El Salvador’s president, Nayib Bukele, complained to his Costa Rican counterpart, Rodrigo Chaves, after Chaves’s representative to the Central American Bank for Economic Integration (BCIE), Alberto Franco, refused to approve funding. The economist stated this in testimony given to the Fiscalía General (Public Prosecutor’s Office) that appears in case file 25-000019-0033-PE, which a committee of the Legislative Assembly is reviewing as part of proceedings to lift the president’s immunity, as requested by the Supreme Court of Justice.
This excerpt was revealed by lawmaker Rocío Alfaro during her questioning of the president this Friday morning at a hearing where he presented his defense against allegations of extortion.
The lawmaker from the Broad Front Party (PFA) acknowledged that while the statement regarding the Salvadoran leader was not directly related to the case against Chaves, it was part of the context of the “annoyance” Chaves harbored toward Franco.
In addition to that issue, the economist stated that his dismissal on November 6, 2022, stemmed from the way he allocated funds at the international organization, according to Alfaro.
“But he also affirms that you pressured him because the president of El Salvador also pressured you, that there was a complaint,” the lawmaker added.
Chaves insisted that he ordered Franco’s dismissal for “incompetence and lack of capacity.”
However, on December 13, 2023, the president also stated that the former director “damaged Costa Rica’s relations with other member countries of the bank” because he had “too much initiative.”
When questioned about whether that “complaint” or “pressure” occurred, the president replied:
“I will be more than glad to address this topic when the Legislative Assembly deems it appropriate to establish an investigative committee on the case. This is not an investigative committee into the kind of pressure that Mr. Alberto Franco imagines President Bukele may hypothetically have brought to bear on me on issues that have nothing to do with this. If they create that committee, invite me and I will come.”
Teletica.com sought comment from Franco on the matter, but he indicated that because the statement is now before the courts, he could not comment on it.
This news outlet was able to confirm—by reviewing the file from the Ministerio Público (Public Prosecutor’s Office)—that the economist is among the witnesses in the case against the president.
It bears recalling that the case against Chaves, as well as his Minister of Culture and Youth, Jorge Rodríguez, concerns an alleged order that they gave publicist Christian Bulgarelli to pay $32,000 to the president’s adviser and friend, Federico “Choreco” Cruz, in exchange for his company, RMC La Productora, being awarded a $405,000 contract with the Central American Bank for Economic Integration.

El presidente de El Salvador, Nayib Bukele, se quejó con su homólogo costarricense, Rodrigo Chaves, luego de que su director ante el Banco Centroamericano de Integración Económica (BCIE), Alberto Franco, le negara unos recursos. Así lo refirió el economista en una declaración que dio a la Fiscalía General y que consta en el expediente 25-000019-0033-PE, que una comisión de la Asamblea Legislativa estudia como parte de un proceso de levantamiento de la inmunidad solicitada por la Corte Suprema de Justicia.
Dicho extracto fue dado a conocer por la diputada Rocío Alfaro durante el interrogatorio que le hizo la mañana de este viernes al mandatario en una comparecencia, en la que este hizo su descargo frente a una acusación por presunta concusión.
La congresista del Partido Frente Amplio (PFA) reconoció que, si bien lo indicado en cuanto al gobernante salvadoreño no se relacionaba directamente con el caso que se seguía contra Chaves, sí se enmarcaba en el contexto de “molestia” que él tenía con Franco.
Además de ese tema, el economista refirió que su destitución, el 6 de noviembre de 2022, respondió a la forma en la que otorgaba los recursos en el organismo internacional, de acuerdo con Alfaro.
“Pero también afirma que usted lo presionó porque a usted lo presionó el presidente de El Salvador también, que hubo un reclamo”, agregó la parlamentaria.
Chaves insistió en que ordenó la destitución de Franco por “incompetencia y falta de capacidad”.
Sin embargo, el 13 de diciembre de 2023, el gobernante también refirió que el exdirector “causó daño en la relación de Costa Rica con otros países miembros del banco”, producto de que tenía “demasiada iniciativa”.
Al ser cuestionado sobre si esa “queja” o “presión” se dio, el mandatario respondió:
“Yo con muchísimo gusto me vendré a referir a este tema cuando la Asamblea Legislativa considere apropiado hacer una comisión investigadora sobre el caso. Esta no es una comisión investigadora del tipo de presiones que se imagina don Alberto Franco pudo haber puesto hipotéticamente el presidente Bukele sobre mí en temas que no tienen nada que ver con esto. Si hacen esa comisión, invítenme y vengo”.
Teletica.com procuró un comentario de Franco sobre el particular, pero este indicó que, en el tanto es una declaración judicializada, no podía referirse a la misma.
Este medio pudo constatar —mediante una revisión de la pieza del Ministerio Público— que el economista forma parte de los testigos de la causa seguida contra el gobernante.
Valga recordar que el caso contra Chaves, así como su ministro de Cultura y Juventud, Jorge Rodríguez, tiene que ver con una supuesta orden que estos dieron al publicista Christian Bulgarelli para que este diera $32.000 al asesor y amigo del presidente, Federico “Choreco” Cruz, a cambio de que su empresa RMC La Productora recibiera un contrato por $405.000 con el Banco Centroamericano de Integración Económica.
Respecto a la queja de Bukele, este medio mantiene en trámite una consulta ante la oficina de prensa de la Presidencia de El Salvador.
