área. Si dos fuentes brindaron una cifra distinta se consultó a una tercera. Cuando no fue posible, se dejó el dato menor. Como referencia se agregó una columna con el staff de cada servicio.

Las dependencias de Neurocirugía, Ortopedia y Otorrino perdieron la mitad o más de los especialistas, incluidos los jefes de servicio. Cuatro de los ocho ortopedas renunciaron a su puesto. Algo similar sucedió en Otorrinolaringología, un servicio que perdió a tres de sus cuatro integrantes. De un equipo de diez neurocirujanos, tres renunciaron y a tres más los trasladaron a otros centros de la periferia por las obras en el antiguo hospital. En Radiología, en cambio, cuatro renunciaron a su plaza y solo se quedó la jefa del servicio.

La renuncia tiene un carácter inmediato salvo para los jefes de servicio que se mantienen 15 días después del 29 de agosto cuando se cerró el plazo. “A los que renunciaron hasta el viernes (último día), la indemnización sería en julio de 2026. Si lo hacen después, (el aporte económico) va hasta marzo de 2027”, afirmó una de las fuentes, quien compartió a Voz Pública una copia de la hoja de renuncia.

Este doctor, que trabaja en el Rosales desde hace 20 años, no recuerda una renuncia tan numerosa. “(Los colegas) no quieren quedar atrapados en otros hospitales donde han sido trasladados como (los hospitales) Zacamil, San Rafael, Militar, El Salvador, Bautista, Paravida Centro y Central”, expresó.

Otro médico que trabaja en lo privado y que es conocedor de la situación explica las razones. “El Rosales ha sido desmantelado. Nadie se va a quedar esperando cuatro años para que lo construyan o va a ir a un hospital periférico donde no se tienen condiciones para trabajar. Los que más van a sufrir son los miles de pacientes que a diario consultaban en ese hospital”, afirmó otro sobre el sentir de una parte de los galenos.

La remodelación de las antiguas instalaciones está a cargo de personal de Casa Presidencial y la Dirección Nacional de Obras Municipales (DOM) en tanto que el Ministerio de Salud está al margen, coincidieron dos de las fuentes entrevistadas.

Patología sin patólogos

En el servicio de Patología renunciaron los tres especialistas. En Dermatología se fueron dos y el hospital quedó con un solo especialista en las enfermedades de la piel. En Neurología, dos galenos dejaron sus puestos, incluido el jefe, quedando el servicio con la mitad del personal.

Para la fuente que trabaja en el Ministerio de Salud, todo es parte de un guion armado. “Lo que pretenden ahí es sacudir todo lo viejo y dejar gente nueva, que supuestamente ya tienen contratada. Los colegas manejan que los médicos que van a llegar a asumir las funciones que ellos tenían son extranjeros en su mayoría”, indicó. Otra de las fuentes, un cirujano del hospital, añade que los staff actuales ya no continuarían en el nuevo hospital Rosales y sus puestos los asumirían las nuevas contrataciones y los médicos extranjeros.

El presidente del Colegio Médico, Iván Solano Leiva, relaciona la situación descrita en el Rosales con el deterioro de las condiciones laborales para los nuevos médicos en el hospital. Enumera los contratos por servicios profesionales, sin acceso al escalafón de salud y sin derecho a cotizar al fondo de pensiones y a la seguridad social. “En este sentido, los médicos con mucha más experiencia, muchos de ellos jefes, optan mejor por renunciar ante unas condiciones que vienen a precarizar la situación laboral del médico salvadoreño y del personal de salud en general”, apuntó.

Advierte una disminución en la calidad de atención de los pacientes, una realidad que está ligada con la reciente Ley de creación de la Red Nacional de Hospitales, en vigencia desde el pasado 30 de agosto. La normativa dice que la Consulta Externa Especializada que la DOM construye en el precio del antiguo hospital de Maternidad pasará a ser parte del patrimonio de esa red nacional, así como el personal del hospital Rosales.

Voz Pública buscó una reacción de las autoridades sanitarias a través del secretario de prensa de la Presidencia, pero no respondió el mensaje.
